President Sata creates two new districts in Luapula to show gratitude for their votes

President Michael Sata

President Michael SATA has created two more districts, in Luapula Province. President Sata revealed Mwansabombwe and Chipili will be added to the number of districts in the country.

This means that Mwansabombwe has been separated from Kawambwa District while Chipili becomes independent from Mwense.

President Sata said that the creation of the new districts is to show gratitude to the people of Luapula Province for their votes the offered to the Patriotic Front in the just ended September 20th 2011 general elections.

HE said that his government recognizes the potential that Luapula Province has, hence the reason for efforts to ensure it is developed. The President was speaking at the Mutomboko Ceremony of the Lunda-Kazembe people, which he was gracing for the first time.

At the same occasion, Mwata Kazembe the 19th of the Lunda People appealed to government to improve the transport and fishing farming sectors in the area.

The traditional ruler said this in a speech read for him by Chairman General of the Mutomboko Ceremony Organizing Committee Criticles Mwansa.

MMD and HH (Privitasation Chairperson) closed and sold the companies that we had. Visit Ndola industrial area and see the damage that MMD and HH did.     • We want this president to look at real issues than these useless creation and realignment of ministries for your own information each district  created their is a hudge cost from paying a new district administration , DEO,debs,district agriculture office , district director of health etc, all these could be avoided but your guy never listens

    • what we need to understand is that the creation of new districts will bring development closer to the people and this will create employment at the end of the day cos more pipo will be employed to run the administrative offices more skools,clinics etc will be needed. for us who are enlightened pliz lets debate objectively than being trivial on issues.

    • Octopus Hamanjanji Simasiku cant see the long term benefits of better service delivery. At one time Kafue District was part of Chongwe District and one can imagine the complexity of implementing development programs at that time. We are moving with time and things dont just remain the same all the time. Bravo President Sata, we know the budget will be over-stretched but the long term benefits out weigh the short term budget constraints.

  3. What we want is to see development after creating more districts . So far which districts have started functioning after being created? Pronouncements are easy to make but implementation ilakosa.

    • Sata is Right I support him we need to give power to people.If you decide to go farming first you identify the land, prepare the land by stamping out trees till the land then sow the seed.This is the same approach fellow Zambians.Sata has a vision no wonder he succeded in the past

    • Kokoliko, planning starts with basics to full implmentation. Creating distrcts and provincial centers is initial planning in the decentralisation policy line with the PF manifesto. Watch how much employment and development will be created when all these administrative centers so created start function. All you impatient armchair critics will be shamed. Watch this space.

  4. Zambia has the worse president in our history. A president with no plans but a divisive one and more tribalistic. He makes RB an angel. We urge other provinces to advocate for a federal system of government in the constitution. The governors of each province should be elected by the people and not appointed by the president.

    • @Chindakwanda. You are right. The President is on course regardless of what people say. In fact what HE is doing is to prepare the country for full decentralisation. Buildings and other construction works cannot start now because they are not budgeted for in this year. However, come next year, these will be done.

      A riminder to all critics, President Rosevelt of USA made pronouncements of a new deal for America which he subsequently started implementing. Critics, give the President a break and let him do what others have failed to do.

  9. Mr. Presido,goodmorning yes like I said the other time, being the President of the poor and the less privilege, it is important to show gratitude to that important vote they gave you. For sure I know President to be the man of humor, whose heart griefs seeing the poor.

    Now what it means is people there shall have an easy access to important services like agriculture, healthy and also employment has been created. Administrative has been and still a challenge in rural arias. So it is a good move to centralize govt offices so that our people are saved better
    I know people like Hakainde who have no heat for the poor will be there criticizing good policies like these that benefits lower class, I urge the people of Zambia to be careful with Hakainde.

  13. I not sure where the money to pay salaries for the new jobs and put up decent infrastructure will come from. Will it be from mining royalties? What about increased minimum wage for civil servants. I wiil give kudos to the PF if they can show us how they will innovately deal with this . Other wise it will be another “money (or is promisary notes) in your pockets” rhetoric.

