The Baroste Royal Establishment -BRE- says the Barotseland is part of ZAMBIA because the Baroste agreement of 1964 does not provide for separation of the area from the rest of the country.
The BRE has,therefore, condemned in the strongest terms some people in the Western Province who are calling for separation of the Barotseland from the rest of the country.
The Litunga of the Lozi people said this through his representative Senior Chief Inyambo Yeta at State House, when he presented a report of the Lozi National Council meeting held in Mongu recently.
He said the Baroste agreement of 1964 is very clear in outlining its objectives which are to promote peace and national unity.
Senior Chief Yeta said this when he led a 14 member delegation of Indunas at a meeting with President Rupiah Banda at state House.
He said the BRE has never advocated for violence in calling for recognition of the agreement but discussion.
He, however, said there are some sections of people in Western Province who think the agreement calls for separation of the area from the rest of the country.
And President RUPIAH BANDA said government will receive the report and will consider it with the seriousness it deserves.
The President said he was happy to receive the Litunga’s delegation at State House.
He noted that the mission which the delegation has undertaken is welcome as is aimed at helping in uniting the nation.

Let us have the details of the report. Surely someone should have a copy – wikileaks!!!! Nevertheless good news BRE for taking a leadership role finally. Hope the views of the Barotse people are well articulated in this report, and specific outcomes alaborated. We also want to live well like others.
Finally a step in the right direction. Though it has been taken late after blood of some people had to be spilled. Though the rest of the people are not clear on what the BRE wants as far as fulfilling the agreement. What is there to discuss about. Tell us we also want to know. We are Zambia not RB alone. Tell us now not in future when you start crying about not being given what you want.

Great news. Government shoul also solve the issue of the 106 detainees amicably.
This is very good news indeed and it shows the mature leadership and diplomacy of the Litunga and the BRE unlike the thoughtless leadership of Rupiah and his accomplices with their blood thirsty and brutal police. The president clearly exposed his hatred for the Lozi by his indifference in addressing the Barotse issue right from the word go. Because of this innocent blood has been spilled and more than 100 Lozi men are going through inhuman treatment in prisons and systematically isolated from their families. Unimaginable damage has been done.
The BRE has always distanced itself from the extremists. Others who failed to read the situation properly were only thinking about securing votes and jumped into the fracas. As wise people have already stated, only fools rush in. Instead of examining the situation to ascertain whether the demands of the secessionists represented the views of the majority in that province, certain opportunistic politicians could only see the letter ‘x’ next to their faces as opposed to trying to calm the situation and putting the interests of the country and peace at the forefront. We will see whether or not their machinations will translate into tangible votes in the coming months. No credible politician should ever sacrifice peace to score cheap political points.
Point of correction LT. The Litunga is a king. Refer to him correctly out of courtesy. His Royal Highness the Litunga, King of the Barotse People. But you can leave the Voice Presodent intact.

#10 Distant Drums, i have never heard anyone more ignorant than you. Do you honestly believe that what you heard today has happened without (RB) government involvement? Successful diplomacy is carried out quietly and confidentially so that you win the respect of your colleagues, you don’t play to the gallery so that everyone should see that you are the only one who knows, like one Michael Sata. The way BRE and government have handled this matter is what is expected of mature people, not the like of Sata and Masheke, useless bunch of opportunists.
#15 Hear, hear! RB’s quiet diplomacy is paying dividends now. If he had acted like a headless chicken on the issue many more lives would have been in danger. RB’s reaction ensured that Lozis living in other parts of Zambia were free to carry on living their lives without fear. If the BRE had no confidence in the RB administration, they would not have made this statement. Lives were lost because people acted unlawfully and you can not expect any government not to react when a section of its citizens are threatened with ethnic cleansing or genocide.

The Ministry of Finance and National Planning has disclosed that the K586.5 billion which was approved by Parliament in its last sitting, has been provided in the 2011 budget for capital projects, infrastructure rehabilitation, and maintenance and development in Western Province.

The Litunga has fallen short of mentioning that He supports the Barotseland agreement (BA), which GRZ hates to hear! the violence in mongu was influed by GRZ’s sturboness in refusing the Litunga’s people dialogue and self expression. Mind you, the BA was not signed only for the Litunga and the BRE. It was also signed on behalf of the people! those people are now demading for the restoration of the BA. The Litunga by himself does not form any qurom in Barotseland. this is not unlike zambia where democrasy only exists on paper.
Lozis as usual have shown great leadership, intellect & maturity in handling this issue. Eventhough I am not Lozi, i must admit, my fellow Zambians from Barotseland always make me envious. All us Zambians should take a page from our brothers & sisters in humility. great job!!!!

Useless report. The BRE are to blame for the violence in Western province. The Agreeement all along was a hidden Document until some friend sent it to me from UK. I have been wondering why it was kept a secret by the BRE when clearly it did not have any clause for pulling OUT of Zambia. The BRE used this agreement to enrich themselves alone (the Litunga and his offsprings) leaving the poor Lozi;s poorer.
The Govt., also used the silence and non publishing of the document to stiffle any rumblings. Going throught he Document, you find nothing in it. The LOzi’s lost out from that agreement and the Politicians from Western Province migrated to inner Zambia (lusaka) for a Good Life i.e. The Sikota’s etc and they stopped championing the calls of W/Province.

The BA is very clear to those who cna read read and understand english, thanks to Dr. Kaunda and the litunga then. However RB western province however misgaurded the agreement between the litunga and rhodes was, deserves to be the most developed province because they sacrifaced their land to this agreement so more may benefit from the rich mines. Yes Barotse is part of Zambia that is nothing new. The fact of the matter is that Barotse only became party of zambia through the BA64. So if today Gov decides that they will do away with the BA64 then obviously Barotse cannot be part of Zambia. The problem with you Zambians is that you want it to state that, ‘Should either party breach then Barotse can revert to what it was.’ Surely when KK broke the agreement then Barotse ceased to be a part of Zambia. It’s future generations that will suffer due to lack of leadership to resolve this issue once and for all. This Litunga for one is not respected by the majority in Barotse he is a Gov puppet. This issue of BA64 has never been handled in a transparent and honest manner. Thats why it keeps coming back like in the Chiluba adminstration and now RB admin. Somehow, it did not show up in the Levy admin for whatever reason. Is it because Western province was not developed in Chiluba’s time. became DEVELOPED in Levy’s time and then became UNDER DEVELOPED in RB’s time.
Questions:

The Curent litunga is a disaster.The BA64 is only for the benefit of the litunga and his family.development can not come to western province because of the archaic manner of alocating land.It is almost impossible to acquire land in western province.one should not be fooled by an idle piece of land.if you attempt to develop it some one will come out from nowhere and take you back three hundred years into history about how he acquired that piece of land.this is the reason why most Lozis have opted to invest elsewhere.
