President Sata fires Justice Minister Sebastian Zulu

President Michael Sata has revoked the appointment of Mr. Sebastian Zulu, SC as Minister of Justice. The Head of State confirmed the revocation of the appointment in his letter to Mr. Zulu dated August, 2012.

This is according to a press statement issued by George Chellah,special assistant to the President,press and public relations.

“I wish you God’s blessings in your future endeavours,” read the President’s letter to Mr. Zulu in part.

And President Sata has appointed University of Zambia (UNZA) academician Dr Chileshe Leonard Mulenga as the new Southern Province permanent secretary.

Dr Mulenga replaces Mr. Edwin Zumbunu whom the Head of State has retired in national interest.

The President expressed gratitude to Mr. Zulu and Mr. Zumbunu for the services rendered to the country during their tenure of office.

The changes are with immediate effect.

  1. My interpretation is that there is a difference in opinion in the approach to the constitution making process. There are statements that the former Minister of Justice issued which may not have had the blessings of entire Cabinet, on how Government will respond to the constitution. As for Zumbunu, let him continue making blocs for sale, he asked for it, MCS does not condone corruption, its good for him!!!

    • My interpretation is that Mr Zulu, as Justice Minister, has been found wanting over the M’membe, Nchito and the K18b saga. He must have assured Sata that he was on firm ground with the interference in a civil matter and subsequent call for a tribunal as a way of clearing the path for acquitting his conspirators (M’membe and The post) in deceiving the Zambian citizens. This is typical of Sata considering the indefinite adjournment of the matter the ever growing calls for the Malawian Judge to depart for home after a lengthy Zambian holiday at the Zambian Tax payers expense.

    • Sir mind your language we deserve respect as well.The Head of State can appoint any one as per constitution.Where i work the manager appoints an individual to act in his capacity but guess what only those who supports his vision,obedience and productivity.Why should the President appoint people who insult him like you daily no chance sir.Remember majority wins its the power of numbers.The Bembas or Bemba speaking people voted and supported PF and they are harvesting.You reap what you sow.

The other possible reason for his removal could stem from the apparent stand off between the Executive and the Judiciary over the tribunal that the Head of State constituted, the President may have felt the Justice Minister must have ensured that the tribunal is not blocked by a judicial process. Whatever the case, I sincerely hope the President appoints a none-Bemba speaking replacement for Mr. Zulu, preferrably a Tonga, as long as Tongas dont stop hjim, in their narrow mindedness!!

    • The President must appoint a qualified Lawyer of current breed like Elijah Banda to head the Justice Ministry.Zulu was outdated and unqualified.Its not the Tribe which works but the person with the right attitude and brains.

    • In the spirit of one Zambia One Nation, I find it useful that a non-Tonga is appointed in Southern Province. Does it have to be a Bemba, though? That I dont know.

  7. anyone knew Sebastian’s reports of inquiry did not go well with expectations of the PF. Maybe he told the truth. It is not surprising. When will deputy PSs be promoted? Why bring in people who have not been civil servants to take the top slot as PS? Remember the KK days. I hope the academician will not continue giving lectures to the civil servants.

  8. Dr Mulenga lectured to all tribes and Southern Province has tribes from everywhere. He will do the province good. My good man Zumbunu perhaps wanted everything too fast? This appointment is one of merit. Who wouldnt want to be treated by Dr Manda or go to Nkhanza labs. Tribe aside, merit is merit. I believe in meritocracy. Congrats fellow Zambian Dr Chileshe Mulenga. Please dont get into the trap of viewing UPND and HH as enemies, they are your brothers (full stop)

  9. The revelations of the Technical Committee paying out 450,000 Kwacha for people appearing on radion and television stations to discuss the constitution could also be a factor. It is only the Minister of Justice who could have approaved those payments. Too bad, I found him an independent thinker tho after that tribunal report, he has not been the same!!!

You may be shocked that a senior economist at BOZ or doctor in private practice not to mention a junior lawyer earns more than the pproximately ZK25 million per month. Edith Nawakwi or Boniface Nonde or Aaron Chungu and many other smallscale farmers not to mention large indeginuous traders and entreprenuers such as Pinalo Chifwanikeni etc have more money than what a govt job can offer. I support and speak well of the appointment of my brother and country mate Dr Chileshe Mulenga on one simple account: He is a Zambian and has found favour with our Lord Jesus Christ. Let us not look at everything through the dirty jaundiced spectacles of tribe. I rest my case.