    • The ‘two projects’ of districts creation and that university, are gonna be financed from N/western mines, as well as from taxes from all tax-payers in the land, currently called Zambia.
      For him to have been invited to open the Zambia agro-show, Robert Mugabe must have been a revelation to Zimbabwean agriculture since he ascended to the Presidency. Zambian farmers will surely learn a thing or two from old Bob, wont they? Which is why he was carefully selected to come. Our agriculture will ‘take off’, just as it has in Zimbabwe!

  17. H.E. Pres Sata has not rationale for creating districts. Gratitude for votes makes no sense. creating districts brings no development: have the earlier districts he created received any development so far? What about Mufumbwe which was shown on ZNBC yesterday with Masumba condemning MMD over police housing? What has PF done to this district in its 10 months? If it has done nothing, what more with new districts.

  18. Creation of more districts is not bad in of its self. The worry should be in how these are being created. It would appear that it is being in a hap hazard manner.  Creation of districts creates jobs at the development stage when infrastructure is being constructed and also long term employment in government as the district will require such staff as district commissioners, district agriculture officers and all other positions of central government at district level. then there will be jobs at local government level such town clerks and their teams as applies at district council. While this is good from job creation point, the worry is one of sustainability as this will put a strain on the budget that it may derail other developments programmes

    • I am surprised that you think creating more government jobs, bloating an unproductive bureaucracy, and draining national resources in workshop and travel allowances equals job creation! We need less and not more government!

Indeed guys, this is about decentralisation, but should have been an open bottom-up programme, that is then announced after careful scrutiny of all proposals.   23. Yes districts create jobs but these are not the kind of jobs a country needs. PF promised a lean and mean civil service and with more districts means huge public expenditure, higher public debt and less social-economic development. Jobs shud be private sector led thru new investments or growth of existing businesses. Govt can also create better jobs by creating viable companies as KK did eg Lima Bank, TAZARA, FINDECO, INDECO, Njanji Commuter Rail, etc.

  26. Funding is a critical factor…if the existing structures can barely function because of limited funding, how does the creation of more structures requiring more funding improve the situation?

    Unless the source of funding is expanded, these moves amount to nothing more than useless political gymnastics for which Sata is becoming well known.

By the time those against creation of Districts wake up, these Districts will be drawing from national resourses funds for infrastructure development as future budgets are approved in Parliament. You will then wonder why and how other Provinvces have developed. District status will obviously attract the presence of various Ministries and Departments for service delivery close to people’s door steps. Look on the bright side instead of thriving in negative thoughts.

  32. A proper countrywide survey,would have been conducted to asses how many and where districts be created. Not for vote payback.

  33. Expansion of gov’t bureaucracy is not job creation. Sata is merely creating more unproductive cost centres that don’t add any value to the economy. The money which is going to be spent on this expanded bureaucracy would have been best spent on schools, health facilities, water provision roads etc. This is a misplacement of priorities. Anyway what do you expect from someone whose never been inside a classroom.

  34. He might have good intentions and for sure service jobs may be created this way,specifically for Luapula people ONLY!?!?(which is good because other provinces are tired of hosting economic refugees from such provinces).However,there remains very cardinal urgent questions to be answered.
    1.At whose cost is the infrastructure going to be constructed (Luapula University etc)?(Only Lusaka,Central and Copperbelt provinces have a government owned university each,other provinces have none such university).
    2.How can GRZ ensure that such development is equitably(fairly) distributed across the country regardless of who voted for who (after all,they claim that its one zambia one nation!)?

  38. Before negative comments; you need to look at the map, you will see that these districts have been created in good faith. Mwansabombwe has always been independent from Kawambwa because of the logistical and locational factors. So I may argue for Chipili and Mwense. To illustrate, Chipili is like in Chibombo and Mwense is in Lusaka; with a very poor road connecting the two towns. Kawambwa is about 45-55km from Mwansabombwe; meaning our parents have to cycle to get services such as banks. It sucks to see people complain when they have never been to see how we suffer to access services.

