Sata suspends ZRA boss , ZESCO dismisses all directors

PRESIDENT Sata has suspended the Zambia Revenue Authority (ZRA) commissioner general Wisdom Nhekairo and his commissioner of customs Mukela Mutukwa to pave way for investigations.

President Sata was speaking yesterday at State House after the swearing-in ceremony for the ZAF commander that he has suspended the two commissioners at ZRA to pave way for thorough investigations.

He said ZRA is full of corruption and that he will soon set up a commissioner of inquire to probe ZRA and ensure that it is cleaned up.

“I ‘am very allergic to corruption and I want within one week to ensure that ZRA is probed,” President Sata said.

President Sata said he has suspended a contract between Zesco and a named Egyptian company that was hired by the previous government to pave for way for investigations.

“It has come to my attention that the Egyptian company was milking us money so I have decided to suspend this contract to pave way for investigation,” he said.

President Sata has also suspended the contract between a named Chinese company and State house because it was also siphoning government money.

President Sata urged the newly-appointed commander, who has taken over from General Andrew Sakala, to come up with initiatives that will generate income for the Air Force.

Mr Sata said it is important for the Air Force to engage in activities that will sustain them and not in activities that do not yield anything.
President Sata has also asked the ZAF commander to submit a detailed report regarding the jets that have been in Israel for 20 years.

“I need a genuine report to indicate whether it is necessary for us to bring those planes that are in Israel,” he said.

President Sata has also appointed former Gender Minister Sarah Sayifwanda to head the Gender Divison Ministry that will fall under Cabinet office.
“I have withdrawn Gender and it has gone back to Cabinet Office where Ms Sayifwanda will be incharge.I talked to Ms Sayifwanda about my decision to appoint her and she accepted,” Mr Sata said.

The President said Zambia will soon open up foreign missions in Argentina, Portugal, Spain and Saudi Arabia.

Meanwhile, ZESCO has terminated the contracts of all the seven directors that worked under former managing director Ernest Mupwaya.

The firm’s new managing director Cyprian Chitundu confirmed in an interview at his office last evening that the seven have already been replaced.
Mr Chitundu said the changes are normal and that the new management team has a new vision and a new direction.

“I can confirm that all the seven directors have been relieved of their duties. We are trying to set a certain standard and so we need fresh people,” Mr Chitundu said.

He said some of the former directors worked well, but that in every company, all the leaders need to have shared vision for the organisation to move forward.

Mr Chitundu said the new vision that the company is set to achieve has necessitated these changes and that they will bring development to the nation and also help the company to grow.

Mr Sata your decision on the ZAF is wrong.Let ZAF do what they are hired to do and that is defend zambia.Income to ensure ZAF is in top shape is for you and your govt not the officers.Once they start getting distracted with income generating activities then their military proffesionalism and defence of zambia is compromised.

    • These guys are just sleeping in the barracks. we need them to make money. In most of the developing countries, the army is used to make roads, bridges, and other social infrastructure.

    • Maboza a Enka. The Army, ZAF and ZNS in Kaunda days used to generate some of their funds. Tell me if THAT compromised their professionalism.Problem with such CONSUMPTION MENTALITY is that progressive ideas requiring ALL people to be PRODUCTIVE bring fear in the lazy peoples minds.

    • Defend Zambia from what or who? For over 25 years now Zambia has only been enganged in UN peace keeping missions that need ground forces. With all their free time, the president is right to involved the workers who are paid every month in ventures that generate income and help the country. The Air Force divides their AFSCs (enlisted jobs) into the following overall categories: Operations, Maintenance & Logistics, Support, Medical & Dental, Legal & Chaplain, Finance & Contracting, and Special Investigations. Withing these categories, AFSCs are further assigned to “career fields.” A career field may have one AFSC assigned to it, or it may have several. AFSCs with similar functions are grouped together in the same career field.

    • Enka, the Air Force anywhere in the world is not just meant to defend the country. it has many duties most of which are support operations which will help generate income. This is what the president is talking about. Defend the country? from what or whom…?

