Road contracts to be reviewed – Veep

VICE-PRESIDENT Guy Scott has said the on-going road construction projects will be reviewed as part of the new Government’s roadmap to track the levels of corruption and promote transparency in the governance of the country.

Dr Scott said in Lusaka yesterday that the Food Reserve Agency (FRA) was also on the list of institutions to be audited to determine the levels of transparency in paying farmers

He said contractors working on the roads should not be jittery if they did not engage in questionable contracts and urged Zambians to give the new Government chance to work on its promises.

Dr Scott said there were reports that some contractors were given jobs worth K2 billion per kilometre, which he described as irregular.

He said the Patriotic Front administration wanted all the matters dealt with so that in cases where irregularities were detected, the law should take its course.

The vice-president said the Government would not cancel any contract if there was no corruption involved in the process of awarding tenders.

He also said FRA would be audited to determine the levels of transparency in paying farmers.

“There will be a lot of inquiries as we go to work. We want to confirm how much FRA really owes the farmers and how the money for the farmers is generally being accounted for,” Dr Scott said.

Meanwhile, some MMD and United Party for National Development (UPND) members of Parliament (MPs) have rejected a scheme in which the two political parties want to launch an impeachment motion against President Michael Sata when Parliament resumes sittings.

Dr Scott said the Government had been receiving delegations of MPs who had made it clear that they would not support the motion if it was called.

He said the ruling party was receiving a lot of good will, adding that it was clear that the bills in Parliament would have support from independent MPs, MMD and UPND.

Dr Scott said the eight nominated MPs, some MMD MPs who had been appointed as deputy ministers and the ones he described as progressive would work with the ruling party to fend off attempts to frustrate the Government.

He said the Government wanted to fight corruption, reduce poverty and pass the Freedom of Information Bill in Parliament and wondered what sense it made to fight such efforts.

Dr Scott was commenting on the Post lead story yesterday that revealed that former president Rupiah Banda and UPND leader Hakainde Hichilema held a meeting to finalise their parties voting pact in Parliament.

    I second Dr. Scott when he questions those trying to fight the Government which wants to fight corruption, reduce poverty and pass the Freedom of Information Bill in Parliament, where is the sense indeed to fight such efforts?

    • The man is simply a bitter loser. What has Sata done to him sure mwe bantu for him not to even say congratulations? What sort of bitterness is this?. Some us ex-supporters of UPND-Mazoka now turned PF will never ever consider voting UPND with its HH as President – no matter what HH will do. Please try some one else e.g. Gary Nkombo or Vitalis Mooya. We don’t hate UPND but its President.

  6. Investigate RBs brother in laws construction company “chitilila”. They were given road contracts by they do not even have a wheel barrow. They brought south Africans to meet RB so they could use the south african company “Nyati”.

  7. All these inquiries cost money. Can’t that money be spent on progress instead of focussing on things of the past. Select a few cases of corruption and invest money in sound developmental projects.  We want to move forward and not focus on the past. 

  8. The problem with PF is that they seem to have realized that they are lacking in credentials and capability to deliver what they promised people. Anywhere in the world when a new government is sworn in , the first thing is to outline what there vision is in various sectors. This guy —–Guy Scott is giving his first interview as vive -president, why is he talking about road construction instead of outlining the vision on various aspects that his government has for all the districts in Zambia. And if he is talking about roads—–he should have first begun with PF`s vision on road development in all the districts in Zambia. Reviewing whatever contracts should come later—–and in any case the minister in-charge should be responsible for those statements.

    • I fail to understand HH, he will not win any elections if he thinks Southern is the only province. Tell him that the little sympathy we had for him is gone and we shall support NAREP in 2016. Honestly how can he go to bed with RB the person he claims was there in the 60s, 70s, 80s, 90s and 00s? RB is full of corruption so how will people view HH? Mind you Sata lost in 2006 because he embraced the corrupt FTJ. I hope renaming airports that where named in honor of Chief Lusaka of the Soli’s, Livingstone, aren’t the only legacy he will leave behind.   11. Much as we need the opposition,they have to be realistic and behave like mature person. There is no need to oppose everything just for the sake of it or simly because you are in opposition. The opposition parties have to be very careful how they handle things or they will; especially the MMD just alianate themselves even further. People got fed up with them that is what they have to realise.

