President Sata creates 7 More Districts

President Michael Sata has with immediate effect created seven more districts. This is according to a press release made available to the media by State House.

The newly established districts are three in Western Province namely Nkeyema, Limulunga, and Mwandi. While the other newly created districts are Luano, Chisamba and Chitambo in Central Province, and Shiwang’andu in Muchinga Province.

The Head of State has directed the provincial leadership in Western, Central and Muchinga Provinces to liase with all the stakeholders, political parties and their Royal Highnesses in order for them to establish the centre where the district headquarters will be situated.

President Sata says the PF administration is determined to decentralise Government operations for the effective and efficient delivery of services to the masses.

He emphasised that the Government shall promote decentralisation and local community participation in order to build a better and transformed country.

  1. Let there be 12 districts zeee let there be 30 districts..if cities where built by words of mouth Zambia would hv been like new york unfortunately it doesnt work like that but with a plan and a national budget…

    • agreed.. maybe its part of some long term strategy to decentralize where the benefits will be seen in a few years… but right now, these districts are yet to receive funding, personnel, infrastructure etc for it to run as a district.

  3. This is good development Mr President.This is wat RB was supposed to do to create more jobs as well as develop these villages.

    • Your thinking lacks depth. Development does not come by inflating the Govt wage bill through employment but “enabling” the private sector to develop industries that will in turn provide employment opportunities in the country. That way Govt collects more taxes both PAYE and corporate taxes which can be utilised to develop schools, hospitals and other public services.

    A district is a type of administrative division,  managed by a local government. Entities known as districts vary greatly in size, spanning entire regions or counties, several municipalities, or subdivisions of municipalities.

  6. Why develop more districts when the existing ones lie in ruins. Something wrong in the mind of this head of state. Fix the exisiting districts, bring them back to the minimum standard, build infrastructure and imporve services before thinking of opening up new ones. To me this is total and miserable failure on the part of this government

    • What ever you say won’t change nothing.HE MIchael Sata is our President.Why are you against creation of districts.Sata is a leader he will leave a mark when he leaves office.Creation of districts is part of planning .If I give you land today will you say no because you have not planned for it.Iam sure leaders in the districts will now plan since they have a basis.What is it that RB can be remembered for?

Zambia has been singing the decentralisation song for years with no serious concrete action until the man of action came on the scene. the creation of districts will certainly take services closer to the people as this will necessitate government administriction centres to be established.   13. #10 THESE ANNOUNCEMENTS WERE PLANNED LONG B4 PF OCCUPIED OFFICE AND THEY CAMPAIGNED ON THOSE BASES TO TAKE POWER TO PEOPLE AND MANY OTHER DEVELOPMENTAL PROJECTS. MOST OF THE ZAMBIANS EVEN HIGLY EDUCATED ONES DON’T UNDERSTAND DEVOLUTION OR DECENTRALISATION IN THE PRACTICAL SENSE. WHILE A VILLAGE DOES NOT QUALIFY FOR CERTAIN RECOGNITIONS INTERNALLY AND EXTERNALLY A DISTRICT QUALIFIES FOR THOSE RECOGNITIONS INCLUDING MONETARY FINANCING THEREFORE MORE DEVELOPMENT OPPORTUNITIES AND JOB CREATION FOR DISTRICTS. ADDITIONALLY DISTRICTS WILL BE CONNECTED BY MODERN TAR ROADS SPURRING ACCELERATED DEVELOPMENT AND JOB CREATION IN MANY SECTORS.

      You seem to have a similar thinking capacity to Mr Sata. Creating districts is not devolution nor the decentralisation of power. If anything, it’s simply creates more of the same bureaucracies. Read the dictionary for the definition of decentralisation and perhaps do a research on how this can be achieved. I am certain you will be embarrassed that you posted your ignorance for all to see.

  15. It is clear that the creation of districts is not being done effectively, efficiently and with vision. H.E MCS should look at the whole picture and then delineate the country as opposed to piecemeal style. No wonder the late Kunda said by 2016 every village will be a district! It means some new districts in barotseland created last week may have to be realigned before they even become functional. I think there needs to be order and some institution should be checking the creation of districts than leaving it to one person.

The idea of partitioning large areas into small manageable entities is the way to improve effectiveness and efficiency.We have seen it is working in other countries.Of course we cant have all the districts operating at the same capacity.So give the President enough peace to work.An action starts with an idea or vision which i think Mr.Sata is trying to set.Let us not be armchair critics or rather let us be sober critics

  17. Lets start working now not just creating districts. What is the benefit in all this mess. We havent even developed the districts we have sure. Am tired of hearing this.loadshedding, water blues, poor feeder roads, no mealie meal,etc and yet we focus else were.

  18. Just finished reading a book titled  A CRISIS VEILED IN PUBLIC SPECTACLE-  its an interesting read.I wish many African leaders would get a copy and read it or may be the Library at Parliament can order copies for our leaders….Another good read would be WHEN TOO MANY POLITICIANS THINK ALIKE…

O those promises we were promised wthin 30 days oh 90 days or is it 5years, did it include this so called “creation of districts”? Are we getting into “DIVIDE & RULE? I think this is what a district means in Zambian terms, a place where a party zealot/cadre or form 5 or grade 9 drop-out called district commissioner is rewarded for working so hard in an election, or a place pronounced by decree from a stately institution to try and shut up a people seen as rebelious. It is usually created when one puts his hand in the pocket and his eyes are searching for a person that may be grinning – this is the joke Zambia has become

  28. why doesn’t he just announce all the created districts at once.Hold a press conference and name the 200 districts he has created instead of saying things piecemeal.It gives us the impression he has no direction and has to think of a time filler when swearing in people.

  40. i remember the time when president mwanawasa was called cabbage and all his decisions were ridiculed…. after his death that was when we realised that his stance against corruption and his vision for infrastructure development were excellent. so MAYBE we are wrong about president sata the way we were wrong about president mwanawasa.

  42. Oh my God what gotten into our head of state? Is what they call “divide and rule”? Whatever it is he leading the country to doom because I don’t see the point or sense for instance of making Limulunga a District. There is no infrastructure in place to be used as Headquaters. Limulunga is bone of contention because it is the Litunga’s palace and the aim is to undermine his authority and weaken the strong independent traditional leadership there. I do not secession call in Western Province at the same time, however, I find it disrespectful what the President is doing to the people over there. I feel that the whole is being ruled like a household and everything is entirely at the mercy and descretion of the president!! It is really a shame and an embarrassment on the whole country.

Limulunga is only a palace, ninshi all palaces in zambia should be districts. WHAT A TURN OF EVENTS!

THAT’S WHY WHEN THEY VISIT HOME THEY GET SHOCKED TO SEE HOW ZAMBIANS AT HOME HAVE DEVELOPED.

  49. Last week he created five disticts in Western Province and this week he creates threee more in the same province. Add these to the ones he created in the province a few months ago. To date he has created more than ten districts in Western province alone. What is so special about Western Province? Some provinces have been hardly touched. Why can’t this man be systematic and do it province by province instead of going back and forth? Real confusion indeed.
