Foundation for Democratic Process (FODEP) President Dr. Alex Ngoma has denied every trying to steal a sample ballot paper and described the allegation as nonsense. According to Dr Ngoma, there were sample ballot papers on the table and he just picked up one, like any other person in the delegation, just to look at it and the ballot paper remained in his hand as delegation was being shown around the facility.

He categorically said that he did not hide the sample ballot paper as suggested. He said that he did not just know that he was supposed to have left the sample ballot paper.

Mr Ngoma describe the all fuss as nonsense and noted that people just wanted to twist stories to sort their case and said that he was ready to be sent back home.

And the Electoral Commission of Zambia (ECZ) says it has resolved the misunderstanding that arose following allegations that FODEP President, Dr. Alex Ngoma attempted to steal a presidential ballot paper.

ECZ Public Relations Manager, Chris Akufuna told MUVI TV News in a telephone interview from Durban South Africa that the misunderstanding has been resolved.

He says following the resolution of the matter, Dr. Ngoma is not coming back to Zambia and will continue to monitor the printing of ballot papers in Durban.

Dr. Ngoma is alleged to have been captured on Closed-circuit television (CCTV) trying to put the ballot paper in his diary.

Mr Akufuna explained that all the delegates where given sample ballot papers to look at and then asked to return them but one ballot paper just remained in Dr Ngoma’s hands and was later retrieved.

Meanwhile, Mr. Akufuna says an update on the progress of printing of ballot papers will be given today. He notes that good progress has been made so far.

The printing of presidential ballot papers is expected to wind up this weekend ahead of the commencement of parliamentary and local government ballot papers printing.

The ballot papers for the September 20th polls are expected to be ready on 10th September, 2011.

  1. Really, stealing a sample ballot paper for what?????? It’s just that people wanted to twist the story. You know these lecturers once they get hold of a paper they take keen interest to the point of forgetting to return it. The fact that Dr. has not been sent back goes to show that it was mere misunderstanding period!!!!!!!!!!!!!

  2. Bafikkala abena ngoma, mwakulasebana ifi fine, what this boy wanted to do is to steal that ballot paper send to membe, then membe would have splashed it on his tissue to show that the MMD were ready to rig the elections and they would have justified their misconceived allegations against UPG,these boys are desperate they want sata to be in state house by hook or crook.these guys owes mega bucks and once bwezani wins they know they`ll sink.mahtani wont be their to shield the finance debt,
DBZ will be knocking hard and ruthlessly at their doors,NAC will engage all the bailiffs in the country
so ni desperate measures and fools like ngoma are falling in the trap without knowing ati balemubomfya nyina soswe

  3. UPG are corrupt. Zambian Airways is a limited company and if you know what that means you realise Mmembe is not personally liable. DBZ should explain what security was provided and proceed to seize the security.

    • In some cases the veil of incorporation can be lifted if proven that the directors acted negligently or deliberately defrauded the company… so my advice you better lawyer up big time as the possibility of jail time is quite high.

  4. Ngoma maiche, now you know and understand why some of us academics don’t want to involve ourselves in this low life of NGOs and Politics . This is a wake up call for you.

You should be defending research papers at your peers conferences and seminars than be in Durban watching a printer print 10 names of some i d i o t s on a piece of paper, as if you have never seen a printer print anything on paper!!

Leave that low life and come to academics conferences where the level of thinking is at par with your standard. Leave that to cadres. All those cadres you are mixing with are not at your level.

  5. just the face of the guy speaks volumes, naka bomber dallas typical kabova,if we were to be shown the shoes you will find that he is wearing what we used to call tucky boot.

  6. also personally blame you for going to such an event there which a Grade 7 could have done. Don’t u an have Chola Boy that you could have sent? What is an entrire PhD holder doing there.

That is the problem with some of us educated people in Zambia, instead of sending junior staff to some of these events, you decide to go yourself because you can come and claim allowances even if where you are going you are mixing with people that are not at your level.

