President Banda has directed the Minister of Mines, Maxwell Mwale, to direct the board of Zambia Consolidated Copper Mines Investment Holding ZCCM IH to immediately write off outstanding balances which sitting tenants of 3,386 houses in the Copperbelt province owe the company.
The president has also directed ZCCM-IH to immediately stop recoveries of all outstanding balances and harassment of sitting tenants.
President Banda said he has decided to issue directives because of complaints and petitions which sitting tenants presented to him.
He said the directive refers only to residential properties.
He said it was the hope of government that houses would be sold at reasonable prices but the majority of tenants have struggled to finish paying for the houses due to exorbitant prices.
ZANIS reports that the debt write off will apply to residents in Mufulira with 1,518 houses in Butondo, Kankoyo, Kantanshi and Mupambe townships.
In Luanshya the debt write off applies to 1,011 houses, in Kitwe 732 houses in Wusakile Mindolo Nkana east and west and Chamboli while in Chililambobwe there are 31 houses.
In Kalulushi and Chambishi, the debt writes off affects 92 houses.
President Banda told sitting tenants that the house as theirs and they now have full ownership from today onwards and no parastatal company should intimidate them.
He said the MMD government is a government for all Zambians and therefore, when people complain it must listen.
He said as President, he will not stand by and watch the poor quality of life which the people have allegedly been subjected to by the opposition Patriotic Front (PF) run councils on the Copperbelt.
The President said since last year when he raised concerns over how public money was being abused by PF run councils, nothing has changed in terms of service delivery and this was why he decided to return to Kitwe and issue directives.
He said government has been left with no option but engage directly in finding partners in order to fix some of the roads in the Copperbelt province.
And president Banda has announced that he will soon go back to Kitwe to outline the plan on the road rehabilitation in the Copperbelt province.
He charged that it was not because of elections that government has decided to take up the rehabilitation of roads in the province but because local councils have failed to do so.

The roads are in bad shape because you and Musokotwane have refused to tax the mines or direct them to redo the roads. Ndola -Mufulira road is pathetic to say the least and so is Mufulira Sabina road. In Mufulira townships there are no proper roads remaining, only very big pot holes. He has directed Commissioner of Lands to expedite the issuance of title deeds. So the opposition will soon run out of ideas coz the very things their councils have to do, will be done by RB. The PF Councils were not working as per Sata directive in 2006 to undermine the MMD govt by not doing anything that would make the MMD govt look good.

This is exactly what Chiluba did with council houses & all local authorities in Zambia were ruined with their only source of revenue taken away from them, for peanuts. Imagine if you are one of those who have already paid for your house in full, won’t you feel cheated? And what happens to ZCCM IH, where will they find the money to fill this void resultant from the forced write-off? The prices for these houses were arrived at from valuations conducted by well qualified government evaluators, how then could Banda as head of government turn around & claim the prices are exorbitant? Failure to pay has nothing to do with exorbitant prices, most of these people lost their jobs because of the govt’s disastrous privatization program. The insanity in our corridors of power stink.

I used to work to pay my school fees. Working overtime with the umusungu. I found out the muzungu in Zambia is far different from here in Aussie. The muzungu in Zambia people give him too much respect and kiss his asssss. But here it is the same we all equal according to the law. RB please must retire he has no vision for the country. as president you need to provide employment so that people are able to pay their debt. Encourage hard work.

I thought this President is an economist? Pardon me, he studied History of Economics. Does he understand the Balance Sheet of a company like ZCCM. Deos he understand the implications of writting Off Debts all at once. Debtors constitute an important asset on the Balance sheet of an organization which cannot just be written off without due consideration on the financial impact on the organization. Look at what happened to councils following Kafupi’s ‘directives’. The president has done the right thing. Most villages in Zambia have no access to good drinking water. Most children wake up very early in the morning and walk miles upon miles to nearby streams to fetch drinking water and water for domestic purposes. Most of the streams in Zambia are full of water-borne diseases such as river blindness, sleeping sickness, diarrhoea, cholera, typhoid, and other water based diseases like guinea worm, and Bilharzias. The country is so poor. I Know I am leading a better life with a man of my dreams, but I want to reach out to those people above. Some zambian men are not men at all. I went to my village in Northen province in 2005 with Mum. i was amazed and shocked descending down the road leading to the village appears these numerous foot paths, branching north and forth from the main road, like a network of channels in the termitarium (Ant hill), taking people into and out of their Maize fields. Just a few steps appear these erected structures, thatched and roofed with dry grasses sometimes with some rusty sheets on them, housing human souls from the serpents and scorpions at night. Mosquitoes do their part at night, biting even the eyeballs, digging through the bodies in search of gold and raising the temperature to a thousand degrees Celsius within a few days. It was a great experience but not something I would want to do again! Thanks