  4. Zambia needs sorber heads. This is why it is important to have proffessionals in stratergic positions otherwise firing everyone every time Government changes is retrogressive. However, this will ensure that these executives wake up and save the people. I only hope the Cobra is not power drunk and over doing things.   6. Swift clean up.Air Force can open up a museum and charge a nominal fee to visitors. They can also sell Air Force memorabilia — how else can an air force make money?
    Zesco was long overdue for an overhaul. Are we going to see ZRA embrace ICT? I’d like to be able to pay my taxes without lining up! Speaking of taxes, are we going to see transparency in tax collection and expenditure?

These military wings are not supposed to be economically productive, their job is to face the real enemy one day (God Forbid), one way sata can save on the military is by not recruiting anymore (they are dying in large numbers so soon numbers will be smaller), enhancing diplomacy with neighbours so potential for conflict is reduced and making military more technologically sophisticated and leaner and smaller. The saved moneys can be channelled to social development.

  15. What is Zambia going to gain in Spain and Portugal in terms of business? The High Commission in Britain surely can handle these countries!!

    President Sata is confused now, after reducing ministries by THREE he wants to open up foreign missions by FOUR which will need STAFFING and ALLOWANCES in foreign CURRENCIES.

    No wonder President Sata had to ask the Archbishop of Canterbury Dr Williams (out of ignorance) to send Priests to Zambia, when in fact Africans including Zambians are going to Europe for CHRISTIAN MISSIONARY WORK!!

    • Dear bloger,it looks like you know nothing about how goverments operate.Its not abt salries iwe kolwe,but opening up new ideas that will lead to having more investors on board.Have you ever been to any embassy or travelled to europe,you will be so shocked that few investors know little about Zambia. And when they hear about this beautiful country,they immediately start inquiring about business opportunities of investment nature.What stopped some of them is the corruption in zed.Now that the new bloom is doing its job,i quess you will have alot more investment that will empower you to buy airtime for your internet iwe kolwe.I just hope you are not using free company internet at the expense of being productive that is if you work.

  16. Things honestly are not RIGHT with President Sata.

    No military in the world has ever generated money (apart from IRAN who gets government contracts), that is why governments through out the world spend their money on their military as a percentage of their GDP.

    • Only war zones have that kind of money to spend and they are excused for that. Do you know why our military officers die like chickens for luck of a better term. Its because of idleness. If we had war, they would be occupied. Its a good way to engage them into the primary objective while keeping the secondry in mind.

  17. Enterprise does not erode the profesion. Ve seen doctors doing good bussiness. Miners, teachers, nurses, engineers etc do not comprimise their profession, what is so speacial about defence forces? They can be manufacturing bullets, guns, have a garage. At least something to do in idle times. We are not at war all the time. It is a nice move.

  18. Oh nice move on ZRA. Even a little baby knows that ZRA is corrupt. Please let there be a fixed standard when clearing items such as vehicles at the borders. We have suffered a lot especially where one would clear a very expensive car on the same rate as one clearing a corolla. Please set a known standard to reduce corruption at the borders.

    Presido must say keep it short and simple or vise versa. I like the speed. that is the true speed of a real man. Even in 90 days we may not arrive in all arears but we will be very near and we will be seing the light at the end of the tunnel.

  21. It is the same here I am afraid, Zambia will never preogress because ethically the country is riddled inheritantly by people that cheat, come from broken families and uneducated. This country will never be at any stage better that it ever was. The best days are behind us. Thanks

  24. All these movements are good as long as they are meant to benefit the people who sung the song for Sata to plot 1. I hope it is not a strategy to pay back his supporters with professional jobs. PF the decisions being made now will need time to show results (bad or good). For now things are moving. The only sad thing is that all Sakalas and Bandas are being fired while the others like DPP are being spired. the question is what icriteria being used? The questions can only be answers over time. We wish Sata and PF govt well and all decisions must be made in the interest of people and at times consult widely when necessary like opening misions in countries whose economies are weakening.

