THE latest audit report on the Zambian mission in Ottawa, Canada, which was headed by Nevers Mumba (right) shows numerous accounts of misapplication of Government funds running beyond half a billion Kwacha and in some instances questionable transactions made without permission from the Secretary to the Treasury as required by law. This is according to Zambia Daily Mail, which is in possession of the Audit Report.
Dated December 31, 2010, the report – not yet in public domain – places the eloquent pastor’s mission on trial for the following reasons:
• Unauthorised use of revenue amounting to K403,900,000 million (US$80,780) from a revenue account to operational account without approval
• No receipts for procuring stores items valued at more than K50 million
• Misapplication of almost K1 billion (US$254,619.9) released to renovate No.9 Mission Inn Grove, pastor Mumba’s official residence. The audit report has established that of the total amount released, only about K365 million went towards the renovations while explanations on how the rest was used remains vague to the knowledge of the Auditor-General. The audit was concluded as early as May 2011 on Pastor Mumba’s watch.
• The report also points out that banking was delayed for up to more than 49 days contrary to financial regulations No. 121 while the embassy in some instances engaged and paid companies to do works that were never completed and in other instances failed to collect refunds for undelivered services.
The external debt at the Ottawa mission under Pastor Mumba also rose by 34 percent for unexplained reasons while several figures failed to add up. The report findings are the exact opposite of what the pastor said when interviewed from Ottawa by the Daily Mail in October after President Michael Sata stated that impropriety cases existed at the mission.
Pastor Mumba during the interview told the Daily Mail that as far as he was concerned, he had been cleared by the AG’s office and saw no reason why President Sata was accusing him of impropriety.
Pastor Mumba’s lawyer, Sakwiba Sikota, a State Counsel, has dismissed investigations on his client’s activities as a witch-hunt and in some cases a circus, suggesting that investigative authorities were “clowning”.
He reckons the investigations shall yield no results as Government lacks a strong case to take to court as President Sata steps up his efforts to fight graft which he says has contributed to high poverty levels in Zambia at more than 65 percent.
The pastor has also admitted to raising money from Barrick Gold but denied any sinister motive as he fights the new allegations that could jeopardise his bid for the top job in the MMD.
The MMD is looking for a leader to provide a strong opposition to the PF after Rupiah Banda said he wanted to resign from active politics following his defeat at the hands of President Sata.
The race for the MMD most coveted job could reduce to Pastor Mumba, Felix Mutati, Situmbeko Musokotwane, Kabinga Pande and Moses Muteteka in the final analysis even though indications are that more could show interest in the job.
Pastor Mumba could not be reached for comment by the Sunday Mail yesterday while his lawyer, Sikota, said he could not comment on his behalf until he sees the audit report.

In May RB was in office and he is the one who questioned Ottawa Mission. Even under RB Mumba was in question. The audit ws done way before PF was in power. What Sata did was to mention the matter after he was briefed. He is the Head of State. Mumba talked too much. Othe missions under investigations are Beijing and the same RB sent the auditors. Check your papers you will read what RB said about Ottawa and Beijing. Don’t support blindly baba!

This basically means the auditor general Anna Chifungula is incompetent because she cleared Dr.Mumba just a few months ago…or perhaps she is now bowing to political pressure and has come up with a ‘trumped’ up report.

Why is it that when one becomes a pastor they want to drive an expensive car, live in a mansion house , expensive clothes etc and yet Jesus didn’t even have where to put his head, he led a very poor life. As you say the report is supposed to be in the hands of both parties , and yes I agree, but this report clearly says that Dr Mumba has not received this report and Daily mail clearly says report NOT yet in public domain. The first person to have received this report is first should have been Dr Mumba and then the third party. That is how auditing works.

