ECZ Awards Tender to South African Company for Ballot Papers

The Electoral Commission of Zambia (ECZ) has awarded Universal Print Group Limited of Durban, South Africa a tender to print ballot paper booklets and nomination forms for the 2011
tripartite elections.

ECZ Public Relations Manager Cris Akufuna said the tender was awarded to Universal Print Group after fulfilling all the tender requirements.

He said the award of the tender follows invitations by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms in April this year.

Mr. Akufuna said the tender was advertised in the print media for four weeks.

“This follows the invitation by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms on 27th March, 2011 which closed on 29th April 2011. The tender was advertised through the
print media for a period of four weeks” he said.

He disclosed that eight companies responded to the invitation and were evaluated in accordance with the laid down procedures.

He added that three companies qualified for technical evaluation and were examined in accordance with the technical specifications that were provided with specific references to bidding document.

Mr. Akufuna said in a statement released to ZANIS in Lusaka today.

He said two companies qualified for analysis of their past performance records and site inspection was done on 6th and 7th June 2011.

He further said that the commission also inspected machinery and production technology and the security and surveillance technology at the premises and surroundings.

“Apart from inspecting machinery and production technology in place the commission also considered the security and surveillance technology at the premises and surroundings. In addition the commission needed to ascertain the binding, finishing, sorting,packaging, audit trail and related technologies at the printing facilities”

“And Universal Print of the republic of South Africa satisfied all these requirements and the commission has therefore awarded the tender to the company” he said.

Universal Print of South Africa was also contracted to print the 2006 General elections and the 2008 Presidential elections.

  5. In terms of procurement, we can not always one company to do the printing of ballot papers unless you agreed to rig the elections with them. Rotating suppliers espcially when people complian about rigging by the way was the opposition and ruling party in azttendance in chosing.

  10. Government Printers has capacity to print ballot papers. The problem is the opposition is so big mouthed that it wouldn’t work. It is better to print them outside the country because if they are printed within the country, the opposition will start crying foul.

  11. Jomo – the reason why Rubbish Bin wants to use a Durban based Company is such that they print extra ballot papers which may be infused into the system. That scenario cannot be if the Catholics handled the process. The goodness is now we know exactly how MMD wins and will not have it any easy this year. We will monitor the Elections to the last counted ballot paper without ceasing. MMD is going whether by Wook or Crook.

I dont know if ever their will be free and fair process in zambian election.whats even the point of bidding for a succesiful bider when ecz already know the wining company.this same company is the one which even printed the 2006 and 2008 ballot papers with some papers already casted.how i wish i can able to purse the ecz to atleast change the company this time for transparents sake.anyway lets wait and see but lets just be alert with some culprits movements,people like vj and the likes of…

  20. We are never serious. Printing used to be done by Govt Printer in the past even in 1991 which was very crucial. We are creating jobs for those chaps in Suth Africa for doing the job that is supposed to be done here. We have Horizon and others. And RB goes to get excited at World Bank’s declaring Zambia a middle income country when on the other hand we are creating wealth for other countries.

  26. You do not need to marry a British, Scottish or Welsh person to get a British Passport.

    If you have lived in the UK as a student, you can extend your visa after completing your course to a Working Visa for 4 years. After that, you automatically qualify to become a British Nationality. Or after you’ve entered the UK on a Working Visa, you can qualify after 4 years to get a UK Passport. If you are a business person, you just need to prove a certain amount of capital to the Home Office such as a £1m Pound Investment.

    The question is – Are we prostituting ourselves in desperation of getting a British Passport? As for the Dual-Citizenship, that’s another matter to be addressed in the Zambian Constitution.