Let us not envy these jobs as they are not well paying and please please dont even think of being a district commissioner as even a bank clerk would earn much more!!   19. Tongas are better than Bembas or Lambas because they would never sale land to foreigners. They cherish land because they are farmers by tradition while Bembas and Lambas are only interested in selling anything. They never farm and only into eating. I would rather have a Tonga in charge of Zambia than a trader.

  21. I am made to believe that anyone, Bemba, Tonga, Lozi… Is free to join the PF. My personal view over the appointments is that, these are people who have sacrificed a lot of personal resources in order for the party to reach where it is now. trust me the are many PF members/cadres waiting to be appointed. However the Presidents needs to look at nation interests in his appoints and not just appointing party/ tribal/ political affliates.

As much as it is at the president’s discretion to appoint/disappoint pipo in various positions without disclosing a reason, it would be of no harm, where there’s open corruption and public outcry, for the president to adequately inform the public why such a person is dismissed. Zumbunu’s corruption is no secret. It is more harmful to let pipo speculate unnecessarily. FTJ learnt da hard way over his third term bid. LPM was open on Gladys Nyirongo’s dismissal.

  33. I am so very happy that the Cobra has fired Mr. Sebastian Size Zulu! Mr. Zulu was in the fore front of demonising his relative RB for personal gain just because RB dissolved the Task Force on Corruption, where Mr. Zulu was getting his livelihood by getting huge allowances of US$20,000.00 per month. Now we will see where he will go, to HH? perhaps!!!! What I can see he will go back to walking the streets of Lusaka cause he is not MP and has no viable business running! That’s what selfishness can do to somebody. He worked so hard to get RB out of office even asking easterners not to vote for RB! Well done Cobra on this one! I hope Mr. Zulu or someone related to him will read my post and tell him about it!

  39. @Fast No. 55. Ngosa is part of the family forest as his mother is bemba. During the time of Chiluba he changed his name from Bob to Ngosa in order to be recognised as coming from the favoured tribe.

  44. People are surprising, when people complain about the appointments they are labelled as either tribalists or Tongas. Why is that? Don’t we deserve to complain, if we feel like we know people who are deserving but not necessarily from up North? Right now all Online media has been labelled as UPND cohorts. Why is that? Is that the way they were labelled at the time of MMD? Was the tribal thing overtly stated during that time? I think that those that are close to HE MCS or his people should whisper to him to look into this tribal thing. I for one can think of a number of meritorious people who would have been given certain positions in Govt and they are not from the favoured North. Let us be fair!

    Dont put personal hatred infornt of issue because that has capacity to incapacitate your eyes.
    There was no need for you to hate MMD so much that you looked at PF as your newly found angels, whom you are now slowly geting ashamed with just like the Catholic community are ashamed of their own making. Government reshuffles, insinuations of impending parliament floor crossings of opposition MPs to the PF side, the sudden increase in inflation in lieu of a downward movement of inflation and the disappointing govt. attempts to mute the opposition i.e. Mr. HH, all support the international perspective that the architects of the Zambian economy have negated their onus of steering the economy in the preferred direction. Hence, there are no packages in place to ensure that the Zambian economy graduates from donor aid packages. The masses are meant to be responsible for offsetting huge debits of some irresponsible govt.

  50. Dear Zambians of all walks of life, if you want your extremely mineral rich nation to be comparable to the likes of South Africa engage your govt.in economic management of Zambia. You are luck you are not dealing with the well orchestrated racially biased distribution of resources in the which the minority are entitled to massive wealth based on their skin colour. Teach economic management to the taught and the ill prepared learners or the unlearned. If there is any possibility that some understanding can be reached along that level, then, Zambians will see no need to subject Zambia to donor degrading packages.

They should not talk about job creation when, you ask them to account for their rhetoric, probably, that is if you are luck, govt officials present you with inflated figures of jobs which are designed not to sustain themselves. The implications of such typical cat and mouse behaviour is that masses’ curiosity will be shifted to the already per-conceived perception of the UNPD concoction so as to cover up their shortcomings.   56. Zulu was obviously very clumsy. He recently embarrassed the government when he had to apologize for wrongly saying that former CEO of ZAMTEL, Paulsen, had been deported. Also there has been a number of deportations recently which were badly handled.

  57. …and this is the guy who not so long ago had the nerve to criticise a judge in public for delivering a ruling on the tribunal that went against the government. regardless of the reason for his sacking, politicians power is so temporal and artificial you can be stripped of it in a second- the only tragedy is that they dont learn. i have difficulties sympathising with them.
