Education Minister, Dora Siliya has said it is wishful thinking for teachers to think that government will provide their accommodation needs at the expense of attaining universal primary education by 2015.
Ms Siliya said government realizes that accommodating the over 80,000 institutional teachers is currently a problem but that its priority at the moment is to make access to education much easier for every child in the country in line with the Millennium Development Goals MDGs.
She said government is addressing the infrastructural needs in the education sector but that this year’s focus is on addressing schools infrastructure needs rather than the teacher’s accommodation problems.
She added that her Ministry is building about 1,000 houses this year alone but that this is still not sufficient to meet the accommodation needs of the teachers.
Ms Siliya has, however, challenged the banking sector to come to the aid of government by making available loans to teachers to enable them build houses.
She said this will also be an opportunity for the private sector to make more profit considering the fact that government has provided the private sector with a very conducive environment to operate.

Is Madam Dollar really in right frame of mind? How can you attain universal education when the teachers do not have accomodation? How are the teachers going to teach when they dont have accomodation and then how is universal education going to be achieved? This is really madness on the part of Dollar. Any way I cant be suprised its the policy of MMD to not accomodate teachers so that Zamia attains universal education ??????????

I thought the two goes together hand in hand, Your Excellency Madame Dora, you cannot expect to achieve your goal in providing universal education without making sure the core source to delivery it is also taken care of – from teachers salaries, accommodation, staffing, training as well as providing essential teaching materials will all add up to your success of PROVIDING UNIVERSAL EDUCATION, I think you are reall dull to tell the teachers – wishful thinking.

I don’t think she knows what sheis talking about. Is she going to attain the MDG goals on universal education without teachers? Who is going to ensure service delivery and show govt that people are learning? This is what you get when you employ a prostitute as a minister because all she thinks of is – as long as i get paid, I don’t care how it feels. Well, MDGs through the back door may be kwao!!!
I would be very SURPISED if anything sensible was to come from DORA SILIYA or RB. Am not buffled at all. That’s DORA’s calibre and as far as she is concerned that the best she can come up with
Whats wrong with these so called ministers, you mean there is no better way of explaining to teachers the challenges government is facing over accomodation rather than insulting them and using vulgar language. There is no point in telling off teachers over issues which are genuine such as accomodation. These imbeciles should learn one or two from what KK has/is daily preaching over accomodation, water and food. The issue of accomodation is a critical one in your attainment of ntwenu…. ba madam Dollar, dont be stupid, shame on!!!!!

I agree with Dora that the government can’t build 80,000 new houses specifically for teachers. But what the government can do is to improve the conditions of service so that teachers can rent reasonable accomodation in any part of the country. Alternatively let the government guarantee mortgages for any teachers who has served for at least 8 years.Teachers are the gatekeepers to any development that Zambia is dreaming about. Please lets treat our teachers and lecturers with some respect.
NCC said it is utopian to provide access to shelter because even mad people will also ask for shelter. This answers the reasoning behind dola’s statement. Next she will say it is wishful thinking for teachers to expect water and food.

What is the Pact policy on providing teacher accommodation and universal primary education? Ah yes I remember there isn’t one because they are not able to sit down together and come up with a manifesto with costings. Dora is only being realistic. Govt has limited resources and therefore is not able to provide accommodation for every teacher which is why she recommended the private sector to step in with affordable mortgages. Dont see anything wrong about what she said except that she is not lying to people and saying we will build you a house in 90 days. Please show us what pact would do in these circumstances before you jump on the criticising for nothing bandwagon.
