Lusaka mayor sells plot at K30m

ILLEGALITIES in land management at the Patriotic Front (PF)-run Lusaka City Council have deepened with latest revelations that Lusaka Mayor Daniel Chisenga has sold one of the 10 Lilayi plots allocated to his office at K30 million.

The mayor has allegedly sold stand number 38 to Lusaka resident Ernest Mutale who resides in Chunga Township.

According to documents obtained by the Times in Lusaka yesterday, Mr Mutale paid the money to the mayor through an agent identified as Fredrick Bwalya on December 24, 2010.

“I, Ernest Mutale, holder of NRC number 240305/43/1 of Lusaka, plot number 61/17 off Chitanda Road in Chunga here today paid for a plot.

“The sum of K30,000,000 to the mayor of Lusaka through Mr Fredrick Bwalya for Lilayi plots, balance of US$4,500 to be paid directly to Lilayi Housing Scheme,” the hand-written letter states in part.

The letter was signed by Mr Bwalya who, according to the documents, acted on behalf of the mayor.

When contacted for comment, Mr Chisenga said he did not take part in the transaction and would wait for the outcome of investigations by the Anti-Corruption Commission (ACC).

The mayor said he would cooperate with the ACC in carrying out its work.

Among the 10 plots allocated to the mayor at Farm 915 was a temporary plot number 38, according to a letter of offer signed by the council’s acting director of legal services, Mumbi Chocho and copied to the town clerk.

The documents further revealed that the council made the resolution to sell the plots in Lilayi on January 3, 2011 through a full council meeting.

Last week, Minister of Local Government and Housing Brian Chituwo said he had received reports that some Lusaka residents had paid a lot of money to various individuals at the council for plots and feared that such people would lose their money.

The Lusaka City Council is serving a three-month suspension and the Government has since appointed Solomon Sakala, the Copperbelt provincial local government officer, as the administrator.

The suspension followed reports that the local authority was involved in illegal land allocations.

The council was allocated 102 plots in Lusaka’s Lilayi area but the 45 councillors got one each and the mayor was allocated 10 plots.

The deputy mayor obtained five plots while members of the public were only allocated 11 plots.

  1. Jail the Mayor, Im PF and I do not support such lunacy. I have been looking for plots and all the Foo..lish corrupt councillors were busy sharing the Plots.

Will do anything to uncover corruption among Rupiah’s enemies but will never uncover corruption of a sitting Minister, President,. Bark when asked to bark! Who is the editor of this newspaper? And who is the editor of the other one Zambia Daily Malaise? I never want to meet these guys!

  3. Isn’t Mutale aware of what is going on the Lusaka city council for him to fork out K30 Million? How stup id can one be to even sign such a piece of paper for such a transaction?

    To me everything reported here does not sound right especially coming from Times of Banda. Its all just hot stinky gas

It is criminal to resell land, but then I would like those making noise to come to the CB and investigate the MMD controlled councils and you will be amazed how much land reselling by Councillors and Civil servants is going on. If we are serious about fighting corruption let us not leave a single stone unturned, other wise this is just mere politicking.

  6. Reverend Gladys Nyirongo lost both her Ministerial position and all land titles. She is now serving her jail term. That is a legal precedence to deliver here. Take all criminals to jail.

  7. Well, nothing wrong with selling a plot legally obtained for K30m. It is a good and smart business transactions. I believe as a councillor, the mayor is entitled to a plot and if he decided to sell what he legally obtained, we should not raise unnecessary dust really. Let them man enjoy the fruits of his labour.

    However, if he has 10 plots lined up for sale at K30m a piece and breaks the law in obtaining those plots, that is another matter altogether and the public has the right to know why this is so. It becomes ethically questionable to give yourself 10 pieces of land for free and turn around to sell them for K30m a piece. That will surely create screaming headlines. I will wait for the official investigation to comment further on this.

  8. The MMD cannot investigate itself lest what happened to Mwanawasa happens again. Levy(MHRIP) had instituted investigation into the unfair sell of former ZCCM houses only to discover that he was one of the illegal beneficiaries of the scum. This M<utale has also commited a crime for having offered money illegally. Or was he planted by MMD?

Thirsty for Riches, It appears riches have an appeal to human nature.Man has become so greed that they they seem not to have any shame.I know of Directors friends at council who told me its much harder to get a plot if you work for Council than an outsider.Outsider can easilty access a councillor with an a borwn envelop and at the end of the day he goes out with title.

