Government scraps fuel levy

Zambia will scrap a levy on fuel used to fund strategic reserves, which will now be the sole responsibility of the government, Energy Minister Christopher Yaluma said on today.

“The onus of holding fuel will go into the hands of government. The government will take that risk and will ensure that we do not have shortages. Right now the government has ensured that storage facilities are built across the country,” Yaluma told a media briefing.

He said as a result, the price of petrol would drop to K 8,155 Zambian per litre from K 8,647 a litre while that for diesel would be reduced to K7,566 per litre with effect from midnight.

  1. Government is back in business, shame. Business should be left to business people. This excess control with make the climate suspicious.

    • Business is about profits period. The sooner people realize that the better for the common good of society. Everything good should have a balance, especially things of strategic importance. Zambia as a developing country needs to protect itself from the effects of capitalism, otherwise any gains made wont trickle down to the masses, as we have been punished in the copper mines. Learn from the Nordic countries and Switzerland.

American govt is responsible of oil reserves and 2 yrs ago Obama had to plead with congress to allow him offload some oil in order to cushion the impact of the global financial crisis. Are u telling us that US is in business? Understand the context of the reduction. Govt ll not be selling fuel but rather they ll be responsible for the issues of strategic reserves. Be objective!

  3. Good news! However, you can do better. At least a dollar or less! Now that Parliament is on, can the leader of govt His Hon. Vice President tell the house what they mean by ruling using 10 commandments. If not well articulated there can be abuse. Presidency is an institution guided by rules. Is ruling by 10 commandments personal or govt position?

    • The 10 commandments are universal and upon which every great democracy has been built directly or indirectly, stealing, lying (perjury) murder etc.. you can enforce the last 6 to some extent but the first four are a matter of personal spiritual and moral values..

  8. Most of these taxes we pay just used go to fund MMD corruption and MMD activities. Look now MMD cannot even pay rentals when they have no access to our money. If efficiently used the government can afford to lower taxes without injuring their coffers and without much upset on economic indicators such as exchange rates inflation.

  12. This govt is really setting itelf up for disaster. How sure are they that they will always have the money to fund strategic resewrves? Do they honestly think that Levy Mwanawasa was dull to have introduced the levy? It was the same levy that funded road works. What difference does a change of K400 on price make in the long term? I’m really worried for our economy. This govt has absolutely no clue, it is just enacting populist policies that do not make sense. Already I understand that secretely the mining companies have decided not to expand their operations anymore, and I have no doubt that over the next few years we will see credible investors selling off to rogue investors due to this heavy govt involvement in business. The Kwacha is already tumbling down like a waterfall…

    • You should have said in the short term. In the long term K400 is alot of money. I am sure you don’t own a car so to you K400 is nothing. well guess what its bundle to some of us!

    • Sata knows that Zambia is not as poor a country as the world knows it.Imagine copper exports account for 3/4 of all zambia’s exports and only contribute 1/10 of the revenue!where does the money go?so he wil recover the money and we can enjoy being Zambians once again.Where I live govt controls the efuel prices including bus fares,so we hoping for the best.

    • The bloggers on this threat are comical, fuel reduction is not about getting free services. 1 For those with high mileage on a monthly basis will feel the benefit. 2 and most importantly in Zambia the price of fuel was artificially high therefore directly contributing to the cost of doing business in the country. You say mining is YOUR priority industry, ask yourselves how much it costs to keep the Catapillars, Komatsu and BELL earth movers running 24/7. how much do you think the food reserve agency was spending in collect from remote farmers, how much do you think it costs to transport YOUR copper from Kitwe to Durban??? YOU don’t have ports everything you move in and out of the country is road freight, not to mention your tobacco and cotton, that has to be moved from the farmer

  14. ERB had too many charges, including 10% road levy on every litre which you and I know was not being used for the intended purpose. Its not Govt meddling in business but just removing a useless charge that was open to abuse and misapplication. Good move, let RDA lobby for funds through the normal budget process.

    I dont think you hav understood the issue, the fuel levy for the Strategi Fuel Reserve was still being collectd by Government and managed by Government, oil dealers were only agents. Lets not just criticise for the sake of it. What they are trying to address is reducing the cost of fuel in the country, which has been a pain to motorists and makes doing business in the coutnry, unnecessarily costly.
    It is a welcome move, though the reduction sounds modest!!!

