The British Government says it will seek a confidential meeting with President Rupiah Banda to discuss on issues relating to donor relationship.
British High Commissioner to Zambia Tom Carter disclosed this in a Statement released to ZANIS in Lusaka today saying the British government did not want to conduct its relationship with the Zambian government through the media.
“However, we do not conduct our relationship with the Zambian government through the media. I will be seeking an early call on HE the President to have a confidential exchange on this important subject.”
Mr Carter however noted that the partnership between donors and the Zambian government was of key importance in an effort to reduce poverty in the country.
Mr Carter added that the partnership was of key importance as the donors and Zambia tried together to deliver the long-term goals of reducing poverty in Zambia, and achieving the Zambian government’s target of reaching middle income status by the year 2030.

I think the message the president was trying to get across is that as much as we are “grateful” for the aid, which we are given do not use aid as a form of “neo -COLONIALISM”. No. 6 I totally agree with you. If you think aid will develop yr country forget it. Donors are not there to develop yr country. Remember this aid has some string attached and that is causing the poverty to remain. Ask yrselves for how long have we been given this aid and nothing has improved then something is wrong. This aid is enriching the donors themselves. They are very smart and as Zambians we are sleeping. They will never never develop our country. We need aid, we dont need aid-the truth lies between the extremes. However our Prssident should be very very careful on issues to do with donors. I personally know many developmental projects and programs which without the donors wont take off or will take too long to implement. Already, the Government needs donor funds to rehabilitate the Serenje-Mpika road. Even the Zimba-Livingstone road is being done/was done by the donors. We simply dont have the money for these road projects. And for you bloggers who are calling on Government to engage in trade rather than beg, expect nothing of this sort. We African Governments simply dont have the brains to engage the west in real trade. We would rather settle scores with our politcal opponents than uphold or incorporate their policies.

Just because he rides in a public jet (..which he calls private but its tax payers’) and goes to morning side clinic does not mean that is the same case with all Zambians. some clinics run almost entirely of Donor Aid, all Rupiah cares about is himself. Further, when you look at the annual budget for some Ministries, up to 30 percent are donor funds and 70 percent Govt fund. In some programs, the variances between Govt and donor funding do no give hope at all. Small and yet very important programs that target the poor receive higher funding from donors than the Govt.
In short bloggers, we need the donors to run our democracies-to conduct elections and related activies, to procure drugs such as ARVs for our poor e.t.c. Without donors, ARVs would not be free for everyone. Our President is just careless and visionless. True, we need policies that promote trade, but when will that happen?
its been along discussion within the Danish govt if at all it should continue sending money to developing countries. They feel that these countries should start taking care of their own bussiness as this taxpayers money and danes need it. they have cut down on a lot welfare. hospitals, education and other govt facilities are running on limited budget. to be able to send money to these countries. so far it only Ghana ministry of health is comfirmed to benefit from Danish AID. and many more countries are thinking in the same line to serve its own tax payers before serving that fat empty headed leaders, selfish, leaders like RB. after living in the scandinavian this guy should know better how important accountability is in this part of the world, for him to say such rubbish buffles me.

lets take another perspective to this debate. suppose i was your rich neighbour or vice versa, whichever you prefer. one of us ( the richer one ) then decides to come in with some aid for things like electricity bills, school fees for the children, medical and other utility bills just to ” help out” and not expect anything in return. now this hand out is supposed to endless with no time limit whatsoever? come on!!!
now the other party, the poorer neighbour, becomes a bit uncomfortable and starts questioning the arrangement and his children come up in arms attacking him for even contemplating giving up this sweet aid! one would have thought they would come together in support to look for ways of breaking away from this bondage such as the sons going out to look for work etc

I think we all know what Pres. Banda was trying to say. We are indeed grateful for the donors, but this is still our country. Even Mugabe had a good point. However, there are just certain ways you go about dealing with these issues and it is NOT insulting the donors or kicking people off their property. That aside, what the British High commission is doing is the way diplomatic etiquete works.A call for transparent on a sovereign state is not supposed to come through tabloids but existing channels or else, it becomes a recipe for diplomatic anarchy where every diplomat has his way.I know not of any country that take that kind of diplomatic glitchs.Uganda’s Museveni told off some of those scandnaviann countries Diplomats when they went to him to recognize and protect the rights of gays inn Uganda if had to keep recieving aid from their country.

Some donors are now dealing with “NGOs” and anarchy leaning individuals directly without adequate Govt. communication – this is how you form renegade groups in a country.
