The most anticipated launch of the UPND/PF pact has finally materialized. The Pact members were mobilized in Lusaka to launch a pact that they feel would achieve the aspirations of removing the MMD from power. But as I show in this article—the launch of the UPND/PF pact, while being a major political milestone in the country, is much ado about nothing since this launch has not answered the most perennial questions the Pact leaders must answer.
First, the real issue with the Pact is not whether the grassroots in the two parties are united or not. That is not the issue. The main issue is about whom between Hichilema and Sata will be the presidential candidate in the 2011 elections. Regardless of how many rallies and launches the Pact goes through, if it does not address the presidency, its prospects for 2011 remain bleak. A Pact candidate matters since it may determine how Zambians will vote in 2011. While the respective spokespersons of the two parties have said that the candidate will be picked through a vote-they have not elaborated how. They are just assuming that he will be picked through democratic means.
Learning from history, no party has held truly democratic intra-party elections since Chiluba was elected MMD president in 1991. As such, I have no illusion to believe that there will be any meaningful democratic modalities to pick the Pact’s candidate. The two respective parties themselves have not held freely democratic elections within their parties, how then do they expect to exercise democracy when picking the candidate for 2011? All that is known, for now, is that both Sata and HH are candidates for the 2011 elections, and such an atmosphere is not helpful to convince innocent Zambians that there is a meaningful alliance.
Second, while it is true that mathematically the Pact may, taking the lead from the 2008 election, have more votes than the MMD—the political algebra just does not mean that they will have those votes come 2011. From the 2008 elections it is clear that a combination of the PF and the UPND votes comfortably beat the votes for the MMD. But that is where the faulty reasoning lies. The Pact may be assuming that people who voted for the two parties will vote for the Pact in 2011.
This assumption is fundamentally faulty since it does not take into account the complex reasons why people vote in the first place. To assume that the Pact will take all the provinces that the UPND and PF as individual parties took in 2008 is flawed. As above, let me reiterate the fact that the deciding factor in the next elections will be the Pact’s presidential candidate. If the Pact fields Sata, Southern voters will not vote for the Pact—it is as easy as that. Southern voters have expressed in clear terms that the Pact will only be supported if it fields HH.
On the other hand, if the Pact picked HH as its candidate—the MMD will exploit HH’s weakness as a regional candidate. This is the dilemma that the Pact faces. Either-way it is a bust for the Pact.
Third, the launch of the Pact is much ado about nothing since it fails to explain exactly what is being launched. To launch something, you need to have a plan. But the so called pact does not seem to have a plan in place. While they have a desire to remove the MMD from power, they lack a comprehensive plan of how they are going to do this, and they are assuming that by saying that they are a pact then they can easily boot out the MMD.
What Zambia needs is not a pact, in the lines of the UPND/PF pact. We have tried those before and it has never worked. If it is political unity the PF and the UPND needed then what they should have done is to dissolve themselves and then form one party; head for party elections; elect a president; and then launch themselves as such. But going by Saturday’s event, they are doing things backwards. And it is this backwardness that will come to haunt them latter in 2011. This Pact has no plan and it is just wasting innocent Zambians’ time.
Fourth, both HH and Sata are right in saying that the Pact is people driven and in fact they are cautioning the people to guard the pact very jealously so that it does not fail. I see that to be a serious anomaly. Since when did ordinary people matter to Zambian politicians? I have no delusion to believe that the pact will work simply because the people say so. In 1991, unity worked because the MMD had a plan and its leaders (Wina, Mulemba, Lewanika etc) selflessly supported Chiluba once he was elected as MMD president. Besides, Wina, Mulemba and Chiluba never declared their candidacy for the 1991 general elections; they instead waited until the MMD had elected one of them as its president.
From our political history, it is political leaders and not just the ordinary people that determine the Zambian political landscape. And regardless of how much ordinary Zambians want the Pact to succeed; if HH and Sata do not make it work, then it would not work. What HH and Sata need to understand is that the future of the Pact does not lie in Chiwempala, Chawama, or in Chama, but rather in Rhodes Park and Kabulonga where Sata and Hichilema live.
And if they do not agree right there in Kabulonga I do not see how the ordinary people in Milenge will make the Pact work. The fact that the Pact is people driven and not leadership driven is the very reason why it will fail come 2011. HH and Sata can do the people a great service, by agreeing on a clear plan of unity which should make them excuse themselves from 2011 candidacy until their Pact chooses a president to lead the Pact.
In the meantime, they are working from a wrong assumption that they are both presidential candidates until the Pact rejects one of them. How about if they worked from the assumption that none of them is a candidate for 2011 until the Pact decides on the candidate. But who am I to suggest anything to these politicians, they only do what they want to do and not what the people want!
Better article. But i must say, HH will stand as president. Even Sata, if they agree its ok. All we want is agreement btn them and a way foward as a united PACT. We will stil vote on that context. All we need is change.
In as much as it is us to ask them who stands, MMD is using this as a weakness. I must say the difference is minimal & people want change.Change is good.
Mr. Munshya go tell your MMD sponsors that we shall announce our candidate at an appropriate time. We know why you are anxious to know the PACTs choice. You want to gather a lot of data for your useeless propaganda.
Nice article nice analysis and nice timely advise. For me the PACT has my vote if they field any othger candidate apart from SATA and HH. SATA has already had a stroke. Am not ready for another cash shredding presidential mourning. MMD has successfully managed to brand HH as imature and a tribal bigot. And his losing of elections in the past does not sit well in the mind of voters.
The PACT need to pick a fresh face and mind that will really present CHANGE. Possible candidates are Professor Chirwa or even poach Magande or that Inonge woman from Western Province. With this they will get my VOTE.
If they field SATA or HH, sorry I will vote for RB. Better with this Devil. Am not doing that bad. SATA is too vindictive and vengeful , and can take us back 20 yrs.
By the way when is the so much talked about MMD convention?
This is a weakness, yes. But SATA is well know for coming up with loose alliances, which he can easily walk away from at the right time. Also in Zambia today, its interesting how northerns always want other tribes to be thier Deputies. They never can acept to be Deputies themselves. We have already heard them say HH can get experience as SATA’s deputy. Chiluba had no experience of any kind, they never said he can get experience from the Mundia, Sakatana, etc. They are always selfish. After 5 yrs they kick you out of the party for even thinking its your turn to be President. Ask Easterners, they leant the hard way: Generals Miyanda & Late Tembo are examples. They are disoriented. Tembo died a dispointed man. They play the Deputy role. Wonder why Easterners avoid them now?
The author is one of those who thought the PACT wont last a week when it was announced.A year later its still here and stronger.