    • No. 31 you are right about water and sewerage company, I have been staying in olympia extension since 1992. the first few years we used to have water all the time , but the last fifteen (15) years it has been pathetic. We only have water in the evening and at exactly 6 it goes. you can imagine amatoilets with a big family the whole day no water. One time I approached water and sewearage to see if they can correct the situation. The answer I got was that I should buy a borehole. What an expensive answer, BASATA twapatata twafweniko

  28. It sad that the new MD thinks he suddenly has the wisdom to turn the company around . There are among these directors some deep smarts and as the president recently stated , the country needs all the knowledge , skills and experience the country possess. We will watch the new MD closely, when the euphoria of the new job is over. In my opinion he is an average guy, nothing specular about him!!!!

There are a lot more corrupt elements in all ranks at ZRA Nekairo and his commissioners were understood to have had their “boys” placed in positions of interest in the organisation, like Investigations Department. This department has always prosecuted small tax offenders like traders and clearing agents and bigger tax offenders a have gone scotch free on instructions from the top. ZRA could be collecting less than 50% of the taxes due, due to this “institutionerised” corrupt conduct of officers and managers.

    • Indeed I dont remember any advert being made..How different then is this mode of employment from what the previous administration at Zesco did?..Jobs need to be advertised and given on merit otherwise forget baout more jobs if relatives are being handpicked.

  36. Can someone update this LT chaps with the changes at ZESCO. We need names of people who have gone and those who have come in. Wholesale sweeping might be dangerous. Even the King Cobra still has senior people at Cabinet Office to give him all the hidden data before he deals with them. Mr Chipwaya (Or Kapwaya) might just be creating a system of patronage.

  37. @ # 17 (Shaka OZ) speaking encounters and experience on the case of Spain & Argentina, I have personally read and heard inquiries of the business community from these to nations bemoan the lack of formal relations with them by our country as they conduct a lot our companies here. Our copper is being finding its way into the defence industries and IT firms in Spain. We right now have an IT firm from Spain implementing a $28million dollar project (IFMIS) for GRZ. These business transactions and many besides honestly call for our country to have diplomatic offices and cordial relations with such countries not Counsel offices to encourage and expand exchanges both trade and otherwise between our people. Argentina a big agricultural country from which we can learn immensely.

  39. So some guy can dismiss Directors and appoint his own brethlen in a Zambian public institution as if it is his own kantemba! (mind you there is no Board to oversee)! At this rate, we are building the most corrupt setup ever known in Zambia. Why not advertise, conduct interviews and get the best for the job? My workmate is a highly experienced Zambian power Engineer but i am sure the guy who appointed these Directors doesn’t even know he exists.

  42. The way he is hiring and firing people leaves a lot to be desired. I think it is pay back time and everyone that supported the previous MMD government needs to start packing their bags before the axe falls on them. This micro-management of a big country like Zambia cannot work because it will just exacerbate his heart problem. With time, people will start lying to him in order to keep their jobs and then we will be back to square one. Go gently on the gas before you stall the engine.

  45. ZESCO seriously need to pull things together, Zambia with so much water sources and kariba hydro should not be experiencing load shedding and extremely high electricity tariffs. And it seriously doesn’t make sense to export electricity when you don’t even have enough electricity for your own citizens to afford. Somebody should make me understand this “Nonsense” please!

  47. @57 Kabwe L my cousin. The 20 years of darkness under MMD and the current Presido had 10years of that while RB had 3 years. To me that tells me that we are going backwards 20 years. This is very interesting coz when we start to probe this 20 years HEMCS will be part of the probe. The issue of talking to new owners of the mines to take up sports infrastructure my friend is long gone. Its up to you and me to come up with sports clubs or companies run on serious business ethics.

But then again as Directors whose ideas/proposals/projects are rejected or overlooked if put forward to the overall boss…..(that’s very frustrating hey), than all that is left for them is to seat back and enjoy your free package.     Cry the beloved country. Zambia is a very good country but blessed with majority of people without brains. Of course there are big brains but those few don’t usually participate in debates because they can’t stand the uselessness of comments from the public.

  53. The ZESCO move is long overdue. It is an open secret that people were awarded with positions and triple pay increments based on how much a*** they could lick! The sad thing is even though Cyprian has kicked out the Mupwaya’s stooges they will be laughing all the way to the bank as they will be paid billions of Kwacha for this blip in their lives. If the new MD really want to bring a new breath of fresh air, i propose that he starts by investigating the appointments of staff & contracts (like solar geysers) entered into in the last 6-9 months. It is rumoured that a certain boy in snr management used to collect money from the customer centres to hand to William Banda! At the last count ZESCO had over 75 Chartered Accountants and i also propose that MD sets up a team to audit these deals.

