Corrupt practices have negatively affected the operations of councils in the country-President Sata

President Michael Sata has said that corrupt practices have negatively affected the operations of councils in the country. Mr Sata said that corrupt practices are manifested in the allocation of plots, collection of revenues through pilferage and issuance of licenses and permits.

ZNBC’s Effie Mphande reports that this is contained in the President’s statement read for him by Vice President Guy Scott. This was at the official opening of the 56th Annual Conference of the Local Government Association of Zambia- in Livingstone on today.

President SATA also observed that over the past years, local government has NOT delivered to peoples’ expectations. He has explained that politicking by the previous administration in PF run councils had worsened the situation.

Mr Sata also says government is committed to the implementation of the national decentralization policy which will guarantee the participation of all citizens in decision making.

The President also says government is committed to increasing budgetary allocation to local authorities. Earlier, Local Government and Housing Minister Nkandu Luo warned councillors and staff involved in illegal allocation of Land that they will have their councils suspended.

Professor Luo explained that illegal allocation of land has resulted in some structures being built on sewer and water lines. She has urged councils across the country to develop service charters which will enable them provide quality services to the people.

And United Nations Resident Coordinator Kanni Wignaraja called for the implementation of policies and laws which are responsive to enhanced service delivery. And Local Government Association of Zambia President Daniel Chisenga says lack of funds has hampered service delivery by councils.

  1. If its known that councils have these problems what vernment doing about it? minister Luo has been behaving outside of her powers and behaving badly! she has upsurped PS’s, Councilors and Principal Officers powers by making pronouncemnets. 
    Let government act on audit reports and fired those who have stolen. ZULAWU is also responsible for this mess by feeding off the Councils 

  2. The Minister should try to work instead of just issuing threats. As the UN resident coordinator said “Implement policies and laws which are responsive to enhanced service delivery”.

  3. When land is demarcated for residential plots, the council must ensure that proper tarred roads, piped water supply, sewage pipes and the sewage itself, telephone lines are all in place. Its not directly for the council to literally construct roads, etc but the council may issue tenders and the companies that win these tender/s will construct road, lay water pipes, and ZESCO also lays electricity power lines, etc. In Zambia today when a resident/consumer acquires a house plot he/she has to pay ZESCO for power lines, pay ZAMTEL for telephone lines and so on. Even after paying for the above the consumer is again asked to pay for electricity, and telephone rates. Shouldn’t all these things just be integrated/defaulted in land development plans where the first document for the demarcation…

  4. cntd from #4…of land earmarked for houses, industrial site development, etc triggers the installation processes of the above mentioned services? Its only in Zambia where consumers have to pay the electricity/gas/telephone companies for installing power, communication lines etc. All these shows how disorganized our governments have been. Besides, this situations create loopholes for corruption and stealing.

  5. Dream on Peter…. Councils are a seroius let down. We Zambians cant access land, its a big shame coz only Kaunda understood that land was a free gift of nature. It was given to us freely as Zambians by God. However, wat do we see today?? oppression of the majority by the minory. Anyway let me not write a thesis…. Wait en see situation.

    Last week it was reported that instead of attending the AU in Ethiopia he had to rush to London on a ‘private visit after a meeting with foreign businessmen’ who sneaked into the country unexpectedly. The president’s whereabouts and business are a secret.

  11. When I say black people are bad managers Im accused of being a racist. Here is a situation where people seem to know the problem with Councils but no one seems to know the solution. God help these people (black people)

BUT do not mock God, my friend. Have reverence for God. Clearly you are a very prejudiced young person with a very low self esteem. The colour of your skin has absolutely nothing to do with the capacity of your brain. Your pseudo name and your comments are racist. Racism is an affront to humanity and to God.   12. how can Nkandu Luo warn councils on illegal allocation of plots when she is in the fore front of sending PF cadres in Munali constituency to grab land from legal owners with title deeds. she is crooked. nonsense of a lady. she threatens police officers of dismissals and transfers if they intervene to stop the cadres from grabbing land.

  13. Was he referring to the pf controlled councils where as was reported some time last year, councillors were allocating themselves several plots of land? Didn’t Ukwa the invisible himself, not  admit that pf councils had failed and didn’t the party  whilst in opposition  promise to produce a report on how badly they had run the councils they controlled?

  14. THE PRESIDENT IS RIGHT ON. WHAT WE NEED NOW IS COMMITMENT TO FIGHT CORRUPTION. THE OPPOSITE IS WHAT WE ARE SEEING! ROAD TRAFFIC ACCIDENTS AND LOSS OF INNOCENT LIVES DUE TO UNCONTROLLED DRINK DRIVING AND CORRUPT LAW ENFORCEMENT OFFICERS AT DISTRICT LEVEL. NO IMPROVED PUBLIC SERVICES DELIVERY TO THE LOCAL PEOPLE. QUES AND CHAOS ARE THE ORDER OF THE DAY. LACK OF PROVISION OF WATER TO OUR POOR PEOPLE.

    We remember your hospital service charters while you were Health Minister. Did they improve health service delivery? Ku bwebweta bwebweta cabe!

  17. I am glad that I am no longer a Zambian. I have fulfilled my promise that if Sata became President of Zambia, I will renounce my citizenship. I cannot be led by this man. I will reconsider only if Sata is no longer President. As for now, I will only contribute to debates on Zambia for the sake of my relatives but I don’t care. They made their bed, let them lie in it.

Corrupt activities have for sure negatively affected the operations of the councils especially in Chingola, these guys are just too corrupt to stop, theres need of extensive discipline, i bought the Plot Last year In may from Chingola Munincipal Council, imagine up to now i cant see anything tangible, i followed all the raid down protocols, but nothing, planning to report them to anti Corruption, nangu ukuya pa Civics centre nokuya tukanapo ama sele mu Chitonga