What type of a political Scientist is this Munshya wa Munshya? The PACT presidential candidate is part of a strategy which is giving MMD sleepless nights. That is why the IG wants his Police intelligence officers to sniff who will be the PACT presidential candidate because it will make it easy now for the MMD to destroy such a candidate now and not when it is too late in 2011, simple reasoning.

On “What Zambia needs is not a pact, in the lines of the UPND/PF pact… We have tried those before and it has never worked,” I beg to differ with the writer since MMD’s said-not-resigned-from-UNIP-todate Rupiah Bwezani Banda won the 2008 Presidential by–election with 35,000 votes only ahead of PF self-appointed leader undereducated MC Sata just because he had a PACT or an alliance with FDD president Edith Nawakwi, ULP unelected self appointed leader Sakwiba Sikota and APC or so self-imposed leader Ken(ny) Ngondo.
Therefore, the autocratic or monarch nonsense that the writer is advance on the UPND-PF PACT to choose a 2011 presidential candidate undemocratically must not be entertained by any real democrat in Zambian politics.

I have said it loud and clear that in this entire circus, the greatest loser is Ichilema who has forfeited his rationality to Sata’s sublevel theatre. What did they launch or harmonized to justify the inconvenience of those disillusioned poor people to put themselves off from their economic lifelines where they could have made some marginal gain by the end of the day?
This kind of hypostatization of leaders is what we call a fallacy of ambiguity, when a hypothetical construct is treated as if it represented a concrete, real event or physical entity. In other words, this so-called PACT is the error of treating as a “real thing” something which is not real, but merely a vague emotional idea.
The imagined community and world of this PACT circus is filled with phantoms and spooks of many kinds. Both Sata and his deluded deputing concubine Ichilema are full of ambiguity, what should have been a Golden opportunity to offer direction turned into an opportunity to outdo each other in some ad hominem.

The RULES of how the Pact will choose its candidate were released to the public back in 2009.
It is a very structured process with delegates from both parties making a vote.
Back in 2009 the Pact even let the public know about its third choice.