Lets do the right thing,I expect the LAW association of Zambia to advise the govt on this one,It started with the president and everyone is following suit.By the way how many bye elections are we likely to have.MC stop your cadres from petitioning or lets have parliamentary elections all over…or thru my lenses I can see PF sweeping 90% of these seats……where are we heading to as a democracy…

    • The fact of the matter is that the MD at Zesco should not have fired the directors without finding out the misdeeds that have been going on in terms of corruption and dubious appointments.
      Managers too need to been investigated.The recruitment process at ZESCO leaves much to be desired.Let a commission of equiry be made to investigate ZESCO even for Jobs that were advertised in the last one year and look at the applicants that were appointed at the expense of qualified applicants with better qualifications who were denied jobs e.g Environmental Managements Unit and Accountants

  68. It is surprising that Sata has started increasing govt expenditure by increasing the number of ministers. At the rate things are going, are we not moving towards a one party democracy? Gender has become a ministry on its own?? What nonsense is is? What about Natural Resources that was omitted when he was merging ministries? We need a reduction of embassies because they are expensive moreover most of them are employment pools for cadres (Doreen Mukanzo, Ben Kangwa to mebntion a few). Maybe he wants to increase employment opportunities for Donchi Kubeba cadres by opening new embassies. We need a commission to investigate REA. Some MMD ministers raped our coffers through Rural Electrification Agency and looted close to K200 billion in bogus solar projects

  69. As MD Chitundu has right to elevate people from within the organisation (in line with succession policy). He would only advertise if the ZESCO pool lacks the skills/qualification sought for a particular position. The only thing though is appointments must be made on merit and people must have the skills set and qualifications for those jobs.

  70. The Govt should have first appointed a board to recruit and MD and other directors. The MD has no right to hire and fire other directors. It is not his company. I can foresee a lot of lawsuits forwrongful dismissal. As it is, ZESCO does not need board, it will be just be rubber stump! Please slowdown people for the better of our nation.   72. Can HE dismiss whoever has to be dismissed now and swear in all new ones tomorrow and get down to real work – putting in place a working government system, new constitution, etc. Dismissing people one or two per day and swearing in new people one or two another day is not productive.

ZRA are busy charging hard-working Zambians duty for importing individual cars to the nearest ngwee yet the selfsame ba$tards even don’t know how many metric tonnes of copper, Zinc, Cobalt are leaving the country hence unable to charge foreign investors accurate tax.Its irony that the duty the charge in Zambia on imported cars, one would be mistaken for thinking Zambia is a Motor vehicle manufacturing nation.

  80. Keke has raised a valid point about the replacement of 7 directors at ZESCO. The question everyone must be asking is, as KEKE says , were the jobs advertised. If not with, all the democracy in the air what criteria did the new MD use to “replace” the directors. If the appointment are not competency based, he is setting all of them for dismissal when we have a change of government.

  83. According to trhe rules ZESCO MD is hired by the Board and the appointment is endorsed by the Minister of Energy. Mr Chitundu was fired by the Board and appointed by the President. Mr mupwaya can sue ZESCO for wrongful dismissal. Sata should have allowed his minister to fire the ZESCO Board and appoint a new one and that Board would have hired Chitundu. Mr. Chitundu’s appointment is legally wrong!! It is either nepotism or corruption. Where did Chitundu get powers to fire Directors some of whom were more experienced than him him since he was just appointed. No reason were given for Mr Chitundu’s dismissal by the Board – Dont Kubeba by ZESCO Board

    • Just some back ground – Chitundu was in charge of Kafue gorge before elevated to COO under Dr Nyirenda from UNZA. Because he could not succumb to the whiffs of MMD he was replaced by Mupwaya primarily to achieve 2 things: 1. win support from the Lenje’s (LPM) 2. to have in place a cadre who could carry out party programs and provide much needed cash for the party. Mupwaya’s behaviour in Chongwe spoke volumes of his character. The take yo pick boy (Adrea) was made senior manager becoz of his connections with RB. And FYI, the structure at ZESCO makes the MD defacto chairperson in absence of board. Its ok for Mupwaya to sue for wrongful dismissal it will be a better platform to account for all his dubious dealings and appointments. Whichever way the law will still visit him soon

