The United Party for National Development (UPND) has admitted that the pact with the Patriotic Front has failed, but has blamed the latter for the failure.
And PF secretary general Wynter Kabimba has said his party will only consider being in a pact with a political party that will accept that it is the largest opposition party in Zambia.
UPND secretary general Winstone Chibwe said the two parties have failed to hold any meetings since April last year following PF leader Michael Sata’s letter to his UPND counterpart Hakainde Hichilema ordering immediate suspension of meetings.
The meetings were aimed at discussing the contesting of this year’s elections by the two parties as a single entity.
Mr Chibwe said in Lusaka yesterday that his party was in possession of a letter in which Mr Sata had ordered that the nine committees formed to spearhead the orderly sharing of power and responsibilities by the two parties should stop.
The letter by Mr Sata was written shortly after the Mufumbwe Parliamentary be-election in April last year.
Mr Chibwe said the PF had virtually declared the pact dead by shunning the partnership at a critical moment.
A joint technical group of the UPND and PF had set up nine committees, with the committee of elections and mobilisation being tasked with the responsibility of preparing a roadmap for the selection of the presidential candidate.
Mr Chibwe said Mr Sata did not give reasons for his actions but that he made it clear that PF would no longer be available for further meetings with the UPND.
He said meetings of the joint working group were no longer taking place and the nine committees had been declared redundant.
Mr Chibwe said despite the letter from Mr Sata, the UPND had made several attempts to invite the PF for discussions to resolve their differences but the PF had remained adamant.
He said UPND’s position that Mr Hichilema was the more suitable candidate to lead the pact than Mr Sata would not change.
Mr Chibwe said Mr Hichilema was a credible candidate who could not be compared with Mr Sata.
And PF secretary general Wynter Kabimba has said his party will only consider being a pact with a political party that will accept that it is the largest opposition party in Zambia.
When reached for comment, PF secretary-general, Wynter Kabimba said the PF was no longer available to comment on any business related to the pact.
He said he would not comment on the pact because PF had a huge agenda for the people of Zambia and cut the line.
Meanwhile, Mr Kabimba said in Solwezi during a public rally at the weekend that the PF would only consider being in a pact with a political party that would treat it the largest opposition party in the country.
He said his party would not form a pact with a political party that would weaken it.
“There are some leaders who are coming here saying they are presidents of political parties but I am more experienced than them,” Mr Kabimba said.
And Mr Sata said North-Western was an important province because Zambia derived its name from the Zambezi River, whose source was in Mwinilunga District.
He promised to work on various roads in the province if his party was elected to form government in the 2011 elections.
Mr Sata said his government would construct a dual carriage-way between Chingola and Solwezi and a tarred road from Kalulushi to Kasempa.

PF = poor finishers… HH intensfy your campaings, people’s voting patterns change and one would not bank on previous patterns… In 2001 UPND won the election, SATA came last, but you see that in 2006, Sata did better than HH. Who knows what 2011 has fo us..My vote goes to HH.
UPND are not sincere in that they thought it will be the repeat of UDA. For sure its logical for UPND to acknowledge that PF is the largest opposition in the country. Sata has also worked very hard to see where PF is for UPND to come and tell Sata to Larry behind Hichilema. Your pride will cost Zambia a good change. Go it alone we are used to African Politics. Kabimba is absolutly right, lets break the pact and move on. In fact the pact has worsted a lot of time for PF to startegise effective approach to win 2011 election. My advice to PF is to call for a press conference and announce the break of the pact so that we are aware now that it is PF vs MMD. There is no need to be hallucinate at this particular crucial moment, people are read for the change. We shall see who is who. By the way wina azalila.
Ever since HH started contesting general elections, UPND always predicts good performance on his part but that never comes to pass. Remember 2006 under the UDA, 2008 during the presidential by-elections. I don’t see 2011 being any different. Take it or leave it, the forthcoming elections will be a two horse race – RB vs Sata period! The rest I leave it to unrealistic and hallucinating UPND die-hards!

WHY THE PACT CAN’T WORK: I have always known that the UPND/PF pact can’t work. Similarly, the UPND/MMD pact cannot also work because whilst PF and MMD seek or are in power for political or nationalistic reasons, the UPND is fighting for tribal identity. Its like a case of the Yankees [US marines] fighting the Talibans in Afghanistan. The difference is the US marines are fighting because its a duty but the Talibans are fighting for religious identity or beliefs. Such extremely opposite positions can never be reconciled no matter what you do. I know these hard facts will attract insults from UPND die-hards but that’s just the truth. Otherwise, I am ready for those insults!

I would have loved for the pact to go on but think when you come to see what has happened to Mulongoti you realise that its the person in state house who has the power to appoint. A study of Sata’s personality shows an unstable character. I doubt they can work together as President and Vice with HH then end result would be firing of HH and PF cadres declaring no go zones to HH and anyone on his side. I think Clive Chirwa made a very reasonable proposal. It is really a shame that UPND reacted the way they did. That could have given both PF and UPND an opportunity to really discuss substantive issues. I have a lot of respect for HH – I think he is a good leader. But I am just shocked at how he cannot see far into the future. This year’s battle and some others have pointed out will be easily won in favour of op if the pact goes against MMD. But not as single parties – while the chances are high for PF, they are not so for UPND. One thing is sure – MMD will not develop Zambia – they have failed in the last 20 years. Thats good for PF, why being in Pact with a party which does not respect you as the bigger party? I recommend you for stating the truth. Now the ball is in the embrace of UPND to agree or not that its smaller than PF. If they say they are bigger, then there is no pact and the two parties should go it alone in this 2011 elections. I hope this is clear to UPND that PF just wants to have UPND escort Sata MC to State House but immediately after winning elections as President, Sata MC may be pressured to appoint Wynter Kabimba as Vice President by even sidelining Guy Scot who is PF appointed vice-leader.

Those saying upnd is a tribal party are just cowards who have nothing to offer on the political scene and even the nation. As far as many zambians are concerned, it is us Bembas who are tribalists, because these other tribes showed that they are not tribalists by over whelmingly voting for FTJ Chiluba in 1991 who is a Bemba, hence the question is what have we done to receprocate?. What many zambians now see is whenever a Tonga, Lozi, Luvale etc stands as presidential candidate it becomes tribalism. My Bemba fellows we have to be fair in our dealings as nearly everyone is aware of our tricks. Remember we are dealing with conservatives who value diginity and respect.
I loved the pact so much and am really at pains to see it breaking, but Winter Kabimba’s actions leaves much to desire. I know scott is also having some interest here because he does not want to lose the vice-presidency which he has worked hard for to HH.
Don’t get me wrong, I’m all for change. But Sata is not that change I want, because that will not be change at all. I’d vote for anyone that is not a former crony from the UNIP regime. Why do we keep resurrecting those dinosaurs? The guy has even failed to re-invent himself. Keep the professional clowns where they belong: the three ring circus.