Its not a secret to the perceptive where your allegiance lies. Save the religious talk. Pure religion is this: to care for the widows and orphans in need. That means 70% of the poor of this country. Has the Pact launch changed anything?
ONCE again the leaders of the Patriotic Front and United Party for National Development Pact have left their members in the dark on who the presidential candidate for the 2011 elections will be. Expectations were high when it was announced that the launch would finally be on last week after one year and members were certain this would be the forum at which the gnawing question would be answered.

Fighting on every front for the cause of the poor is not wasting time and its not inconsistent with believing that its God who installs and removes leaders.
Please be rational in your comments and avoid 20th Century tribal undertones. THE PACT WILL RULE ZAMBIA WHETHER YOU LIKE IT OR NOT. It does not matter how much you hate it. We will not reveal our presidential candidate until when its very late FOR MMD/KABONDE to do stupid things.
Who will be the presidential candidate?
But alas the chance has passed them by and the guessing game continues.When the two leaders Mr Michael Sata and Mr Hakainde Hichilema emerged during Saturday’s rally to addresse their members on the state of the Pact, the question of who would lead the Pact was left to speculation. Many people were not even aware that the pact had not been launched yet but many knew that the pact has no candidate for 2011. Did Mr Sata and Mr Hichilema answer the big question members from both parties have been asking?
Was the Saturday meeting convened to convince or window dress the viability of the Pact without addressing any meaty issues that Zambians want to hear.
The African Institute for Democracy and Good Governance (AIDG) has since urged the Pact not to waste people’s time and quickly state how they will harmonize their ideologies and name the leader.
AIDG spokesperson Thabo Kawana said while the institute welcomed democratic innovations such as pacts, it was important that Zambians were informed of what politicians were planning for them.
He said the launch of the pact should have addressed leadership issues for the two parties.
Last Saturday’s rally was a launch for the Pact but it appears Mr Sata and Mr Hichilema took the gathering to be an ordinary rally as none of them spoke of the launch or declared a launch of the Pact in their speeches.

