UPND ready for elections if President Sata dissolve Parliament – Kapita

The opposition United Party for National Development(UPND) says it is ready for fresh elections should President Michael Sata dissolve Parliament. The President has threatened to dissolve parliament and call for fresh elections if the opposition parties in parliament continue to frustrate government business in the House.

President Sata was referring to the decision by opposition MPs to vote against the motion moved by Finance and National Planning Minister Alexander Chikwanda last Tuesday on the formation of the Public Accounts Committee for the first session of the eleventh National Assembly.

Both UPND vice President Richard Kapita and the party’s deputy whip Likando Mufalali says the UPND welcomes President Sata’s statement and wished he could go ahead and dissolve Parliament.

Mr Kapita has however cautioned that such statements can scare away investors. Mr Kapita has however reiterated that the UPND will continue providing checks and balances to the government.

The duo was speaking at a media briefing in Lusaka on Friday where MMD member Paul Moonga defected to join the UPND.

And Mr Moonga says he has decided to join the UPND because the MMD has no President.

By the way more of Sata’s blunders will happen during the times that Guy Scott is away, because it is Scott who usually guides him and tells him what to say. Sata without Scott is useless. If you only have 48 and the opposition 52%then you have already lost even before you vote. But elections for what kashi. This man needs guidance. Where is guy scott kash mwebantu.   7. President Sata’s problem is that he has chosen see the world in ideological and binary terms i.e. us against them. For the record, President Sata and his party was a terrible nuisance while in opposition. They are the ones that denied descendants of Zambians living abroad dual citizenship through the unreasonable behavior of their MPS. I hope what happened last week serves notice to his government that they can’t just plant committees in parliament. Judging from Sata’s reaction, it is clear he thinks he can benefit from a monologue rather than dialogue of equal players. Perhaps now that he is head of state, President Sata will do well to rise above the partisan silo and see the world not in binary terms but as a complex interaction of forces.

    • Let me get this right!. President Sata, wants to get through parliament a bill which will assist with the problems of corruption and the MMD&UPND want to block this bill. Question: are MMD&UPND in parliament for the benefit of those who put them there or for the benefit of their own pocket. Most of the people blogging here will never wake up because it is in their interest to stay a sleep as they or their family have benefited from the corruption of the past regime.

He has some good policies, he shouldn’t let himself be distracted from his good mission by getting overzealous. The bottomline is he has less than 50% of support nationwide, both in parliament and the presidential votes. He won because of the nature of our electoral system, he didn’t win because most of the population wanted him. This is just fair criticism, and I’m not saying that he is completely bad. I just think that his good side will very soon be over-shadowed by the tactical blunders he is making.   21. UPND leadership appears shallow. Opposition is not about being unnecessarily aggressively confrontational, and it does not mean being “opposed”. All of you political parties are answerable to us the people, not to each other. PF is answerable to us the voters (and you also in your capacity as an individual citizen) not to your political party. I am the voter. I once voted for MMD, then for PF a few times until we won.   35. A tonga leader wil b one of the best leaders in Zed. This is bcoz tongas are inteligent, hardworking, strong wiled & generally honest as compared to others. The problem now is upnd’s image is tarnished as a tribal/regional party. And as such it will b dificult for it to produce a Zed tonga president.   37. It reminds me when Kaunda failed to reason with Ian Smith and declared a State of Emergency and Smith UDI. Smith wanted to work with Zambia and promised that he would dismantle racism by 1975, but Kaunda went on and on about black power which polarized the whole region into liberation wars. To day the liberation war is corruption, and “UDI’ is re-elections. Sata is good but he should have learn t from Kaunda’s mistake, being that could he have handled Ian Smith’s UDI through the democratic process rather than a State of Emergency. Kaunda used the State of Emergency to hide his failing economy. Can Sata work out his policies with the current parliament through the existing democratic process to produce a stronger Zambia? If not we will all be losers.

  38. Mr. Kapita, your party is ready for nothing but loss. UPND has no national appeal at all and if you cannot see this then you have a real problem at hand. You are popular only in a few districts of Zambia- this is what the last elections have shown us and nothing has happened between 20 Sept and now to change your fortunes. Show some maturity by supporting progressive policies of PF being brought to parliament. We know that even when you vote against progress you still get your pay check but think of the million Zambians who are currently suffering, who yearn for good policies which will uplift their living standards. If you cannot do that then you are not fit to be in parliament. We want progress from you honorables, that is what your title demands.

My advice to PF is this: If the opposition in parliament continues to cause us grief as a nation, please force a few by-elections and we will give you votes so that in a month or two you will have a reasonable majority to neutralizer the opposition’s filibustering tactics. Make sure you win in Chongwe, and wherever there will be by-elections and you will be home and dry.

  40. #46 DAVIES K – You are making too many dangerous assumptions. The probability of PF losing seats if parliament was to be dissolved is equally high. Do not ever assume that everyone thinks the same way as you (however right you may be on an issue). After a few blundering pronouncements in his first month in office as president, I’m sure there are people who are now wondering if their vote went to the right person and may vote for an MP from a different party this time. I can assure you that those that voted for the opposition are now even more convinced that they voted correctly..after seeing some of Sata’s behaviour over the last few weeks and are not likely to vote PF. Politics is a strange animal. I personally would advise the President to chill and just carry on working.

