Sata’s King Lewanyika University is just a political pronouncement, it has no budget-Senanga MP

Senanga UPND Member of Parliament Likando Mufalali has charged that President Michael Sata’s directive to set up King Lewanyika University at Namushakende in Western Province is an exercise in futility.

Speaking in an interview with Qfm News, Mr. Mufalali says the project is untenable describing it as a political pronouncement without a budget.

Mr. Mufalali says in as much as a university is needed in Western Province, the President should have made the announcement way before the presentation of the 2013 national budget.

He says the fact that the pronouncement is not contained in the yellow book, it is evident that construction of the said University will not be done anytime soon.

And Mr. Mufalali has charged that the construction of a University and a Stadium in Barotseland will not erase the Patriotic Front government’s dented image in the eyes of the people of western people.

President Sata recently ordered for the construction of Lewanyika University and a Stadium in Western Province in an effort to implement his campaign promises.

Meanwhile, the creation of five more districts and the presidential directive that a modern stadium and a university be built in Western province has cheered a lot of people in the region.

Mongu District Commissioner Morris Litula said the development is in line with the manifesto of the ruling Patriotic Front (PF) and fulfilment of promises which President Michael Sata made during his pre-election campaigns last year.

Mr. Litula said the building of a stadium and a university will enable the people in the region to enjoy some of the facilities which have never been in Western province before.

He said President Sata was now giving the people of Western province what they had always wanted to have.

He further explained that the government was working well and has managed to unite people of Western Province.

  1. UPND is confused with the PF’s commitment to the people of Zambia irrspective of tribe. They thought they could feed on sinyinda’s nonsense to gain political points at the expense of the great lozi people. Just wait and see what will happen with respect to the university and stadium. The UPND seem to forget that the PF have their all weather chinese friends who can easily put those structures without the slightest finch. President Sata does not need to appease the people of western province but he believes in spreading development to all the corners of this country whether they voted PF or not.   3. What is wrong with stating something whilst you are looking for alternative funding sources in the background? Before making comments ba Mufalali find out from Sata/PF Govt how they intend to fund the construction of this University. If they fail to give you a satisfactory answer then go on air and try and gain political mileage out of such pronouncements.

    • Ya, like all the universities he previously promised in other provinces are being built. Be real; these are fake promises

  4. FOOLISH MP. INSTEAD OF TAKING ADVANTAGE OF THE PRONOUNCEMENT TO PICKET GOVERNMENT TO DEVELOP HIS PROVINCE. HE IS BUSY OPPOSING IT.
    INFACT BECAUSE OF THIS OPPOSITION, SATA WILL MAKE SURE THAT HE PROVES THIS MP WRONG.

Any spending by govt has to be budgeted for and given a legal dressing when it comes to spending by Parliament…..in as far as I am concerned there is no stadium that is going to be constructed in western province in 2013.that was a mere pronouncement by the president like any other ordinary citizen.

  8. # 9 well said, this MP is supposeed to now work with the presidency and expedite the construction of the university. he can take the president to task if the university is not constructed

    • How about those universities he promised earlier, have they started building them……lol. Dada Man we all know this is cheap talk. The only thing sata never promised in the link road project which he is doing. The man is good at things he never promises than those he promises

  9. He is alraedy overrunning the budget with by-elections and unplanned districts. The only way we wont get to know of it is due to the dishonest nature of this government and

Even when you want to build a house you start with a declaration of intent.This is an intention,what follows are technocrats to carry out the plan idea,it does not mean it is in this year’s budget,next year PF will present another budget,so relax,we are moving,nobody ever thought of a university called Lewanika,at least now you have something to count on.

Constructing a university is not a simpler matter.But usually a university is constructed with a purpose.It takes several years to finish constructing university more especailly faculties and library.You have to improve other infrastructure such as hospitals which cater for the school of medicene.

  12. I am sure it will be a university in a grass thatched hut with reed doors and serving cassava for breakfast. It will also be the first university with a cobra on its coat of arms.

  13. An announcement has to be made first. The process of legalizing the expenditure comes after an announcement is made. There has never been any thing created or made before a word is spoken. You can not make a car without a word coming forth first: “Lets make a car”. Then the requirements of making that car starts.

  14. Sata can only deceive fools. Is this not the same person who was promising Zambians many things within 90 days of PF in govt! The most important thing is to empower westerners with jobs. You need money to pay for your children to go school. Most of the Schools in western province are mud walls with grass thatched roofs. Westerners are still living like before independence. University and stadium are white elephants. Sata is soothing the Lozis as if they are children. Sata ask the people of western province what they want. Perhaps University idea is better than stadium and should be the first to be built. Improve the infrastructure. Why create more district when the current ones are undeveloped. Govt of impulses.