As a PhD holder and a president of an organisation , you seriously should not have been there. You should have delegated that to your junior staff.

Even a Train Shunter, Michael Sata, without any degree or formal education beats you hands down at delegation. That is why he sent a cadre. And you decide to mix with the cadres??

  7. Fits the scheme neatly, doesn’t it? Except that it failed to work. I mean, one Mr Sata claims that he knows where ballot apeprs are being hidden in Lusaka, and is roundly condemned for his ignorance that the printing could not have started before the completion of nominations. Next come “mysterious” rantings and allegations from Lubinda and Mmembe. Next one Dr “Fodep” Ng’oma “mistakenly” keeps a ballot paper. If that ballot had “found itself” in Lusaka, it would have “vindicated” Mr Sata, destroy the integrity of the whole electoral process, and “leave Mr Sata with no option but to boycott the elections”. Motive of PF? Create a constitutional crisis, brace for more from PF!

  8. @ 9,i`ve even stopped posting my rantings, you have summed up every thing and exactly that it was planned to be.ngoli umwanakashi your husband must be very lucky.ifimano wakwata fyafulisha

  9. #6 the Observer, you’ve cracked my ribs. What a shame indeed for a learned man to be captured ‘stealing’ a piece of paper elo kwabene. He must be another hungry Dr.
Doc, come back to your sences and get some diginty by practicing in your calling sir.

  10. If this was done by someone perceived as Pro MMD, PF cadres like Frank Bwalya, Fred Mmembe and Simon Kabanda will be foaming at the mouths like rabid dogd screaming murder! Nonsense

  11. #14 It it was an MMD supporter caught doing this, Membe and his gang would have caused word war three and four. The four horsemen of the apocalypse would have been multiplied by 90. Can you imagine the headlines we would have been subjected to? Can you imagine the number of postings this story would have attracted? By now it would have been 200 with Kalos 2121 the Interahamwe from Ushiland posting at least 50.

  12. stop the printing of those ballot papers that UPG is a corrupt company….. shift the election date and find another company which is credible so that when Pf looses no one will complain….

  13. This story would have been a bomb if only this alleged ballot paper ended up in Lusaka, could have been a big blow on ECZ and MMD. Now seat back and watch more political drama and accusations in the next few days over Dr Ngma’s ballot paper theft allegation, expect to hear more nonsense from MMD,PF,UPND, ECZ, ZNBC, POST AND LT.

  14. That’s the reason why it is not good to name and shame someone  in the media before the matter is fully investigated. the moment I read it I thought, “how ridiculous”!

  15. Are the monitors watching the printing of ballots 24/7? Are the monitors sure the monitors sure that Durban is the only printing outlet UPG or Uniprint has? You may visit this link to find out that UPG may have more than one printing outlets. Here is the link http://www.uniprint.co.za/philosophy/jit_default_18.Collaboration%5FInnovation.html

  16. Ngoma wanted to steal a sample ballot paper and send to to PF so that they can reproduce ballot papers and use them next month. It looks like Ngoma’s predictions that PF will win are getting out of sight.

  17. #19 Even in the photograph above he looks guilty. He forgot that there such things as CCTV. Koma, if this had been somebody like Chifire, I dont know what would have happened.

  18. its good that it happened as an eye opener for all of us to see. those within the delegation with bad intentions have been warned that they are being watched. so they shud just behave. come 20 th Sept, wina azalila!

  19. Ngoma why deny? When you were questioned having stolen a ballot paper you denied it initially, only when they (UPG) showed you and the delegation the CCTV footage that you were dump struck. Why hold on to a sample ballot paper, knowing the sensitivity?

    Sorry Ngoma you are tainted.

  20. Surely guys, this is ridiculars. A whole Phd holder. Oh My God! Hell no. Carrying a ballot paper? This is a horrible mistake.