The two parties are big and their strength and influence recognised.
They are indeed next to the ruling party the MMD.
The enthusiasm most people who flocked to the rally had was to hear something new about the Pact, meet their leaders and get back home with some positive message.
Mr Jones Mweene a UPND member said he expected to hear the announcement of a presidential candidate by the Pact.
We understand your frustrations hence your efforts at trying to fight tooth and nail to see the PACT break but we can assure you we sat down for 3 months and brain stormed on all your HOT air issues. The PACT is as intact as it was when it was formed. Your divide and rule tactics will not work. You can scream as much as you like, we shall not fall into your trap of trying to discredit our PACT presidential candidate by announcing him now. To delay is part of the strategy. SHAME ON YOU VISIONLESS MMD.
Its the nature of MMD cadres to always want to focus on politics rather than the effects of their awful leadership. Can you for moment speak about the merits of your government? Tell us about how you’ve dealt with poverty, illiteracy, crime, etc. What has MMD done?
His disappointment is obvious.
Mr Shadreck Nyambe-Sichamba a PF member said he travelled all the way from Chongwe in the hope that he would hear the key announcements in the Pact as regards the candidate and the consolidation of the various policies but he was not pleased with what the rally turned out to be.
“I could see that the meeting had no clear agenda because they even made us wait almost the whole day before the Pact leaders arrived at the venue,” he said.
Most members had gathered as early as 10.00hours but the two leaders emerged after 14.00hours.
The prelude of the rally was however characterised by the launch of the Red Card campaign by Fr Frank Bwalya.
One wonders whether the organisers from the PF and the UPND agreed that the launch of the campaign should also be done at the rally.
In sober reflection, the Pact launch should not have been trivialised with the Red Card campaign launch.
HH for president 2011
Analysts observed that mixing the launch of the pact with the Red Card Campaign just spoiled the whole agenda and threw suspicion on the two parties as to whether they were really committed to spearheading their campaign in a sober and mature manner.
Fr Bwalya has motives that both the PF and the UPND do not understand and for them to give him a platform of launching his Red Card Campaign was a serious mistake that their advisors could have detected and avoided. The PF and UPND parties should establish why most of the civil society organisations that initially seemed to be close to Fr Bwalya and his campaign seem to be keeping a distance from him lately.
The PF and the UPND should realise that the support they receive from the members was not guaranteed until they address the issue of the presidential candidate.
This matter is of key importance to determine the future of the pact.
The longer the delay in addressing it, the more negative effects it will have on the pact.
They may think that they are playing a hide and seek game with the MMD by not announcing who the leader of the pact will be but the MMD are not the voters.
Since the MMD are not the voters, the Pact is playing a hide-and-seek game with the voters themselves.
There is no sober reflection that avoids the real questions. What has MMD done for Zambians in the last 20 years ?
All comments against the PACT lack wisdom and are kicks of a dieing horse. We shall not insult anyone of your personally BUT we shall wait to remind you without any vegeance once we are in state house. We trurly believe that vegeance is the Lord’s and if we insult you then we are looking into the mirror. Like it or NOT PACT Goverrnment will be in power after 2011 elections. We have studied all the arithmetic loopholes at electoral commission. Keep in mind that MMD has been RIGGING elections from 2001 and we have all the evidence. TRUTH PAINS BUT MMD is the out-going government.
As it stands today there seem to be no efforts being made by Mr Sata and Mr Hichilema in addressing this matter.
As articulated in the speeches by both of them at the rally, the need to remain united is unquestionable.
But do the two also acknowledge that delays to come up with a single leader could spoil whatever momentum has been gained so far.
It is one year today since the Pact was mooted and the two parties have not selected a candidate.
Mr Sata acknowledged during the rally that the PF and the UPND have continued differing on many issues but he was happy that the two parties have remained in the Pact. He also agreed that it was only through a united force with the UPND that the opposition could come out as a serious challenger to the MMD.
“We have differed on many occasions but it is good that despite differing we did not divorce,” Mr Sata said.
Mr Sata urged the UPND to stop ‘poaching’ his members but instead get members from MMD.
Mr Hichilema also admitted that the opposition failed to out-muscle the MMD on many occasions and it was through a pact that they have hope of scooping the 2011 elections.
But this hope remains a tiny hole going by what the political scenario is now in Zambia.
The two opposition leaders have declared that the Pact was unstoppable and they were determined to get into Government come 2011. But the fact is the two parties have lost substantial support in their stronghold provinces. Take a look at the recent parliamentary by- elections held recently. UPND support in Southern Province is no longer unquestioned just like the PF s trength in Northern and Luapula province has been shaken recently.
WHATEVER code names you use to sniff on behalf of MMD, we will not reveal our preseidential candidate. Please tell your sponsors that we do NOT hate anyone of them personally and even after winning we do not have matters to settle BUT a Zambia to develop. However, we will prosecute ALL corruption cases without fail keeping in mind that JUSTICE must be done.
I have personaly not seen any meangful development by the mmd because even the airport they are using to rash to Morningside or rather tourisming (the language RB understands most) was left by Kaunda. UTH where they take other ministers that they don’t treasure most was left by Kaunda, all the second class goverment schools in each district where an ordinaly zaqmbian employee can manage to take their children where left by Kaunda, our own KALINGALINGA UNIVERSITY(UNZA) was left by kaunda. What the Movement of mad dogs have done is just to impose high fees on these lerning institutions and the subside that the gvt is supposed to make towards free education goes in their pockets as their name suggests MMD (MAKE MONEY AND DISSAPEAR)!!
So have the pact realised how much work they have ahead of them and just how little time they have before they could put their house in order.
Currently the MMD are more organised.
Pact strength
The Pact could be winning the by-elections against the MMD in places like Mufumbwe and Solwezi (North-Western Province) but they should do their mathematics well by analysing the victory margins.
The MMD on the one hand lost by small margins in all the by-elections in North-Western Province . These are areas where the opposition claims to be their stronghold. The MMD victory in places such as Milanzi (Eastern Province) was wide. The MMD candidate in Milanzi won by more than 3,000 votes while the MMD’s loss in the Mufumbwe poll was a paltry 300 votes.Maybe the sentiments by MMD spokesperson Dora Siliya that the Pact was not going anywhere comes from such observations.

Conclusion
The formation of pacts is healthy to any democracy. Zambians have seen pacts and alliances come and go. But such alliance must have relevance to the people of the country with clear manifestos on what they hope to do for the people. Pacts merely formed with the sole aim of dislodging a sitting Government raises suspicions as to the motives. Is it for personal aggrandisement or to better the lot of the masses. Zambians are watching.