  23. The lower the fuel the cheaper it is for businesses to operate. In the long term trade will increase and goverment will get its money back. Zambia fuel is so expensive country that countries go to places like Zimbabwe or South Africa to fuel their planes or trucks … this is a loss of business for Zambia. Zambia is too expensive compared to other countries and fuel has something to do it.

The kwacha is complaining because of the price of copper on the International market and investors held own to the dollar during elections. Things will be fine coz copper is predicted to shoot up and the investors will resume normal operations soon. We all need to settle. even Sata needs to settle.

This shows that corruption was deep rooted, and there many beneficiaries who cannot accept that the cost of living for Zambia is being reduced. Next, scrap carbon tax, which is day light theft.   43. #18 you do not understand a single thing about anything. The price of petrol in South Africa, Botswana, Namibia, Mauritius etc is K4900.00 per liter. How far is Zambia from some of these countries for the price to even be K8100.00 after reduction? When the fuel price is even further reduced, the mine taxes adjusted upwards, the banks have agreed to reduce the cost of borrowing (interest rates). That means that even you as dafty as you are, you will borrow and create a business that will succeed due to reduced cost of inputs such as fuel. That translates into economic growth and thus job creation. Now God gave you since independence a PF government which thinks. Learn to appreceate and most of all, just look if you can. You seem to be blind.

A LETTER OF CREDIT WAS OPENED ON A MONTHLY BASSIS TO A VALUE OF $40 MILLION SO FBZ MADE A CLEAN PROFIT OF K76BILLION ON THE EXCHANGE RATE EVERY MONTH. IS THIS NOT THE ZAMBIAN PEOPLES MONEY.     Funding strategic reserves is an expensive exercise. Does the govt have competence to do a good job of it? Are you sure?

I may differ with you on this one, you seem not to be in a management /strategical firm i intuitively think. on this this i suppose, people had really done their homework during campaign time, and not only that they people have learned people who had been advising  even from way back. its shocking to note and for your information, Zambia is rated to have the most and well documented literature on model solutions to the African,South American and 3rd world Asian countries , but yet poorly implemented.yet, it would take a smart mind less than 3 hours to implement what is already.

    Why is it that when someone praises the government you label them a PF cadre? K400 may sound little to because you probably have a tricycle with a 3L tank but this is massive reduction to Road Haulers and bus owners. Give it time whilst things stabilise and the hemorrhaging is stopped we will get there.

  70. Why is Zambian fuel prices higher than other countries’ in the region? Can someone please educate us.

    While we wait, it s reasonable to say Zambia’s landlocked position mean landed costs of importing goods is higher than those closer to the sea. Secondly, Indeni refinery is expensive to run. It was configured for the 1970s when copper production required a lot of Heavy Fuel Oil for smelting. That is not the current market. This is why they have to add refined petrol and diesel to crude oil feedstock going into Indeni ie adding already expensive refined products to crude oil. This means comingled crude oil fed to Indeni is expensive, more expensive than refineries in the region. Indeni is old, losses are high. Govt fuel tax is a large component of the fuel price. etc etc

  75. #56 contd. Modern refineries are more efficient than old ones like Indeni. Mind that Tazama transports crude oil all the way from Dar to Ndola. This is expensive. Tazama itself is an old facility. While you compare regional fuel prices, it would help to look at gegraphical issues, oil infrastructure issues, govt taxation, refinery technologies (e.g Indeni cannot process Angolan crude oil but must import from the Middle East).

    If you can swallow it, it is cheaper to import fuel than to buy it from Indeni. Put another way, Zambia is better off without Indeni, economically. But not politically of course.

  76. UK-Zed Observer, the overheads the price of fuel that the PF govt is addressing (and I am very happy) very quickly are the reason fuel is expensive in Zed. Coupled, corruption added where very high ranking govt. officials in previous governments would even go to the extent of gutting Indeni so that they can enter into pertnerships with foreigners and use them as fronts to supply fuel at very exorbitant prices to Zed. Let the investigations into ERB finish and you will see how rotten the procurement system is and it must be stopped because it impedded a lot of progress. High cost of doing business for a lot, transporters, farmers etc including the mines. This has to be the first thing to sort out followed by taxation of the mines. After this, the taxes on the mines will relieve the ord

  77. #61 contd. As for the govt taking responsibility of strategic reserves, one needs to remember that this means tying huge amounts of money into fuel stocks. Where is the govt going to get that money, could be millions of dollars. Also you need money to build the infrastructure and to manage the reserves – you may need to hire an OMC or other independent specialised companies to do that for you. May be Indeni or Tazama.

