State demands expatriate headcount in Zambia

GOVERNMENT has directed the department of immigration to urgently take stock of all foreign employees working in the country. Minister of Home Affairs Kennedy Sakeni announced this in a statement issued in Lusaka yesterday.

“Keeping line with the country’s immigration policy regarding foreign nationals entering the country, the department of immigration should take stock of foreign employees in both local and foreign-owned companies operating in the country.

The exercise should be done in accordance with the principal of making sure that an immigrant in the country must have a contribution to make in the form of skill, profession or capital which should be of benefit to the Zambian people,” Mr Sakeni said.

He said an immigrant should not deprive a citizen of Zambia of employment and should not be a charge on the state as they must have the means with which to support themselves with their dependants.

Mr Sakeni said an immigrant intending to settle in the country must be in possession of an entry permit.

“Because of these principles it is imperative that all foreign investors should abide by these norms and provide economic and social data when requested by law enforcement,” he said.

Mr Sakeni appealed to local and foreign companies operating in the country to stop offering jobs which can efficiently be performed by Zambians to foreigners.
He said the trend is exacerbating the rate of unemployment in the country.

Mr Sakeni, however, appealed for fair treatment of foreigners and that they should enjoy equal opportunity if and when qualified for a specific task.

  4. Good Move Hon Minister. May this Head count be also be intergrated with regulators checking whether these people are are qualified. One good example is where this guys come to work as accountant but come under pretext of system analyst. Wen you look at thier work description, it all about bank reconciliation and making a payroll. surely do we need an indian who doesnt even pay NAPSA or Paye to come and do what a Natech guy can do. I challenge the government to stop this lip service. ZICA we pay alot of money through your exams and as such we expect you to be in the forefront pushing benefits of your students. We see these pay on two types of salary( Kwacha and Dollar) and worse more 10 times more. I rest my case.

    • @6 You are right, ZICA its high time you started protecting qualified accountants. charge all those working without ZICA membership. The kwacha and dollar payrolls should come to an end its not fair and its becoming a trend, foreigners are being paid in usd the locals in zmk i dont think in the us they can pay you in pounds. awe twanaka insasa kulinganya bombelenipo ba sakeni may God bless as you bring sanity to our labour system.

Perhaps some committe of technical experts must be formed to look into the issue since the useless bastards of our the EIZ are idol.Chinesse companies need a thorough clean up,they hav expertriate control room operators who watch movies thru out their shifts.At LCM their are even chinese engineers with crafts,technician and diplomas with EIZ numbers and no experience at all.When did the regulations on engineer registration change mr. EIZ,i wonder why you are even still existing and collecting the membership fees.

  9. But, has Govt taken stock of the whole of expert and skilled nationals that the Zambis possesses, to match the expatriate cadre? I suggest a specific sample cencus, using the various professional bodies as resourse bases, for example EAZ for engineers, ZICA for accountants: to be conducted side by side with the head count of the foreign personnel currently in the country, for the purpose of comparing and contrsting the numbers and skills. It is necessary to have a data base for the skills that the nation has.

While, on the whole,i support the idea it also seems to me we need a cautious approach as we might hurt our economy in the process.Without prevarication,the reason some of these foreign companies bring expats is not for lack of skilled zambians.It is,unfortunately,due to our poor work ethic or lack thereof.

Zim may not be the ideal example, i have seen the Zim foreign investment policy, it excludes foreigner from being involved in businesses which can be done by local..stuff like kamwala tuntembas, distributing locally produced goods…in other ways, foreign national must be Expert of the Industry in thier field.

  15. Expatriate labour is there to transfer skills to locals in a stipulated time and not stay in Zambia until they are 65yrs old and above. They must be repatriated since they can not impact whatever little knowledge they have on to the locals. Expatriates do not stay are not forever in any foreign country because after a specified time they got to go back to their countries of origin and not the way you treating expatriates in this country like locals. It must come to an end because this leds to xenophobia. They even start regarding local like second rate citizens.

  17. Minister move fast on this one. Please dont leave out makerts like Chisokone in Kitwe cos some of the non – citizens have nrc z like that mangongo mp. Secondly check imigration dept genuine pipo are meant to wait for months for passports but crooks and relatives to officers get it fast. Dr malama do a spot check in Lusaka, livingstone and ndola. staff have built houses out of these offices. Please look at officers transfers. some staff have 25 yrs in one place. By the way i forgot my small place masansa in mkushi too many congoles do they have legal papers?

  20. Wow. About time. Hope we also look at the practice where people of a certain persuasion are waved through southern African borders and openly blog about how they smuggle in and out gems and drugs.

    Here in the UK I always found it amusing that people I knew from certain southern hemisphere countries threw their passports away and worked on changing accents coz they figured they would pass as Brits. The system here is finally catching up with them. Most are using the 14 year rule to regularize their stay and regretting wasted years.

    I wonder what a UK style stop and search would reveal in terms of foreigners over staying visas. We have a growing foreign population of whom some have slipped through the cracks. It is not tolerated here and shouldn’t be tolerated in Zed either.

    The government move to take inventory offoreigners is a right step. But what can be done further is to follow up with actual evaluation of who has what qualififctaion in the company. Forxample. go to Lumwana mining. look at their structure and staffing levels. Every title position has qualifications attached ..are there no zambians with matched qualifications. Foregn investors e.g in exploration has employed zambians and often send them to explore minerals in other countries where they have investiments and sort of swarp with foreign experts to do exploration in zambia. The dange in this is that..at the end of the day zambians will have no clue to what we naturaly have undergroud as it is in the hands of foreigner

He has been around in health for a long time, please give Zambians their jobs and root out the fake job seekers in the name of foreign consultants busy doing nothing but looking through quotations. We have enough Scientists to date. And this John Phiri must be sorted out.

It’s high time ! when i was in Botswana at the Immigration Department the forms we were given to fill in had a part which said ” State Name of person to understudy you……………..and for how many years………….! I think this is a good move as these foreigners we have in Zambia have taken Zambians for a ride. Some of them do JOB’S that we can do as Zambians .