Namwala chiefs slam HH
SEVEN traditional leaders of Chief Nalubamba’s area of Namwala District have denounced United Party for National Development (UPND) leader Hakainde Hichilema for suspending Namwala Central Member of Parliament (MP) Robbie Chizyuka from the party.
The headmen and Namwala residents said Mr Hichilema had messed up the votes from the district following his decision to suspend Maj Chizyuka from the party.
The headmen said they were saddened by Mr Hichilema’s action to suspend Maj Chizyuka who campaigned hard and managed to make the district a stronghold of the UPND.
Sata and HH have gone beyond themselves and achieved what no other political leader in zambian has achieved. It does not matter who becomes a president, what matters is that we trust HH and sata for their good combination of breaking the tribal barriers. this article is bias, and has MMD bad thought, I call it nonse. these guys launched the pact, they did not go for convention to choose a candidate, understand terms well.
The headmen said they could not further rally behind Mr Hichilema because they cooperated well with the MP and his suspension would bring negative effects to the party in the district.

Headman Petrol Munakabanze said Mr Hichilema should have used Maj Chizyuka to lobby for more support from the people of Namwala.

Mr Mbulo said the people of Namwala knew Maj Chizyuka as a person who held the party together in the area because of his relations with the grassroots.
Robert Munkombwe said it was evident that the UPND leaders had lost vision and were now following blindly by joining the pact.
Mr Munkombwe said Mr Hichilema should follow the foot steps of late Anderson Mazoka.
“In Namwala District here it is totally difficult for the people to support the pact. We have refused the pact,” he said.

This so called pact launch was surely the joke of the century. Just like PF cadres fail to explicitly explain how the PF 90 day economic miracle can be achieved, they fail to also explain what exactly was launched. Can someone please tell me what was launched.
They wasted a golden opportunity to articulate developmental issues and explain what they plan to do if they had to make government. Instead the so called launch was a contest between Mr. Sata and Mr. Hichilema on who can insult the govt and its officials the most.
Zambians clearly deserve a better opposition. I am not surprised that Mr. Sata and the PF can engage in this. After all, this is how the PF has been this whole time since inception.

In any true alliance the leader is provided by the largest party which is also assumed to be the most popular. This is a great article…keep it up. The fact that you’re highlihting the what PACT should avoid does not make you MMD. This is timely warning. I suggest Sata and HH should must not be the only candidates from the PACT list. We need more names… if this pact is to be considered a unit, PF and UNDP labels must be removed. Let’s widen the pool of presido candidates within the pact.

With the above hope, I envision MMD Administration President Rupiah Bwezani Banda to vote for presidential candidate HH in the 2011 tripartite elections even if he may be on the ballot papers.
For the PF-UPND PACT, I wish to ask the PACT to continue its marriage without divorce as Mr self-appoint PF leader put it but both president HH and unelected-leader MC Sata must stand for Zambian President in the 2011 elections so that all PF-UPND PACT members can vote for a President who each needs on that election day — because the elections of the PACT governing council will not represent the individual votes of PACT PF and UPND members.

I laud the author of this article Elias for a well artuclated article. He hits the nail on the head squarely! The pact for success has to start with sorting out the candidature of a president, is it Sata or HH? if they sort that issue out now, then they can market their candidate between now and 2011. There isn’t much time to be shuffling their Pact feet! There are party members who would not do with one of the leaders if chosen to stand. That needs to be clear today and not close to election day in 2011. What kind of planning is that? The author has raised a lot of flawed analyzes on the part of the leaders of the pact and the followers of the patc, but I will break it down simply to him. When we say the PACT will carry the day we are not as stupid as to think that it will be a simple case of adding the percentages of the votes the two parties got in the previous election, no. Yes in southern province a lot wouldn’t vote for Sata if he is chosen as the leader of the PACT but remember we don’t need all the votes in southern province we only need a few to carry the day and you cant tell me that if Sata is chosen then he will have Zero votes from southern province. The same goes for HH.

Please stop playing silly games here. You know deep down your heart that Southerners would rather vote for Sata than RB if HH is working witn Sata. Look at RB’s appointments how many Southerners has he appointed in key positions for them to even think of voting for him. Of all past Zambian leaders RB has completely sidelined Southerns. I am sure together Sata and HH will come up with a more balanced cabinet that will reflect the aspirations of all Zambia.
It also follows that if HH if chosen as the Pact leader Northerners would prefer voting for him since he will be working closely with Sata and they won’t feel sidelined as has been the case in this current MMD govt.

Munsha spare us your ignorance. People of Southern province hate MMD as a party and even if people like Chizyuka can contest on MMD ticket they would lose shockingly. Late president Mwanawasa’s father was buried in Namwala but people of Namwala could not vote for MMD because it is a useless party of thieves.