  14. The opposition is so inspiring in Zambia. I like the way the two opposition parties have efficiently organised themselves in the pact. I also like how putrid flesh (pf) party has been running the councils in Lusaka and the Copperbelt. I just know that things will get better when Sata is in power. I am very impressed at how members of the psycho’s forum are good at making money. They will use those skills for the whole country so that they will have more money in their pockets in 90 days or less.

  15. I would like to agree with #8 MMD Chief bootlicker on this one. Very good analysis you have made. I hope the investigations of the ACC will ensure that justice is done. The problem in this country is we have very weak systems that have major loop holes. It is therefore important to discover whether what those PF people did at Lusaka city council is illegal – Iam sure it is certainly immoral – but was it illegal? It is like winning an election as a presidential candidate by first-past-the-post sytem where there is a possibility that the Majority (all votes totaled) poll 70% against a president but their votes are split amongst so many parties and the one who gets the majority of simply 30% becomes president. Nothing ilegal about this – but it is definitely immoral. Change is NEEDED!!

    I ain’t MMD but I think the PF is running the Lusaka Council for the personal gain of their councilors as some in their leadership have not only expressed support for this plunder while Sata’s silence has been deafening, they have also been beneficiaries

  19. This business of obtaining land and reselling is common everywhere. When one walks the corridors of the Ministry of Lands, one will without doubt be greeted with these same types of things. The Commissioner of Lands gives land to his officers almost every year. In the end officers have no use for the accumulating plots so they resell. Its an easy way to buy a car.

    By the way, Gabriel Namulambe was given 7 plots by Mpongwe District Council and no one complained.

  20. This is just a tip of an ice berg,i challenge the ACC to audit this scum from backwards and they will realise this rot started way back and culprits that got free plots and sold them out to fill their pockets are still working in other government wings watching as though inoccent.

Guys whats K30m plot compared to 8Million dollars chiluba stole from the zambian pipo?lets be fair,Chungu has properties all around the world using tax payers monies.we are busy crying on zamtel sale while new employers have put 750 pipo on contract whereas zamtel employed over 2,500,coming to USD53Million dollars mobile hospital,Times or Daily mail report it as a scandal unless its PF selling plots.MMD cadres have for years invaded pipo’s land but the guys are free on the streets.

  23. CORRUPTION is not only happening at the council.What about the parastatal ZISC Where the authorities there are sitting on the pension payments of former ZAMTEL Workers for almost a year now! In whose pocket or are all those millions of dollars the Qaddafi regime paid during the purchase of Zamtel sitting? The relevant wings should not be seen to be selective in their investigations. They should follow up on all evil scums not just those involving the opposition parties if they are to gain the confidence of the voting public for the ruling party M M D.

  24. PF should have used their dominance of councils in Lusaka and the Copperbelt to show what they are capable of doing at the national level. They have put Lusaka in total darkness(No street lights) despite the big money collections they make from business houses. Apparently the money has ended up in the councillors pockets. They do not even have an excuse for failure as funding has been available for them to have done something at council level. On what basis should we put them in power at national level if they are failing councils? NO.

  26. the system of selling one plot to so many people i think is a habit of deputy mayorsand counsellors it has happened to me in kabwe where they had to re-allocate me another plot march 2010.i demanded my money back they could not produce it.up to now that plot is not demacated.please deal with such people twanaka no kutungululwa nabakaitemwe.Kabwe council needs sorting out also.

Unless you really toil hard and make your gain cleanly then that which you gain corruptly or easily never goes far.We have barely made progress in almost 50yrs of independence because we have always sought the easiest way out like corruption,aid & big gains for little effort.Mr mayor even the southern states of USA thought they’d flourish with free slave labour-wrong-it was the northern states who upto this day have more money,industries and ivy league schools.If you “gain” corruptly from the sale of plots then you’ll in the longrun really have lost.

Corruption at any level is bad,but i think the fight to this vice should be real not based on trying to fix a particular party i mean are they trying to tell us that there is no corruption in other councils e.g. chipata,Southern province, Northern and so on.Let us not be fooled by this revalation coz justice should fall both sides,to be honest if these guys were really fighting corruption,ftj,Dora,Lucy,Findlay shud be in jail.And # 17 get a life

  30. # 8 & 9 get serious; Mayors should lead by example, I am sure he just gave himself that plot for Free, now selling it for ZMK30M. Such deals are what brings corruption, today is 1 plot tomorrow it will be 10 of them. Land distribution is a big problem back home and these council thieves have benefited out of such nonsense. He should explain. It is abuse of office. What fruits of his labour?
