FORMER MMD national secretary Katele Kalumba has revealed that the three successive MMD presidents interfered in the submission of returns to the Registrar of Societies and insisted that they be submitted directly to the Minister of Home Affairs.
The three former Presidents of MMD are Frederick Chiluba, Levy Mwanawasa and Rupiah Banda.
Dr Kalumba said in an interview from Chiengi yesterday that the deregistration of the MMD affirms his earlier concerns that there are many wrongs, malpractices and procedural activities that the former ruling party as an institution, must come out publicly and apologise that it made grievous mistakes.
“During my tenure as national secretary, the documents were submitted to the Minister of Home Affairs by State House and what I suspect is that they did nothing and simply told the Registrar of Societies to look the other way. This was done between the party president and the minister responsible for the Registrar of Societies,” Dr Kalumba said.
He added: “We were always asked to do returns and we took the documents but we were directed by the party president, in my case Dr Mwanawasa and Mr Banda who were also republican presidents, to take them to the Minister of Home Affairs.”
He also said during his tenure as national secretary, the MMD was up to date in submitting annual returns but that the branches were not included, in accordance with the law.
Dr Kalumba said the law requires that if an organisation has more than 10 branches, they should be registered.
“That is when the President intervened with the Minister of Home Affairs and perhaps that is when things were not done properly. I submitted returns for MMD, including change of executive leadership at the beginning of every year,” Dr Kalumba said.
He added: “We must assume responsibility and for me personally, I am sorry for the five years I served. I feel I let the members down, others must speak for themselves. I take responsibility, I listened to Dr Mwanawasa and Mr Banda. I could have handled things directly with the Registrar of Societies, but this was not the case.”

As Secretary he was supposed to make follow-up with the Minister of Home Affairs. Is he telling us that he never updated his records? Probably things started going wrong when the so called man of action was secretary of MMD. How could someone who failed to take minutes be able to do returns? The results are now there for everyone to see.

So this problem according to Andeleki its genesis is from 1991. RB was at the helm of MMD for a short period of 3 yrs. I used to have respect and time for this guy. But now I realise how empty and soullesshe is. It is very sad to see such an educated chap waste himself to such low levels of desparation at a time in his life when he was suppoed to be enjoying his fruits of going to school and getting as high as a PhD. In fact as chief executive of the party the buck stops with you. You should have raised concerns previously so issues can be sorted out. Sata was in MMD for less than 10 years and run the PF for over 10 years and the PF is up to date with returns to the registrar.MMD should just sort out its mess with the current office bearers.Any intelligent chief executives first duty when taking over office is to check the books,look at what you owe and who owes you and sort out the issues.Blaming FTJ and Levy will not do,the last CEO was RB and current NEC and the back stops at his feet.
Zambia is a young democracy. MMD was not expecting to be out of power one day. So they just did not register there party and the Minister would simply ignore. Dr Kalumba is correct. Pay a deliquency fee and register soon.