    Need to factor in political interference. Get the picture? Wouldnt it better left to oil companies? Just give them incentives to build up startegic reserves.

  78. I am only anxiously waiting for the revised labour act.imagine one working for seven to nine years just paid two months pay for each year served.Is it that a mockery? At least if it can be changed to 3 months for those who have worked for over five years up to nine years. And 3 & half months pay for those with over ten years of service.And fpr those who have worked for 2 to 5 years should be paid two months for each year served.in way workers will be enjoying the fruits of there labour.May the working govt of ba kateka Ba Sata wesu look into this.

  79. ordinary tax payer of PAYE. This is the PF formula and it will work and work miracles even for the doubting Thomases. The banks said they could not reduce the cost of borrowing in the absence of a driving force to buttress themselves on such reduced cost of fuel. The two fuel and mine taxes will spiral unprecedented economic growth in Zambia and I believe at the end of 2 years or even before, Zambia will never be the same. Ofcourse, corruption remains the most critical aspect to get rid of with the seriousness it deserves in order to realise these projections. I am very glad, HE Michael Sata came in on a bundle as far as corruption is concerned and they are still coming. Zambia will never be the same. The country has changed, and change the people got indeed.

We just need to be bold and squeeze their fat necks till they cough out more tax money for us. We should get behind our president on this!

    While you’re busy debating whether government should have any role in controlling fuel prices, the fastest growing economies like China, India or Brazil are all using government policy to regulate distribution and consumption of their national reserves.

Even before the action starts. They corrupted their way from RB to the lowest decision maker in govt but Chinese/Indians have that trend of doing business. The South Africans complained that they could not compete with the Chinese who start with the Head of State as opposed to following procedure. Just wait, the new Presido is working. My only concern is that it is time they started telling and showing us how they are going to grow the economy. The MMD government left $2.5 billion in the bank. Let us see them build on that with their policies in order to prove every doubter wrong. Government is about creation of jobs, growing the economy, increasing both internal and external investment, providing education to our children and a lot more. 

  94. Wise realist u dnt seem wise and realistic, if the new grz had announced an increase in fuel prices wr u going to celebrate? I guese no, they announce a reduction and u complain, ar u alright? Anyway i shld encourage progressive zambians not to listen to such pipo bcz as long as sata remains president, nothing he does will ever make them happy. The little serving will go a long way in the long run.

  96. I can not rejoice to have fuel sold at ZMK8,100 because it is still within the US$2. We do still expect cost of production to be high. We want it to be equivalent to a US Dollar. Thats real money in the pocket.

  97. I believe any reduction in the cost of business is an ideal situation for every business man. This reduction should be a reason for celebration for every patriotic Zambian. Please let us encourage HE Sata and gov’t by appreciating the good things they are doing, so that they can do much better.

Number 70, partly because we are further than other countries so transportation cost is higher, secondly, the way we run our economy is efficient- too much waste, thirdly more middle men, and lastly the exchange rate which is higher compared to the countries mentioned in the region. There is the other one levies and taxes too. That is why the move by govt is good except we must ask ourselves, when they say govt will take over, where will the money in the long run come from? Govt makes money through taxes. At one point tax may still go up either in the business or personal. Foreign govts that provide budget support may not be willing to continue. we are sitting at 40% budget support every year. By the way RSA fuel from Wednesday is R10.98 which is K7686/litre

  104. #96, but surly you do not expect everything to turn around overnight. Every journey begins with a step. So what the PF Govt has done is a step of a great journey of putting more money into the pockets. No Genius anywhere in the world can come to Zambia today and reduce fuel to $1 per litre overnight!!!

The bloggers on this threat are comical, fuel reduction is not about getting free services. 1 For those with high mileage on a monthly basis will feel the benefit. 2 and most importantly in Zambia the price of fuel was artificially high therefore directly contributing to the cost of doing business in the country. You say mining is YOUR priority industry, ask yourselves how much it costs to keep the Catapillars, Komatsu and BELL earth movers running 24/7. how much do you think the food reserve agency was spending in collect from remote farmers, how much do you think it costs to transport YOUR copper from Kitwe to Durban??? YOU don’t have ports everything you move in and out of the country is road freight, not to mention your tobacco and cotton, that has to be moved from the farmer…..