  40. Chipili Mission is located along the Mansa-Luwingu Rd and the area is embedded by districts of Mansa, Mwense and Luwingu. Mwansabombwe is a large village located between Nchelenge and Mwense. The geographical extent of Chipili Mission area and Mwansabombwe to warrant their convention into districts baffles the minds of well informed peoples of Luapula . Apparently, Luapula Province is a strip of land located along the Zambian sector of Luapula valley and parts of Bangweulu Basin. The people of Luapula initially need to realise the development of Hospitals, High Schools and other infrastructures in Chiengi, Chilubi, Kawambwa, Mwense, Nchelenge, Samfya before considering the creation of new districts. Did the people of Luapula give Sata cheers for his wild and deceptive pronouncements?

  43. Subdivision of areas into districts is a very sound idea. Its about local empowerment. The feeling of fwebene, its ours, we belong here. Its a great feeling. It makes you more committed to your local development instead of blaming others in distant places. It creates the feeling in people that they can manage their own affairs. More leadership to more people. Try visit UK and you will see how subdivided it is. UK’s land mass is 3.2 times less than that of Zambia. How many districts are there? Find out, and you will appreciate what Sata is telling you. CHIPILI is a very under developed area. The road that passes through you would think animals use it. Whats wrong with empowering such a place to a district status? Wake up!

To all the critics for the sake of it – I would like to remind you that our republican president is perheps the most experienced president we ever had in terms of understanding structures /organisation of the country . The man has been a councillor ,mp ; governor ; he s held several government portfolios ; therefore he knows what’s he s doing ; I urge every patriotic and well meaning zambian with a bit of foresight to get behind the current regime ; they will definitely take the country forward ; may the almighty  GOD guide our president bless our great nation

      Can you give us an example of a country in our living memory that has been developed through creation of districts or through increased Govt expenditure through wages and building district administrative offices? Start thinking, we are going nowhere and if we don’t use this window (while metal prices are good) we will return to the west or China with begging bowls. 

  45. There is plenty of money and wealth in Zambia, Sata knows it. Previous leaders were only thinking about the colonial structure. This is a different version, just wake up if you are still sleeping. Zambia is changing for good as never before. More district please. Next is Western, North Western, more districts please empower local people in their localities. Distribute that wealth equally. Go Sata Go. You are the man. Your shoes are big, many others can’t fit them. Once you start sharing the national cake thats when others will see real reason for more districs. Right now they can’t think the way you are displaying your abilities to think. They are busy in bitterness that they cant offer anything to look at. Originator are different from adaptors.

    • Floyd, I cannot believe your analysis here and above. You appear deluded all together. Where have you seen a respectable report suggesting that Zambia has a lot of money? Hope not taking Sata’s words before the elections. Zambia is a poor nation and there may Potential wealth but that is certainly very far from realising it and turning it into wealth. In addition, it won’t happen under Sata’s leadership nor the economic strategy (none) of the PF. Creating districts does not create wealth but depletes Govt coffers. Look at other nations and learn from the development plans. It’s industrial growth (not districts) that creates real development in a nation.

When you read some comments on this subject matter you begin to see just far we have to go, as a nation, in terms of attaining the right level of education that will enable this nation to progress. There is “no real” gains in creating districts as a means for creating jobs. This exercise, simply swirls up Govt wage expenditure and little infrastructure development. What Govt should be doing is creating an enabling environment for private and parastatal enterprise to lead in job creation. That way the Govt coffers grow through corporate tax and PAYE which should be invested in infrastructure development like roads, hospitals, schools etc. this nonsense of district expansion are nothing to smile or sing about?

  48. The simple question is: is there an example in human history where a nation has developed through central Govt creating districts? Look at what lead to economic growth in China, India, Brazil etc. the simple answer is developing industry and not districts….

Sata refused to eat dinner on his visit to Botswana a few months back due to too much poverty in Zambia; yet he discreetly awarded himself and all MPs a handsome pay increase of more than 100% as far back as March, he is introducing national service, creating districts from his crayon coloured wall map in his office, government spending increases every time he opens his mouth when our friends are cutting back in Europe.

      Where is the development if you are increasing Govt wage bill by setting up new districts? Don’t be so simplistic and look at the bigger picture. The problem in Zambia is that the majority of MP’s are in politics for personal gain and do not listen to logic from the educated that you refer to.