The affected people (the voters) of CB asked for this from their govenrment, the government about it and decided to respond positively. Debt write off is well done. Most of the tenants in those houses are not working, others the bread winners have died. Many of these brothers and sisters have no meaningful way of getting the money. The tenants cried loudly to have this debt relief and their govt and our govt responded positively. Whether it is political or NOT the pressure on these poor Zambians has been taken off. Thanks to the President. Most people will remember that when SATA was minister of local govt and was also MMD chairman for housing and Local govt. MMD used this same tactics to sell houses at K10,000.00. If it was good proposal by SATA and he defended it on all the public rallies of 1996, when the late Dean Mongomba (MHSRIP) spoke against it. SATA was then in forefront of this campaign gimmick of cheap hse sale

The debts have been outstanding for years and are already bad debts and provisions were already made for bad debts and deducted after 1 year from debt of defaulty. so the write off is against the provision for bad debts. The income statement will NOT be affected since provisions were already made. when u are criticising MMD on this do that to SATA and Chiluba the source of this bribery.

#81 muskat, you are right. The PF councils will not even mend a pothole if they have their way. The idea is to show that RB’s government is not working, the impact of their deliberate inaction on the people they serve is secondary to PF. PF MPs will not even bother to mobilise government support for their areas, but now people are beginning to question whether RB indeed has to come down to mend potholes. Anyway, finally RB has decided to come to the rescue of CB residents, not to mend potholes but to rehabilitate roads.

Why is Kuomboka not covered, we know that it is full of UPND popularity and to cover it will mean covering UPND as well that it is spreading like world fire. Media houses have been told not to cover UPND just to show the impression that it does not exist, therefore there are only two choices in this coming election of either MMD or it’s branch PF. We know this will not work as it never worked in Chilanga where UPND won without media coverage. People of Zambia are now mature politically and they know what is right for them. They have realised that many of these media houses are owned by individuals and have their own preferences and inclinations to certain people, so you have to make your own judgement as an individual. HH will win in this coming election come rain come sunshine.

From MMD to PF, I do not see any sign of change as PF is another branch of MMD which was formed by disgrantaled members of MMD who were against Mwanawasa’s fight against corruption which was seen as fighting Bembas. Sata already promised to us in 2006 to forgive all Bembas who are involved in corruption.

That is good i think now you have completed the sale of ZCCM houses along side copperbelt like u have mentioned but the suprising thing is why not also give the mukuba natwange housing units to the sitting tenants. Most of the houses were sold at the higher prices.

Countrymen and Women, I need to be schooled. What role has the Party on whose ticket councillors stood have to play in the running of the council? I thought councils are run by professional town clerks and their Directors! Is the council not just for policy matters? If so, lets see any single policy which any ‘PF run’ council put up that suggests that roads should not be done? If roads are not done in Luashya, is it because of PF? What about Solwezi where all township roads are worse than any copperbelt town? Is Solwezi council not full of MMD concillors?
We better be serious with what we talk about.
What I have failed to understand is why some of you chaps have a problem with those of us who decided to come and live in the first world? Life is about making choices so you have no right to question were one thinks is the right place for them to live- leave us alone in the land of buy one get one free!

The President has directed the free issue of some housing units belonging to Mukuba Pension Scheme in Kitwe at Mukuba Natwange in Wusakile. These units don not belong to ZCCM and Mukuba runs as an autonomous entity and gets private citizens money in form on pension contributions and invests that money in property and the returns and rentals from these properties is what is used to pay the monthly premiums to retirees. For the President to be ill informed and making such a blunder is actually alarming to say the least. It is a situation of the blind leading the blind.