    It will be very difficult for the MMD to win people back just now. The wounds of their corruptin are still fresh and knowing African politics, more and more people in MMD will be accused of this and that if they go down the route of being antagonistic.   15. #11 (keke) be realistic. I commend the PF for going back to contracts and corruption cases. This is what has disadvantage many poor people. Money can be recovered too from these investigation. Lay the foundation first and build on it. Otherwise you go nowhere and the same cancer erodes every effort you make.   17. I have just been thinking that maybe just maybe this is the kind of government that Zambia needs. We cannot afford to be debating everything because it is bound to be expensive, time wasting and at the end of the day no real progress will be made. Investors and institutions are already responding favourably before any one has even paid them a visit. I am beginning to like this. I also believe that MCS is going to be more domestic focussed which is where it matters the most. Zambians buckle your belts and enjoy the ride …

    #17 well spoken. It’s all about cleaning house. Irregularities need to be detected and corrected before good quality work can begin. Why criticise even logical, straightforward matters?
    The problem with most critics is that they’re still looking at things from the loser’s perspective. It’s all over with the campaigning, time for everyone to move with the flow in the right direction. What matters is that good roads shall benefit us ALL – even those that are busy crying out loud.

THE PF GOVT MUST INVESTIGATE THE ROAD WORK THAT WAS CONTRACTED TO SABLE TRANSPORT BETWEEN NYIMBA AND SINDA.THIS ROAD WORK IS DEPLORABLE AND MUST BE FULLY INVESTIGATED BY THE RELEVENT AUTHORITIES .THIS ROAD HAS BEEN BADLY DONE `AND IT IS UNEVENLY DONE AND JUST RECENTLY DAYS BEFORE THE 20TH SEPTEMBER I HAPPEN TO USE THIS ROAD WHILST GOING TO MALAWI IN MY TOYOTA PRADO 4X4 AND MY WHOLE CAR WAS SHAKING AND RATTLING BECAUSE OF THE ROAD NOT BEING FLAT AND EVEN. I am left here with the impression that it may take a while to get beyond the mud slinging, wringing of hands, shaking of fists, preening and resignation :) For all those who have independent individual thoughts and enjoy other viewpoints without getting fired up then this article I came across may be of interest as it speaks of international journalism and positive African news being overlooked. There was one Western African International Relations think-tnk director who appeared recently on the Free French online TV. He also said the same thing. The nature of reporting by the western media about Africa is largely negative and only reports little about the positive developments taking place across the continent. I must say i was also impressed by the French TV, as they recently gave a fairly detailed report about the Zambian Politics, covering the visions of the 3 major Political Parties. They also showed President Sata addressing a Pres. Conf. at Plot 1. This is very rare though.Thanx!

GUY SCOT IS ALSO ASSOCIATED TO MPONGWE DEVELOPMENT COMPANY AND OTHER SUCESSFUL ENTITIES IN ZAMBIA AND AROUND THE WORLD. THE MAN WAS LASO INSTRUMENTAL IN REMOVING KK & UNIP FROM POWER IN 1991. HIS A FIREBRAND. DESPITE HIS COLOR THE MAN IS VERY MUCH ZAM,BIAN THAN YOU THINK. EVEN DURING THE LAST CAMPAIGN HE CAMPAIGNED IN ALMOST ALL PARTS OF THE COUNTRY WHERE SATA NEVER WENT. HE WAS ALL OVER AND HAS CAPACITY TO DELIVER.

  57. People must have facts before blogging. HH did congratulate Sata. I dont know perhaps that he needed to neel to show that he has cogratulated Sata. We want to hear meaningfull contribution so that we can provide checkes and balances to our govermrnt. We need to demand from Mr Sata what he was promising us and not to insult ourselves as we are supposed to be beneficiaries when the government meets it promises. Stop insulting each other as insults will not take any one anywhere. We dont benefit from these insults not even those who haul them can benefit from these insults.

  59. What is this crap about which part of Zambia Guy Scott is from? What matters is how effective he will be as veep, and so far so good. Road contracts should definitely be revisited. For example, how was a section of the Landless Corner road awarded to BY, as Mr. Sata stated during the campaign? Zambia needs to be cleansed of corruption.

  61. Source for investors who can build highways with toll gates if GRZ and Zambians are not able to do it. These a lot of cars on zed roads and one can make huge business by investing in good roads

  62. But let current road contracts continue so that all the materials used so far are not washed away by the coming rains. ZRA can screen all the contractors so that they pay proper taxes on any super profits made by overcharging govt and underpaying workers.

  63. Paul Scott is right. There is too much corruption in this agency. It started in 1991 and I doubt whether his governemnt will manage to stop it.

  64. I have to confess, intially i was reserved about Sata being a President, but in the last 2 weeks, i have realised that he is the right man for the job. With recent revelations on corruption, i don’t want to imagine what the situation could have been with RB given another term. I thought HH was a man of principles, i am really disappointed with him because he seem not to have a skeleton of his own to stand on. How does he date MMD with the intention of frustrating the Sata Govt. I am nonpartisan but i support progressive ideas for the good of mother Zambia. A new constitution which reflects the will of the majority of Zambians can be a good start, what do you think?
