THE Government has asked security wings to investigate reports that Patriotic Front (PF) president Michael Sata gave former Catholic priest Frank Bwalya US$100,000 for anti-Government campaigns.
Chief Government spokesperson, Ronnie Shikapwasha said in Lusaka yesterday that the law required that procedure should be followed where huge amounts of money were deposited into any commercial bank.
He said the Zambia police frauds department, Drug Enforcement Commission and other security wings should investigate the matter to establish how the money was raised and whether it was declared before being deposited in Finance Bank.
Gen Shikapwasha said the security wings should investigate issues around money laundering and tax-related ones.
“The law will visit all those involved in this matter. The police, the DEC anti-money laundering unit will investigate this matter together with the Bank of Zambia which has laws about money laundering,” he said.
Mr Mumbi told a media briefing in Lusaka on Saturday that Mr Sata paid Fr Bwalya $100,000 and urged the PF leader to clarify the matter.
When contacted for comment, Fr Bwalya said he was aware that he had been mentioned by the media as having received some money from Mr Sata but did not have any comment to make.
Mr Sata during a live programme on Joy FM said Mr Chimumbwa and Mr Mumbi were “mercenaries’ who should be ignored by Zambians.
DEC spokesperson, John Nyawali declined to comment on the matter, describing it as sensitive.
Finance Bank executive director for corporate banking, Noel Nkhoma said he could not discuss the matter at this stage because of bank-client confidentiality.
Mr Nkhoma said the bank would issue a statement after carrying out investigations.

This is a breach of banking confidentiality! There’s nothing criminal about Sata funding Fr Bwalya’s political movement. However, if this money was deposited into Fr Bwalya’s personal account (instead of his society account) then it would definitely trigger internal money laundering alerts. All banks have standard KYC procedures and if you receive an unusual amount in your account, it raises questions and needs to be explained. If the same $100pin was deposited into rich madumbo GBM’s personal account, no one would ask questions, but how do you explain the same for an unemployed Priest? This is not political witch hunting but we need to have more transparency around political party funding (both ruling party / opposition). Otherwise shady characters will end up ruling us.

CHIEF Mwanachingwala of the Tonga-speaking people has challenged Patriotic Front (PF) president Michael Sata to allow his United Party for National Development (UPND) counterpart Hakainde Hichilema to lead the pact to demonstrate that he is not a tribalist.
Chief Mwanachingwala said if Mr Sata is not a tribalist, he should demonstrate this by allowing Mr Hichilema to stand as PF-UPND pact president.
“He cannot allow HH (Mr Hichilema) to be pact president because he is a tribalist,” he said.
“Sata is number one tribalist. He is my friend but I know that fact. He is a dictator and not President Banda. Mr Sata can work under someone, but not as President of this country,” he said.
He said President Banda has managed to unite the country by accommodating all the tribes.
He said President Banda has also done a lot to develop the country.
“We had a bumper harvest and government has since bought all the maize,” he said.

A political party funding an affiliate to support it is no criminal offence, but funding CLZ in order to DESTABILISE an ELECTED government is a very serious offence under the Laws of Zambia. Finance Bank has unreservedly apologised to President Levy Mwanawasa for the leakage of his personal account. Finance Bank managing director Dick King yesterday said opposition Patriotic Front president Michael Sata’s allegations of corruption and money laundering against President Mwanawasa’s principal private secretary Alfred Chipoya were false, regrettable and unfortunate. President Mwanawasa, through his special assistant for legal affairs Darlington Mwape, on Monday demanded for an explanation from Finance Bank on how confidential information regarding his private account was availed to a third party.
