The Parliamentary Public Accounts Committee has told the Auditor General’s Office to verify claims that K25 million advanced to former Inspector General of Police Ephraim Mateyo ahead of his aborted posting to German is being recovered.
Chairman of the Committee Emmanuel Hachipuka made the remarks after the Ministry of foreign affairs submitted before his committee that the 25 million Kwacha advance is being recovered from his terminal benefits.
Foreign Affairs Permanent Secretary, Lucy Mungoma says Mr Mateyo was given the advance on the understanding that he was due to be posted to German as Ambassador.
But Ms Mungoma and her team of assistants could not give the committee a clear statement as to which ministry was recovering the advance from Mr Mateyo’s benefits.
And Ms Mungoma also told the committee that an accountant at the Mission in Bostwana illegally awarded the Zambian High Commissioner to that country a 27 million kwacha loan.
Ms Mungoma says the accountant gave the High Commissioner the loan under the pretext that it was an education advance when in fact the envoy had a pending advance.
She said told the committee that the misappropriated funds which where highlighted in the auditor General’s report are being recovered.
And Ms Mungoma says the Zambian mission in Tanzania paid over 75 thousand US dollars to a contractor to fix a new elevator at the embassy without a contract.
Foreign Affairs Permanent Secretary, Lucy Mungoma says the payment was made in 2008 but the anomaly was only discovered last year.
Ms Mungoma told the committee that the ministry is taking corrective measures which will include disciplinary action.
But Committee Chairman, Emmanuel Hachipuka requested the ministry to provide the committee with documentation supporting action to be taken.
Mr Hachipuka says would assist the Auditor General’s office to verify the matter.

How about the promise given over a year ago by the foreign affairs Minister that the discrepancies in the 2008 auditor general’s report would be followed up? Until today the culprits have escaped with no consequences, others have simply been transferred to other Embassies under similar posts. This is 2011 and no action has been taken, those being appointed will see this as a weakness and follow suit, these are the same excuses we have heard in the councils where mayors are saying sharing and reselling plots expensively is normal and happening everywhere else. chaps in Embassies will also continue stealing whilst mistreating ordinary Zambians all because there’s no action from the sleepy Minister who can’t even run these Missions effectively, I mean how has he been tolerating all this for all these years? The foreign Affairs Minister is indeed under immense pressure to perform. All of this rot has been going on under his rule, this is the legacy following him, how can he effectively claim to have hopes of running for Vice President and later President whilst failing to manage our foreign missions. I remember when the 2008 auditors report came out Pande lied to us that he will punish culprits, this is 2011 and still we are hearing of the same old rubbish. The next thing will be some more lies. These High Commissioner was transferred to Libya and I am sure this loan was not recovered.

This article is just meant as a small distraction from the real monies that have disappeared in Embassies. How about the billions that Moscow embassy misused in 2007/2008 has it been recovered?? or the funds misused by Maputo embassy, Washington embassy, London embassy…these millions of kwacha are small compared to the millions of dollars unaccounted for in the 2008 auditors report

#3 Most of these characters are very ”educated’ or ”smart’ i.e the people who where looting money at NCC are some of the best brains in Zambia but because of greednes we ended up in constitutional circus. Look at the moneys we spent over former President Chiluba but today we are being told that he is the consultant to the ruling party. At the rate we are wasting resources it is no wonder it will take years to develop. We can learn a lot from the South Korean economic miracle…it had to take strict and ruthless leadership to bring sanity.

The problem is not the system but the kind of people sent in these embasies nowadays, who are just party cadres. These party cadres do not know anything about GRZ procedures in terms of expenditure and do not even bother to read regulations as they want just fast money and go. In the KK era these Jobs in Embasies were just meant for civil servants only hence financial irregularities were unheard of, as civil servants are part of the system, not these cadres who after serving dispear in the streets where they came from. Nowadays permanent secretaries are also party cadres and not civil servants the way it was in Kaunda, what do you expect from such a system, only corruption. We will always be having these irregularities untill we revert to the system of having civil servants in missions
The civil service is now politicised to say the least, here in Malaysia everyone apart from the accountant is a party cadre, with a motive to milk the government before their party in power leaves GRZ. It is not the systems but our politicians who do not want to follow govenment procedures just to favour people who campaigned for them. MMD govenment has let our country down, where carpenters are sent in missions abroad to work as Economists, just because they were campaign managers for MMD, and Malaysia has become a den of such cadres from the time it was opened in 2009.