  21. The way he reacted wen the printer queried him y he tuk away the sample, de so called phd on paper, resembled a hard core pf cadre! Zambia wud be blazing with burning baners frm pf tabloid post calling mmd thieves. #09 you have it all correct. UPND be extra vigilant against pf phd thieves, Councils have collapsed under thieving pf concillors. Nobody will vote pf demagogues into gvt.

  22. How do you give criminals to print ballot papers and expect elections to be free and fair? Has RB ever defended a noble cause? GMO maize milling, post stealing usd 30m,Chansa Kabwela porno,PVT,ZAMTEL sale, Chiluba aquital,Stand up Zambia progrm,Dr Musonda shooting Pf cadre, NCC.. ….He needs God to discern what is right & wrong.

  23. We are in IT enviroment, Opposition parties should test those ballots in acid so that we know how long it can take the ink to self delete especially on MR Sata. They can make ballots in such way that when u vote Pabwato or HH ink delete itself after number of hours(for example 10hrs.)This is real issues people should think about. We will reveal more on IT.This time around we want free and fair elections. This is the reason people in villages say how does MMD win coz we also don’t vote for them.By the time Ecz is counting ballots the ink is self deleted.Watch out zambians. Please PF listern to this before it’s too late.on MMD/RB ink can’t delete itself.

    • If this scheme was to work, people should also look at the number of spoiled ballot papers. In zambia with this current literacy level we don’t expect to have alot of spoiled ballot papers. In an event that this scheme works then then we should look at number of spoiled ballots. This can tell us exactly what transpired. Whether Sata or Banda wins, all we need is a fair election

  24. Ooooops god help us , sata has of late made claims that he knows where printed papers r and he has not told us de location, the question is was he waiting 4 that sample so that he could use it discredit ecz n mmd . just arrest these 2 dogsOoooops god help us , sata has of late made claims that he knows where printed papers r and he has not told us de location, the question is was he waiting 4 that sample so that he could use it discredit ecz n mmd . just arrest these 2 dogs

  25. #6 & 8 Observer : I agree with you entirely. Our life as academics is more respectable than what Dr. Ngoma is doing with the cadres in Durban. It beats all understanding that a PhD holder can sink so low. He should be presenting results of a research in Durban, and not to be checking the quality of Milupi’s picture on a ballot paper. It is as disappointing as it is demeaning !
If his department at UNZA does not keep him busy with research work, let him get in touch with so that I give him information or I introduce him to people that can give him research grants. There is a lot of money for academic research going begging here.

  26. This is why the old adage stands true, that IT IS ATTITUDE, AND NOT APTITUDE THAT DETERMINES YOUR ALTITUDE. Your can have all the letters of the English alphabet after your name to show your aptitude, but unless you have the right attitude you will always fall short. Attitude tramples aptitude. Maybe he is a habitual thief. We know about people who steal other people’s research material for their PhDs. Maybe to Ngoma and the likes of him its like a duck on water, except CCTVs do not lie.

  27. LT: WHY ARE YOU NOT COVERING THE BALLOT PRINTER SCANDAL REVEALED BY G. LUBINDA? FACTS ARE THERE, WHY ARE NOT COVERTING BALLOT PRINTER SCANDAL

  28. Dr. Ngoma did not steal. He was jus holding on to the sample ballot paper as evryoone was entilted to do so.In soccer this is called offside trap as it is the intention of people at the plant in trying to implicate him and make a fancy move in their corrupt practices to which given Lubinda has enough evidence.Dr. Ngoma very very clean, but some one is not clean.

  29. It is time that true christians started fasting and praying to ensure that all the schemes of the devil are foiled. This is not a fight against flesh and blood but principalities in the spritual realm. The devil is a liar and has lost the plot. Our GOD of heaven, the GOD of Abraham, Isaac and Jacob shall not allow this mess to continue because no weapons formed against Zambia shall prosper. Amen.