  15. He will definitely build a stadium and a university – the question is what will he sacrifice in the budget or in the natural resources of Zambia. I suspect a country maybe – Japan but most likely China or South Korea will donate these two facilities in exchange for ?????

  16. The calibre of some members of parliament from the opposition is very low. The president has just given you a chance to have facilities contructed which you have never had but alas, the first thing is to condemn than support. What a sheepish way of thinking…….

    • hhaahahaaaa. And who is rich in Zambia? Coz after western province, it is Luapula province as the poorest province, the Northern and NW. Dont be cheated most people are in poverty regardless of whether there province is on power or not. only politicians and there nuclear families are doing better.

As for me i will continue waiting for my president HH, the man who is a true success story, the man who inspires me through his hardworking.   20. What did he promise each province? Here you see a president who only reacts when people make some noise. It is advisable that provinces, especially the no-Bemba speaking ones, should be militant otherwise they will never see development under the current tribalistic regime.

What is wrong with having the university in Mongu? Waluswabisa luna malozi, that is why they say lozis are selfish it is because of *****s like you. When did western province have such development activities as we are seeing now? Uno itumelanga wena sitoto sa mutu tuwe. If anytihng it is only you and your lost brother Milupi who are against we all lozis have welcomed the idea and we need more than that. So the two of you (Likando and Milupi) should leave us the future leaders enjoy what the caring govt is doing in our poverty stricken province. Umutokolomohe SATA utwile nji?

  23. The most depressing thing in reading people’s comments and reactions, is the realisation of just how primitive we remain as a nation. We get excited very easily and when, the few who are enlightened, bring out logic, we are quick to insult rather than debate. While anyone would and should welcome projects to develop Western province, the key questions have to be answered if only for the benefit of Westerners. A football station! What benefits will this bring to local people? It will be a white elephant that people will admire and only access it when rallies are on by the Govt. A university is a welcome development but the question of funding for both has to be addressed. Simply pronouncing projects without specifying funding provisions is simply another blatant lie.

  24. the problem we have as Zambians we always wait 4 the government to start thats why we don’t look after this buildings as ours but 4 the government and we forget that we are the government. so if him say we should build even if its not in the budget we can start it not so people! in fact this way we be will saving as the national “THINK OF WHAT YOU CAN DO FOR ZAMBIA NOT WHAT ZAMBIA CAN DO 4 U”.MR LUKADO START THINKING OF HOW WE WILL BUILD IT WITHOUT MONEY NOT ON THOSE LINES U WILL STOP THOSE WITH BETTER IDEAS THAN U.U ARE A POLITICIANS. BA SATA HAS DONE SAME THING FOR ZAMBIA THESE NEW DISTRICTS WAS HIS PLAN FOR ZAMBIA.WHAT IS YOUR PLAN AS A ZAMBIAN FOR ZAMBIA.LESS UNITY AND START THAT PROJECT ITS NOT FOR U OR SATA BUT FOR ZAMBIA. IF ZAMBIAN POPULATION PUT A 1000 KWACHA FOR THIS PROJECT?

  26. Just imagine appearing on BBC prime time TV and being asked ‘ What is your alma mater? And you reply ‘King Lewanyika University at Namushakende in Western Province formerly called the Barotseland’. I am sure you would raise some eyebrows…Some may think you have lost your marbles and they would not be far from the truth!!!

  27. People need roads, hospitals, clean drinking water and sanitation, before you talk about university. How do you get to namushakende to build a university when there is no road? Universities require technology such as internet connectivity. What is there in Namushakende to write home about? Come you guys, let us be serious!

  28. By the way, did Sata say the University will be built next year? I thought he said he will build a university that it. it is a future plan, it may be next year or the other year but plans are on the ground. This is cheap politics….give the guy crediti at least for planing to build a university. The MP was supposed to encourage that not start criticising. It is like a woman, you tell her you’ll buy her a car, she looks at your salary and says “Munama chabe, mulibe ndalama, Nima sweet talk chabe”. The fact it I did not say I will buy you a car now….it maybe 3 years after marriage. I am thinking about it.

  29. People swallowed the 90 day lie and elected a grade7 to the presidency. So Sata figures why not more of the same.Lets elect an educated presido next time please.

Thanks to president sata for taking university eduction to the rural areas.the biggest gift we can give to rural forks is education.the infrastructure need not be masive  its the opportunity that is important. Look at botswana,it has university of botswana resident in all provincial capitals. Today botswana has university educated people. Thank you mr president

  31. Do not forget that Sata is Kaunda’s disciple. In the late 70s or early 80s Kaunda promised to build university campues in Ndola and in Solwezi. kaunda left office in 1991 without fulfilling those promises. It will be a miracle if Sata will build the so called university in Namushakendi. Never take the promises of African ( especially Zambian) presidents seriously because you will be thoroughly disappointed. The people of Western province should be the last to believe these 90-day formular lies.
