People inciting Lozis to rise against other tribes to be cited for treason

Government has warned people distributing leaflets inciting Lozis to rise against other tribes for refusing to support calls for secession that they will be cited for treason.

Police in Mongu have stepped up investigations to establish the authors of leaflets containing seditious material encouraging Lozis to rise against other tribes.

The situation in Mongu has escalated in the last few days, with one of the pro-secession groups threatening to expel all non-Lozi-speaking people from Western Province by January 14, for refusing to support their cause.

Inspector-General of Police Francis Kabonde has warned that those perpetrating violence in the province will be arrested and charged accordingly.

Western Province police commanding officer Peacewell Mweemba said the police have intensified investigations to identify the authors of the fliers which are being dropped in all the districts of Western Province.

The BRE has advised people in Western Province not to listen to people who want to cause disunity using the Barotseland Agreement.

Induna Ngambela Litiya said on ZNBC TV that calls to divide the country should not be entertained. He said the talks on the agreement are progressing well with Government.

He said in an interview on January 9 that the police have refused to give the groups a permit to hold their meeting in Limulunga.

A group calling itself Linyungandambo has also threatened the King of the Lozi, the Litunga.

The threats to expel non-Lozi-speaking people and attack the Limulunga palace, the royal home of the Litunga, are contained in leaflets the Linyungandambo has been circulating in Mongu.

But the Mbunda Traditional Association has vowed to defend its people and the Litunga from the insurgence advocated by the Linyungandambo.

On Friday, the BRE distanced itself from the group’s activities and condemned the people calling for Western Province to secede.

Linyungandambo is a group working with the Barotse Freedom Movement and the Movement for Restoration of Barotseland Agreement to agitate for the secession of Western Province.

“This serves to warn the following: Mbundas, Maluvales and other tribes that they should start preparing to leave Barotseland by January 14th 2011, when we shall secede from Zambia,” one of the fliers says.

Cheke Cha Mbunda Cultural and Writers Association spokesperson Maxwell Kalukango condemned the threats by the Linyungandambo to attack the Mbundas and other tribes.

  1. What is happening in western province? Sata should not involve himself in the Barotse agreement but leave it to the Government to dialogue with the people of western province and the litunga. Inciting the people in western province wont make Sata win the election. What type of a leader is he? This is a person you want to put in office this year!

Mr. Sata only said the problems need urgent answers from this docile Govt., is that calling for suceeding??? the MMD short of brains. Even Col Panji Kaunda when he gave timely warning that there will be bloodshed during 2011 elections if contetious issues are not resolved. The MMD instead of calling him to be briefed where contentious issues are though obvious, they chose to insult him, threaten him etc. Useless MMD. Unless it is them that are saying it.

    Sata should actually state his position on BRA and not keep quiet. He is a leader, altenative leader- we should know his position before we vote. What do you understand by democracy? Even HH should. But if they incite anyone then they are wrong. And I dont think Sata has so far incited anyone, if he has Shikapwasha wud not hesitate to arrest him. Ba MMD pls dont just mention Sata’s name everywhere, thats why you make him popular. Remember he became popular in Mufulira after Levy accused him of inciting miners. Miners started thinking there was one who could speak on their behalf and he won their hearts up to now. You risk doing the same in W/Province! I’ve followed Sata’s debate on this issue. I dont see him inciting anyone but just stating his position and support for the BRA

  7. MICHAEL Sata has challenged Frederick Chiluba to be truthful over the Barotse Agreement and courageously state his position on the matter.

    In an interview yesterday, Sata urged Chiluba to speak for himself and not hide through misguided cheap political mercenaries like Edward Mumbi by leaking confidential state documents piecemeal.

    “That’s Chiluba’s own document, produced in line with his own desires as president of the Republic and the MMD then. It’s his government’s document, the government of the MMD he led. It’s not a PF government’s document,” he said.

    He said Chiluba was told the basis of the problems surrounding the Barotse Agreement.

