LCC denies misappropriation of drainage system money

The Lusaka City Council (LCC) has denied misappropriating any money meant for the construction of an elaborate drainage system in Lusaka’s Kanyama Compound.

Lusaka Mayor, Daniel Chisenga said the Council was still using the K9.8 billion it received from the Government, through the Ministry of Local Government and Housing for its intended purpose.

He said the Council was strictly following the laid down financial regulations and monitoring the disbursement of the funds and that there was no way it could misappropriate the funds.

Mr. Chisenga said this at a media briefing in Lusaka sunday.

He stated that since November last year, when the money was released to the Council, the Auditor General’s office had conducted more than one audit and that the Council took remedial measures against officers found wanting.

Mr. Chisenga said the Council also instructed management not to mix the Government grants with the other council funds, to ensure accountability and transparency.

He further said, the Council was ready for any action to be taken against it if Government and the Auditor General prove beyond doubt that there was any misappropriation of funds on the part of the local authority.

He explained that works on the drainage was progressing well, but was being slowed by the presence of heavy rocks in the area.

Mr. Chisenga said the contractor was cautious when blasting the rocks, to ensure that the houses close to the drainage system are not damaged.

    Now PF, we (or maybe just me) are still waiting for the PF report on PF led councils.

  2. So no excuses from PF about the govt not disbursing funds. Maybe Sata will be able to let us know what went wrong or more likely he will sue any Lusaka resident for asking why the work has not been carried out.

  3. mr MAYOR YOU NEED PROJECT MANAGEMENT LESSONS. YOU CAN KEEP THE MONEY IN THE BANK WHEN YOU KNOW IT WAS MEANT FOR CUTTING THE DRAINAGE DURING THE DRY SEASON. MR KUNDA IS RIGHT TO CALL FOR AN EMERGENCY MONEY AND TASK FORCE FOR THE SAME. THIS IS THE RAIN SEASON AND YOU ARE STILL HOLDING TO THE MONEY. SHAME.

  4. The Action-Oriented Party with the action-oriented boss. The residents; please elect council officers on merit as opposed to political affiliation or there will be more of the same.

From november last year to now,then why do u go for work u councils.this is indescipline of Zambian projects with no time frame so that when pipo seem to have forgoten about the money u chop it,Zambians are not good at monitoring developmental project aimed at developing own country coz of busy or just not concerned about own country.or comfortable with cholera and dirty..This has to change folks.Councils should be qualified enough to appreciate a level of doing things.This is a very important government (local) in the development and cleaniliness.lets be a bit clean Zambians a way to go….we ve been too dirty tho sometimes we dont realise that ourselves but stubborn..CLEAN!

  6. just wait for the PF circus to start with the onset of the floods. The PF leadership is totaly occupied with RBs trips and insults, accusations ,inuendos and court cases to even notice that last year we had floods and manee is there for drainage systems to be fixed asap. Are these the pipo you want leading Zambia ? i think not.

My God!! So mukapwa lisa project? Mu 2011?? hahahahahahahahahaha ba PF! I remember Lubinda was busy saying that MMD govt doesnt release money for development. Kanshi batamba fye!!! Is that action?

  8. Shikapwasha went on ZNBC and told the whole world that PF led council has abused the fund meant for drainage system. Again pants down Movement for Mad Dogs. It is important to look at the risks involved in this drainage system. Is there any contigent plans meant for those whose house /lives may be affected by this drainage system from the govt and councils construction point of view? The answer is a big no, the govt knew that K10billion will not do any good. and the is no way the govt will listen to such contigent plans.

  9. #11Pafwenamwine- Shikapwasha told the whole world that PF led Councils had abused the funds, because just like me, he did not see anything that the Council had done despite the Govt disbursing funds. It is the end of the year now and they have not exhausted the K9.8 Billion – what are they doing? If the money is not enough, why is it still there?

  10. Capitalist see’s Kunda in a weekly L.T photo page getting all excited at the one of the COUNCIL funded projects and barks that it takes the “Central Government” to take action in P.F controlled areas.

    Captialist when will you apologise for your ignorance?

    The People (well maybe me a non party supporter chasing truths) want an apology for your attempt at trying to put down P.F and glorify your own masters.
    Don’t jump to conclusions all the time as it will only lead to egg on your face.

    It will also make you look very biased and always chasing P.F for a put down attempt on anything without FACTS.
