Plans for more descent houses for Zambians underway- Luo

Plans are underway to review the National Housing Policy to ensure more people have access to decent accommodation.

The Minister of local government said one of the strategies government intends to use is the public private partnership -PPP.

Nkandu Luo who is also minister for Early Education and Environmental Protection said once this is successful, the initiative will ease the housing deficit of more than 1.5 million units.

Already about K6 billion has since been provided for in the 2012 national budget.

The Minister disclosed this to parliament when she presented her Ministry’s 2012 Estimates of expenditure loans and investments.

She also said that government will continue with the construction of modern retail markets in both urban and rural areas.

Professor Luo says her ministry will grade roads in unplanned settlements to improve the environment.

Let the Ministry think about coming up with a squatter (unplanned setllement) upgrading fund, SUF, to be used to upgrade all such areas in Zambia and ensure that local authorities become proactive in preventing new unplanned settlements in their districts. LCC should be reminded to clear the waste under power lines next to New Soweto Market. On a lighter note, has Mpondela abandoned his future plans to lead the MMD?

  4. The New Govt should utilise their term in Office and help civil servants espercially with Housing, the current 200 pin per month is pathetic and perhaps the worset in Southern Africa.
    How do you expect a poor civil servant not to steal if you cant even per decent salary and accomodation, Late FTJ sold housing Units without building new ones for serving workers! shame on past leaders on this issue but may the current leaders look into this injustice that demotivates and fuels coruption in the public service – all the best PF govt.

  5. I may not be a PF supporter but I like this lady. She is hard working and intelligent. I know her integrity was once questionable. My worry is the name of the ministry. Yes.

  6. This is not enough! It is merely a speech written for an occasion. The minister should be telling us what she has DONE in the past three months not plans! Plans all remain on the shelf. We are tired of plans. 

  7. If you want to achieve anything PF, incorporate some solid programmes of the MMD as Chibamba advised you recently. You are smearing dirt on MMD for borrowing a portion of the planned US $500 million bond and yet you are increasing it to US $700 million. Acknowledge openly that you have inherited a solid economic structure that only needs to be executed as normal part of business.

  8. # 2 AND 3 DID you really read the 2012 budget to understand its terms of reference? GUYZ be aware that the current govt cannot start any serious project before 2012. I read about people (those abroad are the most ignorant for that matter), urging the govt to start implementing what is on the budget. Next YEAR is just few days from now- if six months elapse and they haven’t started any project just know that they will not achieve anything and thats when you can start doubting them. But they wont work outside of the terms of reference of the budget like MMD started constructing roads from no where.

  9. OH! ITS ACTUALLY ALMOST ALL THE BLOGGERS WHO DON’T KNOW ABOUT PF’s BUDGET TERMS OF REFERENCE. BLOGGERS, BE INFORMED THAT ALL PROJECTS OF CONSTRUCTING ROADS, UNIVERSITIES, ETC START NEXT YEAR. THATS WHY ITS CALLED 2012 BUDGET AND NOT RANDOM BUDGET.

  10. I just hope you encourage innovation and creativity in  public private partnerships we are tried of seeing they same boring 60s designed concrete building. Engage overseas companies who will bring far better innovative construction methods at a far cheaper price.

  11. K6 billion provided for in 2012; a low cost house costs about K100 million so this only means about 60 low cost houses!! This is not development.

It looks like these leaders are not in touch with reality Liato had more money than the K6 billion what are the details of the Private Public Partnership Madam Minister it is not able the housing deficit it is also about the price,It is insane that a decent house in Lusaka is costing $1,500 not in touch with the incomes of the people.In Lusaka a decent 2 bedrooms,1 bath, Living room and Kitchen should cost K400,000 (Four Hundred Thousand Kwacha). That is affordable housing I hope this Govt has the common sense to do what is right.But am concerned the so called PPP is nothing but a corrupt corporation looking to exploit the poor

  13. I smell a rotten rat PPP for no good the leaders 90% are all landlords not in a position to do what is rite for the poor.Nkandu Luo is a recycled leaders too. My expectation low I give this Govt 5% MMD I had given them 3%