  30. Mwebantu ba Ngoma PhD, come back to academics mudala….leave that nonsense to Cadres please…..you can definitely find other ventures to make your allowances

  31. #41 It would be covered if Member and Lubinda provided the evidence they supposedly have to the ACC in full public view. Alternatively, if they think that they are too important to any questions put to them by Lt Col Kayukwa, they can provide the evidence of corruption they allegedly have to the relevant authorities in South Africa as the corruption in question is supposedly being carried out by a South African company, otherwise it looks like they have the same kind of evidence that Mpombo the bearded duiker had against James Banda.

  32. What a Lelo-NI-Lelo Moment .look at the company you Keep its always a SAD DAY for the Pathetic FRONT Puppets. Why is Not in the Past(PHOST) News .LELO-NI-LELO UPND4LIFE

  33. People should learn to delegate! He is just a creptomaniac! Did he need to be reminded to leave the sample behind when instructions were so clear? He has lost credibility and he should not be heading FODEP because of his partisan stance.

  34. if it was his student with written notes in an exam who said he had forgotten to leave the papers at the room, Dr. Ngoma would have described tsuch an excuse as nonsense and called for stiff punishment for the said student. I guess chi wamila galu………………………

  35. It is very weak thinking and analysis to say that Dr. Ng’oma could not use one leaf of Ballot Paper to intend for rigging because one leaf is not enough to be used for rigging.
Look, piracy does not need hundreds or thousands of copies to make counterfeit, No. A pirator simply needs one sample to use for duplicating. Just like those who make fake money; you cant tell me that one leaf aint enough for them unless thousands on notes. That would be very weak thinking. I listened to Lubinda on MOBI TV yesterday saying it is not possible that Dr. Ng’oma could have used ONE leaf to rig, and I said this is one person who wants to stand for MP.

  36. What has a PhD got to do with it? He is President of FODEP and representing the same in Durban. So he should only have gone if he didn’t have a PhD? Elections are a serious matter. You would rather have just kaponyas and dodgy cadres there? William Banda perhaps?

  37. #46God bless the devil will never succed in trying to destroy our beautiful country, tryin to make sodom n gomorah Mu Zambia twakana!God bless Zambia!

  38. Ngoma has been discredited: He does not deny that he was not about to take the sample ballot out of the premises; he does not claim that he was framed; the ECZ says it had told everyone to leave the samples behind; Ngoma does not deny that these instructions were issued (to leave the ballots behind)…however, to cover up, the ECZ asked the media not to report the incident because it would embarrass them (that was Tuesday last week) , but one of the reporters refused to obey his/her hosts (ECZ) instructions. The story popped out of Durban. Now there are eggs on the ECZ and Ngoma’s faces! Ke! ke! ke! ke!….ha! ha! ha! ke! ke! ke! ….

  39. ecz are just as stupid without wisdom. foolish like rB HOW DO U DO SHORT ROADS cos whe the rains come ti will be disaster .most of the roads will be washed away.what a scam .what country is this and its people who are always sleeping wake up imwe bakolwe nothing comes on a silver plate we need to fight for everything / look at the tax its nonsense u buy electricity RB is just stealing htru government.

  40. Number 31,
what is this MMD/RB ink can`t deleat it self. This sound to be the information which the opposition need to hear. Please go on the loudest and educate the nation.

  41. Definitely imagine that which you stated. Your favourite justification appeared to be at the internet the simplest factor to keep in mind of. I say to you, I certainly get irked while people think about worries that they just don’t recognise about. You managed to hit the nail upon the highest as well as defined out the whole thing without having side effect , other folks can take a signal. Will likely be back to get more. Thanks

  42. Definitely imagine that which you said. Your favourite justification seemed to be on the web the easiest thing to take into accout of. I say to you, I certainly get annoyed while people consider concerns that they just do not understand about. You controlled to hit the nail upon the top as well as defined out the entire thing with no need side effect , folks could take a signal. Will probably be back to get more. Thank you