  84. We totaly agree with some crackdown the prisident is embarking on and we would want to believe it as primae facie evidence of reducing corruption in the country. However, with hind sight we are abound to ask questions on the corrective measures employed. If president dismises the boss of ZRA, Zesco etc does he also employ or board constituted and employ a qualified person through normal advertisement to secure the right person? When Directors are dismised junior in rank, does president employ such jonior staff? If replcements have been made by president who can fire them should they prove to be incopetent? Zambians you know some answers to these concerns as we have gone through various govts by now. The big question is

Board members of these organisations do they have any powers to oversee and provide checks and balances for the benefit of Zambians? This where elements of dictatorship become very blurred and soon or later a headmaster of a school can not be dismissed if appointed by president. At the same time some of those replacing the fired ones are not publicly announced. This is where a comeup name will be on tribal because there were no head huntings for the right person. Even the personal profiles of the individuals are not known for us all to have confidence in the people being appointed. Having said all this I strongly believe the president is courting problems in his term of office.

History has shown that when people are appointed into positions that they do not deserve in the first place, the tendency is to give blind allegiance to the appointing authority. These appointments seem to be based on vengeance more especially towards people that where running corporations that gave material support to the previous government. What would happen if MCS was to die today? Are we going to go over the same wanton hiring and firing. In the land of the kaponya’s you can hire and fire anyhow but in the real professional world proper procedures must be followed.   

  88. The down fall of head of state hinges on the advice he receives to act on national issues. The PF govt has experts in all areas to advise him correctly. What the president is replacing these fired people with in the near future will be subject for debates because no one will touch them for fear of the president. Many people are simply excited and amused at the dismisals which are with good intentions but dare not ask who is coming in their place. For example; reversal sale of FNB was good for the workers and loss of money through sale. However, returning it to Mahtani is totaly wrong. He should have had his shares bu to be managed by other people. Read BOZ recommendations if you can, FNB run by Mahtan is bad for Zambian economy, reasons are there if we are going to be serious with corrupt

  89. There is so much corruption in these state run agencies. When is the last time we saw audited FINANCIAL STATEMENTS. They go through AUDIT after AUDIT and we have never seen enough progress. Who’s advising these companies how to make a profit? And You pay them? I am a proud Zambian but sometimes its pitfall. Where are the brains???Brain drain??

    Over-nomination
    Lifting of export ban,
    etc.
    I hope we are headed in the right direction and that we are moving at the correct speed.
    Otherwise, it may take us longer than necessary to get where we are going, if we will be having breakdowns on the way due to overspeeding…
    If that becomes the case, then though we might be using a BMW on our journey, a tractor will by-pass us at a point of break-down.

ZESCO does not yet have a Board, so why should Chitundu be dismissing and hirirng people at will yet his appointments are subject to board approval? Does he know at what cost to the company he is retiring these people (benefits of some of them can exceed K4Bn.)?Where is he going to getting the institutional memory of all these people he is retiring at once & at what cost has ZESCO developed them into the kind of resources they are today? The only truth is that Chitundu is himself not fit to run ZESCO, so he has to get rid of all those that understand the organisation better than him. This makes all these staff changes beneficial only to Chitundu and NOT ZESCO OR ZAMBIA!!

  99. Truth of the matter is that so much has gone wrong in our country, and it all needs to be corrected. We all know and expect Sata to be a broom that sweeps better. But once all the dirt has been swept, why make it dirtier? It seems whoever was dismissed in RB’s reign rushed to PF and were accepted there. Of course PF was right to accept them because politics is a game of numbers, but it does not mean that Sata owes them favours becasue some these people are actually monkeys that even RB was right to fire. So YES, the president must fire whoever he feels is unsuitable BUT PLEASE DON’T REPLACE THEM WITH EQUALLY UNSUITABLE OR EVEN WORSE PEOPLE!!!