    “If Chiluba was sincere he would have given you my honest views on this issue as opposed to what he is doing through disgruntled elements…

I doubt any of the groups there authored these seditious materials, it must be the case of a government going out fishing for treason to concoct a case against people genuinely asking for what belongs to them. If arbitrary detentions are enforced, this will just swell the rank and file of the secessionists. And the longer Banda takes to deal with this simple straight forward matter, the more complicated the case becomes. As a country, we are stone broke and we should all be honest with ourselves that if civil hostilities break out, our state coffers could literally dry out overnight. Lozi speaking are essentially Makololo from Lesotho Or is there such a thing as an indegenous Lozi Tribe or we just have Lozi speaking people?   24. It is not that people are against Lozis making their own country no, what many detest is forcing other people who do not want to be part of them and annexing other people’s land. Lesotho was also a British protectorate, when they decided to form a country within South Africa they just concentrated on their own area, they even left out those Basotho who where not for the idea and still wanted to be in South Africa. They never never pushed to share South Africa in between in their quest to make a country despite their Kings being strong and having influence, and thats how fair things should be not claiming for what does not belong to you. The idea of Lozis from the beginning was to divide the country into two, Barotseland and Zambia(which was mostly to be Bembaland), so it was like we share land with Bembas, thats why whenever there is an issue they quickly point a finger at Bembas. To be honest, Bembas are a bit fair because I have never head a Bemba no matter how long he can stay on the Copperbelt, he still says I was brought up on the Copperbelt, but am from Luapula, Luwingu etc. For Lozis you accomodate them today and even allow them to reproduce, they will start claiming for your land to be Barotseland.   35. Yes ! It is 100% true this document is there. I had just joined the cabinet office during that period. We drafted and printed this document and handed it to the then committee. I am now in the private sector but remember very well.

    This even led to one Lozi Senior Cabinet Administrator resign because Sata had called the people of Western Province all sorts of names for wasting government time and money.

    I know sometimes Mumbi is there in for Sata. However, on this one he is correct in Black & White. Sata needs to explain why he has changed his mind

  37. The solution to this problem is to change the system of Government in Zambia to a Federal System. What has caused this problem is the Central Government claiming to be champions and want people in the provinces sit and wait for them to do everything meanwhile they DO NOTHING for the Provinces. The Centralised Government System has let us down. The NCC should sit again and discuss real politics and throw away that Cosmetic/Childish Constitution which left out important issues like the BA64.

  43. When my friend was sued for divorce by his wife the local court justice asked to say something before judgment could be passed. He replied “BALEMUNKAFYE KU BANTU” meaning she was just being incited by certain people to divorce upon which the justice asked a Kapaso to check the dock where the woman was standing if there was someone else in that dock.   61. Sata you are de Campaigning yourself, a quick question for you. Do you think the Bundas, Lundas, Luvales, Tongas and other tribes who are in Western Province will vote for you this year? Now with the complications coming out of you purported support to the restoration of Barotse Land. Besides most well meaning Lozis are not supporting the idea of delinking themselves from Zambia. You are using a wrong strategy; Simply put! Sata will get less than 15% votes from the Western Province, because he has disappointed the few voters that he had in the province.

  67. Now that Western is the least developed and poorest of all nine provinces, the people feel cheated in accepting to share the cake (merging). They feel they are taken for granted and can do it better on their own. The other thing is corruption.     This man is the most double faced man I have ever known! I know people personally whom Mr Sata threatened to depot to Malawi, Tanzania, Angola and South Africa! This happened when he was in Chiluba’s government. Susan Jere was most notable among them. Now he talks about harmony regardless of country of origin! Several Zambians were sidelined by prominent Bembas in the UNIP administration by reason of their origins! Some like a well known sports commentator maintained high octane diplomacy in order to keep their status in Zambia. Many Zambians are tribal, national and bigoted by nature. Sata is one of them!
