
Transparency International Zambia TIZ has charged that it is an insult for Commerce Minister, Felix Mutati to state that Zambians will not be able to understand the partial privatization of Zamtel even if the valuation report is released.
TIZ president, Rueben Lifuka said government has a responsibility to account for every action it takes on behalf of the Zambians.
Mr Lifuka said it is only right that government avails the valuation report of Zamtel to the Zambians because RP Capital was engaged to value Zamtel assets using public funds.
He has since called on government to exhibit transparency and allow the people to know the truth about the whole process leading to the sale of 75% shares in Zamtel to Libyan firm LAP Green Networks.
Mr Lifuka challenged Government to come out clean and release the valuation report.
He said government would not lose anything by making public the valuation report especially that the sale of Zamtel has already been concluded.
Mr Lifuka pointed out that Zambians will not stop demanding for the valuation report to be made public for as long government wants to hide it.

As I earlier commented on the story where Katele has taken leave that if the educated and elite of our country are being compromised, what hope is there for the million of poor and vulnerable Zambians.Mr. Mutati together with Brian Chituwo are the two ministers I have always held in high esteem in the MMD even though I am not MMD. The latest sentiments by Mr. Mutati are now giving me thoughts about his values and calibre!
Power gets to their heads once in government and they feel they can say anything without giving it careful thought. Release the report, its up to any Zambians, with knowledge or without knowledge to make their own judgement about the sale. If they disclosed the sales proceeds, what is the secret about the valuation…looks like the entire cabinet was “oiled” over this transaction. Mutati should know that Zambia has a lot of people who are more smarter than him by far who could have even done a better deal than this ‘RP-Dora-Harry Banda” tailored sale scandal.
Now I wonder which minister i will hold in high esteem if the likes of Mutati are talking nonsense. The sale of Zamtel is still riddled with contravesy. Can Zambians read and comprehend a technical-financial report? With UNZA openning in 1966 and ofcourse with all the graduates who attended highier eduacation overseas none can read a technical-financial report. Mr. Mutati, this is indeed irritating…

We like praising people too much without knowing them well. Mutati is just one of learned Ministers but he aint special. He is a politician ,businessman and no saint. If we recall very well his departure from Zesco had alot of questions than answers. We,Zambians are NOT against the privatisation of Zamtel but the manner in which this important institution has been sold to Gaddafi. What type of a Report did RP Capital prepare which only him,Dora, the Banda clan can only understand? Mr. Mutati, some of us have seen such documents before and are able to interpret them very well hence we can even advise others, so that as a country we know whats happening. Please its OUR property.

A valuation report is very easy to understand. I really do not understand why Felix has said we cannot understand a valuationn report.
It is not true to say that Zamtel was not paying taxes. Is Felix saying that the Zamtel employees were not paying PAYE? In these privatised companies, there are very few employees. It is also probable that they earn very little and hence pay pathetic PAYE. Overall privatised companies do not pay taxes to the GRZ because of capital allowances and low salaries. Felix must come up with more credible arguments for the priavtisation of Zamtel. The Zambian people deserve to have this debate even if we cannnot reverse it. It does not also mean that we oppose privatisation for the sake of it.
This guy is a qualified accountant, so I dont expect him to understand the intricacies of running the affairs on behalf of our people. I know him as sober person, but not one who can understand philosophy.

Now that they have finally realised that the sale of ZAMTEL is the best deal ever secured for any asset sold to date and the fact that the buyer is truly going to transform the company and make them eat humble pie, and what do they do now, zero in on the report and attack that like a mad dog.

Everytime in the press, this one woes investors, people are going without food and a bunch of “fat pigs” in the animal farm are globe touring-what a circus, I know the guy was fired from Zesco after serious financial practices and a number of people “trust him” until Levy aopted him as an MP, Zambians learn to do detailed background checks on these leaders.
No 16. You are spot on! cabinet in the absence of RB met and couldn’t make a decision regarding the Zamtel sale and this was communicated by ZDA on Friday afternoon. On the same day around 18hrs the boss came back from France and on Saturday the Libyans had the deal!
Makes one wonder how the same cabinet to which Mr. Mutati belongs that couldn’t reach a decison (probably cabinet didn’t understand the same report well) whilst the boss was away could now change positions and start telling us that only them knew that the RP capital report was ok!!!

What is always frustrating is our inability to learn from others. Tanzania and Ghana privatized their national telecoms only very few years ago and one needs to see what has happened in these two countries. The only tangible benefit in Tanzania, which I am familiar with, has been the public telephone booths. No increase in land line penetration, mobile unit cant compete etc. As for Ghana, I am sure esteemed bloggers are aware that the last government is (was) being investigated over the sale to Vodafone.
As for Hon. Mutati; I have always thought him in this way: ” A one eyed man in the land of the blind is the king”. Otherwise he is more of a motivation speaker than a strategic thinker.

rather than insult each other on this site and give yourselves high BP, why don’t you guys do something about it? I mentioned this the other day on a separate post, but we (the citizens) are a big part of the problem in Zambia. Rather than soberly looking at ways to solve issues and empower ourselves we chose to insult each other. Why didn’t anyone of you petition government about the sale of Zamtel, why didn’t any of you put together a fund to purchase shares in the company, why didn’t you write to your MP objecting??
If you disagree with Mr Mutati, why don’t you send him a polite email asking him to release the report? At the very least he will realise the depth of feeling on the topic

Some of these ministers have no morals at all, how can Mutati insult us like this, we know that you and Lungwangwa benefited a lot from this, but we sould appreciate if you could benefit silently. We know Mutati cannot live without GRZ.
What you are arguing about is what the so called indipendent media interpreted Felix’s comment. What he meant was that the gutter press in this, the media will correctlly get correct information, hence the public will be able understand the sale of Zamtel.
The only way i can understand Mr.Mutati to say what he said is that, Zambian cannot understand the deal they did as government, because it was a crooked one. So no matter what government says Zambians cannot accept. 1 its a crooked deal 2. Government did not listen to the people when they said don’t sell Zamtel. Refusing the people who put them in power. Democracy is for the people and by the people. In that sense i can understand Mr.Mutati, other than that i am question Mr.Mutati’s standing. MMD government is corrupt and this corruption has infected Mutati and Musokotwane. These are nothing but tools. They are told what to think, do and say by IMF/World Bank. They are nothing.
We need to replace these useless, backbone-less wimps with real leaders who will care that real Zambians do not lose all the wealth that is in this country. Every natural resource that matters from fertile Land to Mineral deposits are now owned and controlled by foreigners who don’t pay as much tax as ordinary Zambians do. Its shameful and I like to ask that this tool Mutati please shut up while we prepare to remove them and put in place a democratic socialist system to restore balance.

Second, I agree with the idea of privatisation, but there is no need to refuse to disclose anything that was above board, if it was. Why the secrecy? The argument on precedence does not hold water becasue no one was ever investigated by a tribunal before on the previous sales (doubtless, Chiluba’s were reeking with corruption through and through, with Sata, HH and Nawakwi acquiescent). It is time RB showed the country how to lead democratically and without fear or favour.