  41. My real contribution to this debate is this: So let Sata dissolve parliament, but for what reason? This is a trivial reason for which to dissolve parliament and end up Zambia spending billions of Kwacha on unnecessary by-elections throughout the country. If Sata did that and end up spending those billions, he would end up being the most irresponsible president that Zambia has ever had and people might never forgive him for that ever. Secondly, considering the calibre of ministers in his cabinet, zambia may never recover from such a massive expenditure as an economy and may trigger a serious economic downturn. Donors for sure would not fund such an unnecessary undertaking. Sata still lives in that past and that might prove costly for him soon…

    Does Mr. Kapita know what he wants? He is daring the president to dissolve parliament and then turns around to say “such statements can scare away investors.”

    While opposing government decisions is useful for the opposition in defining their own role in a democracy, UNPD & MMD would do well to cooperate instead of using parliament as a platform to snap at the heels of PF.

    Republicans have also realised that America’s problems wont be fixed if they permanently shoot down Democratic bills, so they’re now cooperating with Obama. It’s important that the oppositon does not just keep an eye on the president but also listens to what the public is saying. Their most important role is to make sure that government delivers the needs and wants of the electorate.

    Currently UPND is still prostituting around. No party can win by simply taking advantage of another sickening party. It’s like a hyena following after an injured buffalo hoping to eat it once it is very weak. But with time it ‘d recover.     Mazoka worked hard. Removed the stigma of tribe from the party. The party attracted many people an d supporters became confident. Alas! here comes HH constantly basing his decisions on tribes, not aware it is very detrimental to UPND. PF was a long way behind UPND/Mazoka. PF got focused and preached unit and embraced all. Never talked about tribes. UPND/HH wanted shortcut, the went out with any party they thought they could swallow. Today, UPND has contracted HIV and we don’t know how it will heal itself.   55. Because he discussed issues and and moved away from using divide and rule. He helped to Unite people and not divide them. He criticized people based on each individual merits and not which part of Zambia one comes from.He rubbed shoulders with those who helped him present issues not hatred.

    When Mazoka died, those who did not understand politics destroyed UPND in a short time. They gave it a bad name. Who was the first to cry tribal connotation in everything done in UPND? SAKWIBA SIKOTA. To-date SAKWIBA is still in political wilderness crying.

  56. I know some wont buy it, but it is good to face reality than to follow someone’s dream into oblivion.

    We all need credible opposition, but UPND is not positioning itself for that. Every sensible person knows when to speak or keep silent.
    UPND should re-brand itself. Five years is very long so UPND should come back in a positive way, help PF build a frame work for development and then campaign to show people what they can do after the people have seen them in a positive light. Currently, UPND should openly join PF in fighting corruption, even champion it so that all corrupt practices are attended to. Work with PF to plan Infrastructure development for whole Zambia.   64. Its ironic that human beings can change positions so easily. 2 months ago, PF were in opposition, and they were a needle in the flesh of the government of the day. You could hear Given Lubinda tear the MMD to pieces, and people cherished it because he was objective. Now that positions have changed, anyone who opposes anything wrong that PF does is called names. Why has so much mud been thrown at HH even when the poor soul has no idea what is going on? If our democracy is ever going to grow, we must learn to accept each other’s divergent views and live as zambians who are united in diversity.   65. The President made a constitutional error by scrapping the ST position without consultation. What they were saying simply is, Mr President, we wont allow you to rule this country the way you were running your party. Get on with the job and stop being emotional. In case PF supporters don’t know, the President has made so many mistakes including:
    1. Scrapping ST position
    2. Replacing directors at Zesco without advertising the positions
    3. Telling the world that Zambia was supplying arms to UNITA (intelligence privilege)
    4. Merging ministries without approval from the legislature ( they corrected it later)
    5. Accusing a foreigner of buying gold illegally before all facts are know

If PF has numbers, let then continue making those changes which they con make without anyone stopping them even if those are mistakes. But as for issues of national interest, they will be oppossed until they learn to consult even those they feel they cannot work with because after all, they are in the business together.

    Pls PF, stop being emotional, we all voted for the President, but that does not mean that we can just watch him change this country to his liking even when we have a constitution to guide how we conduct ourselves.

    Long live President, Long live a vibrant opposition to offer checks.

  67. Is it true that Sata has appointed Xavier Chungu the fogery convict as PS Northern Province and Emmanuel Mwamba Chiluba’s press aid as PS Northern Province. If this is true then l wasted my vote on this guy and am afraid at the rate we are moving, Zambians may just live to regret their decision.

Michael Sata is a hypocrite.He knows he cannot dissolve parliament; his PF party will not win presidential,parliamentary and local government elections because the electorate now knows that Sata is a liar with no leadership qualities.His ministers are failing to defend his useless policies.Hakainde Hichilema and the UPND should continue exposing Sata’s lies and poor governance.