  63. I have nothing against the creation of districts, but I do take umbrage at the reason for creating the districts.
    The president gives the impression that he is doing the people of Luwapula a favour by creating the districts for voting for his political party. This is wrong on many levels, but the most disturbing is the fact that he is using Zambian (my resources!) resources to pay off people who voted for him. This is abuse of office.
    Perhaps PF should map a plan on how many districts they think will propel Zambia forward, and in which order they will do that, together with a monetary value attached to these actions, and how GRZ hopes to pay for it. 

    • Your reasoning is wapt. How about the districts the PRESDENT has created in Southern and Eastern provinces where they did not vote for him and PF? Mr Presiden is laying a strong foundation for development. Do not relent Mr. Presido!!

    • i’m sorry you feel that way Big F, but the sad truth is PF is not performing according to either promises or expectations.
      Creating districts is not a priority. Creating jobs, dealing with the self-created problem of minimum wage, infrastructure development, the draft constitution — these are priorities.

      I know it is hard to believe, but PF administration is NOT a good one. The facts speak for themselves.

  66. When you create a new district, the economic value of the area improves as more resources will be targeted into the area to establish it. Not only local communities but also the private sector will have economic empowerment through infrastructure development programmes. Districts generate income on their own and this will be supplemented by the funding from central government.

      A landslide victory is where a president has an overwhelming victory over the opposition. From what I recall, it was a very close call. Not a landslide.

Even the Zambian Atlas must wait until sata leaves State House for it to print new copies, because there is a lot of geographical mappings that needs to be done.   82. @ Peter, positive contributions. Imagine all districts connected with paved roads! Just one more thing; I encourage our President to do like-wise for western province. The locals will benefit alot. Hotels will be there for tourism. Poeple will build their own (but planned for) buildings to do business from. Luapula lacks enough power supply but it has a lot of mineral deposit. I hope poeple will not think that the President favours Luapula. Let us be open and embrace development.

    Districts, Universities, salaries for low level workers etc . All these are just setting the ground for development.

  86. Making pronouncements makes the people on the ground start thinking and working. The president is right with most of his pronoucements. That is his legacy. After all Luapula, Muchinga, Northen and Western Provinces are extremely under developed. The govt initiates and people develops. All these other provinces are developed beacuse of farming or mining.

  87. It all depands on which side of the coin is here. If one is PF this makes a lot of sense. However the majority who are not with PF or are nuetral a lot is needs to be addressed. What is the benefit of this direction of creating district at every corner of the country without growing the economy first. By the time he is through with this exercise Matero will be a district cut of Chibombo and Lusaka.

  89. The way the new districts are being dreamt up suggests there hasn’t been any proper assessment as to whether they are actually needed. I don’t believe you need to name something a district before it can be developed. If we have failed with existing structures since independence, how will we accommodate new ones? Do we need extra districts or proper development policies? Zambia, with a lesser population and size, has 72 districts (before the new ones) while South Africa has 52.

  90. You people, the President is right. Don’t just oppose because you are locked in your tribal cacoon. Sata is a Man of Action! By the time you get out of your tribal box smelling dung, Zambia will have been transformed. Learn to think ahead and don’t be luggards. Don’t be allergic to innovative ideas. Guys, if we can have more universities, UNZA will be decongested. More people who qualify to be in university don’t.

  92. Surely, should one man have such power to change the face of Zambia based on his daily dreams? When PF is gone, I am very certain it will go as no party in Zambia has ruled forever, and a new administration put in place, all this nonsensical districts, province etc. should be reversed and bring Zambia back to sanity then accommodate this in the constitution so that not a single man should have such power to do anything like such in future. Zambia has been hijacked back to Amin days in Uganda.  

  93. No, people are not being killed, nor jailed. The man is only doing things of development nature. Why liken him to Idi Amin? In Zambia you talk as you wish, you move as you wish, you oppose as you wish. The President has the right to unfold his vision. He has a vision for the country. And this is in line with the written PF manifesto. Take time to read it. OK, do you guys want to maintain status quo?