Liar, you are Mr. The auditee only answers questions from authorities after they go through the report. An audit report is addressed to the bosses of the audited institution not the personel of the institute. If they audit my company it will be addressed to the Director and it will be me if I am the Director. If I am not then I have to wait for it from wellwishers or friends through favours. The employee only sees the report or is just allowed to see, in this case, when asked to explain certain things. Dr mumba has NO official right to be given a copy of the report, he can only be given or even just shown the report by his appointing authorities. You are being given the truth by a qualified auditor take or pretent.

As an Accountant in govt all those anomalies are normal in govt operations. Those competent with govt accounts will believe me. I left govt coz of such issues. Late banking is there every where. No normal banking happens every day. Its either over or under banking. Check the police collections, Zra at NNakonde are the bankings normal. Transfer of accounts is done in such a manner as long as its not misused except may be authority from the PS was not there. Otherwise its not money stolen but moved from one account to the other without permission. Receipts for renovations some couls have bn misplaced at the time of audit. Filling is very bad in GRZ. I work in project environments were we need to account for every penny expended within a very short time period; in fact within 28 days. See what has happened to contracts before elections. All the contractors have disappeared after getting their mobilisation say 10-20% of the contractual amount. If accountants, engineers and quantity surveyors were competent they would have not allowed such a situation to happen. Award a contract, but leave financing to banks. Let contractors negotiate their own financing mechanisms; only pay when you approve that the work has been done!! This is what these people are taught at CBU, UNZA and any other University teaching engineering world-wide!

Paying tithe and offering is good because that’s what the bibles tells us to do, but it shouldn’t be misused by buying posh cars and building mansions for our pastors. That money is supposed to be used for church purposes, helping the poor within the church and community etc. not enriching one person. We the Zambians seek credibility of PF government in how they handle national issues. We have been subjected to hearing national issues both from state house and the media. We currently have more questions to ask than answers from stories told to the nation. To day we have a piece meal audit done to one embassy in Canada and Dr Mumba who representing Zambia there is now at the centre of investigations. I am currently a resident in the UK and when I took interest in the activities of our representative among other issues, it was established money had been misapropriated in procurement of poor furniture for the embassy. We waited for audit report there has been non todate. As said before, we need credibility in PF govt.
Up until one case is prosecuted and concluded, this is all window dressing!

:-?A person is presumed innocent until proven guilty. It is sad that the guilty pronouncements are coming from State House. I believe that these pronouncements should be made by a court which has jurisdiction to hear and determine such a matter. Whether caught red-handed Nevers and any other MMD MP/supporter should have the right to vigourously defend themselves as our Constitution requires. Look at OJ Simpson during the murder against his wife. He was robustly defended. All of you know that the media is working flat out to psych up the gullible public so that great injustice is done to the “suspected” plunderers. There is a likelihood that the plunderers maybe greatly prejudiced esp. if a statement is made in a New Year address.
All this is malice. If Pastor Mumba renovated the high commissioner’s residency it should not be considered a misappropriation of money because the house still remains a property of Zambia. Mr. Sata himself has been convicted before for actually stealing the actual money. Paul Tembo was executed, if I may remind you once again, because he wanted to name Sata as the culprit behind the disappearance of a colossal sum of money. That investigation died with the only eye-witness, Paul Tembo. Mr. Sata stole money from the Merzaf project in Chilenje, I am sure to this day there are caught records. Mr. Sata symbolizes everything that’s wrong with Zambia and Zambians who elected him. If Chiluba was guilty of any crime, Sata is not innocent, because the two conspired together.
Chiluba, atricious as he was, knew at least that Sata was not a presidential material!
Other Than fighting corruption and firing people “with immediate effect”, what else is the PF government doing? I must say that Sata will be remembered for being the most incompetent and stubborn president we ever had. Useless leadership is being displayed thus far.

The Auditor General reveals funds abuse (misused funds thru delayed banking of revenue, irregular payment of foreign service allowances, unretired imprest, unaccounted for stores and unaccounted fuel funds .
Ambassador Inonge Mbikusita Lewanika was already in Zambia as well as the Accountant, Frank Mbewe are now in Zambia. If these findings have not yet been corrected/solved, then these two should face an INQUIRY.
