The Anti-Corruption Commission has arrested a fourth year student at the University of Zambia for suspected corrupt practices involving K3 Million (KR 3000).
Phillip Siame, a fourth year student in the school of Education was arrested on 28th January 2013 and charged with one count of corrupt transactions by or with private bodies contrary to section 20 as read with section 41 of the Anti-Corruption Act No. 3 of 2012.
Details are that, Siame, on dates unknown but between 1st May 2012 and 30th June 2012 corruptly solicited for and actually received K3 million (KR 3000) cash gratification from a Lumbwe Chiwele as an inducement for Siame to facilitate the allocation of a bed space to Lumbwe Chiwele’s daughter at the University of Zambia, a matter involving a public body.
He was released on bond upon satisfying the conditions which were two (2) working sureties plus K2 million (KR 2000).
Siame appeared in Court yesterday, 29th January 2013 before Magistrate Astridah Chulu for plea.
He pleaded not guilty to the charge, and trial commences on 14th February, 2013.

Too bad is he part of administration for him to behave in such a manner. the person who induced the student is also corrupt should be arrested and should be investigated even at his work place. How on earth do you corrupt a student if he has that money why didnt he pay rentals at a boarding house and let his child stay there. Shame on this man the next thing he will pay the lecture for leakages for his child he is really a bad seed in this society he must be flushed out.

So corruption is very expensive than honestness. Imagine, of the K3000,000 (KR3000) involved in this act of corruption, K2000,000 (KR2000) is paid for bond while an unknown amount of money paid to the Lawyer & transport to and fro the court. Above all, there is anguish and stress which you cannot even cost. I hate corruption. It is damn expensive.

UNZA wasn’t this bad during our time. I spent five years studying engineering there. I wish Hamusankwa Hamangaba and Edward sefuke were still there to fight for the students.
For own info, Edward never gaduated when MMD came to power he was appointed as Deputy H/commissioner to Nigeria. I was one of the metals at that time studying Mining Engineering mudala.
Any idea about the whereabouts of Hamusankwa Chiinda Hamangaba? He was a year ahead of me at secondary school at Libala. At least I saw Edward Chileshe Sefuke two months ago.

Wabula coolwe Siame. Who doesnt know what is happening at UNZA main campus! The confusion at UNZA concerning accommodation is a blessing to those with accommodation in the neighbourhood. UNZA has plenty of space which can be used to build flats for students accommodation, but it always the same excuses of lack of money. You have money to buy expensive vehicles for few individuals at the expense of the students accommodation.
Imagine the nonsense and then they offer 90 000 USD each to footballers? Kwena ici e calo. So many misplaced decisions.
Sad Indeed! Somba@7 are Hamusankwa and Edward still alive? those were students leaders. Baane, UNZA has a crisis of accommodation, its no child play. when i went back for my masters in 2007. I had to give up my Dag room to some first year students from Mongu, at no cost (am Bemba by the way) who had no where to stay almost resorting to sleeping on the roof tops. I strongly feel that the solution lies in limitation in admissions of students to UNZA. Instead they should expand regional university education. UNZA has these regional institutions which need strengthening and equalled to those at main campus interms of recognition of qualifications and all the hallobaloo that goes with university education. Otherwise, the Siame case is just the tip of the ice berg.

Hostels recently used for zone six games are now being allocated to students and this is where the corruption is coming from.

Coming back to what seems to be the matter of compelling concern, recall that the psychology of despair and suffering long replaced the sense of hope and pride among learners and academics at UNZA.Thus, we see that students have found it more than enjoyable not to fear the rule of law both within the campus and outside its perimeters.
The conditions of living at UNZA are not conducive for academic work and learning. The above pictures are a disgrace for all Zambians.

This is were the problem lies with us Zambians, crime is crime regardless of how small the amount involved. Just refrain, for your information these small crimes are the ones they even punish most so as to deter you from becoming a bigger crimanal.
Where is the dean of students (if even one exists)? She needs to carry out a daily inspection of the dormitories, what a mess!! Its not as if these students are under 5.

If this is how swift the ACC has been in dealing with ALL corrupt practices in the Country, so many people could have been brought to book. But it looks like they choose who to arrest and what not, the poor student should be left alone. “Just saying”
Considering the amount involved I find this case insignificant because the real culprits in the name of Kabimba and others are still walking the streets without any blemish. The Corrupt Anti Corrupt Commission is very selective in the manner it is handling these cases. They have failed to pursue Kabimba because of the threats from state house and Kabimba himself. What a shame! Again, any form of corruption, no matter how small, must be nipped in the bud. It is shameful for my learned colleague to indulge in such vices.
This case is interesting and a pure reflection of how the ACC does not understand its own policy and mandate- they used their K3m to tempt Siame and later arrested him. Isn’t the one giving the bribe also corrupt now? Tiye naimwebene bonse ku ACC should go. Lekeni umwaice ala!!
That would be entrapment, but then again the ACC clueless as to what that is or what their role is in Zambian society. I will say however that the student committed a crime but so did the other student (the one that paid the bribe). The best way to reduce (eliminating it would be nice but that’s idealistic) corruption is to change attitudes by advocating good practices from students ( preK – higher education and includes emphasis on ethics and productivity) that should improve service competence which is largely lacking in Zed. Also deal with high profile officials that are corrupt- they’re the example lower level staff, individuals follow. And other fine suggestions by people here have suggested.
This is entertaining and embarrassing, in that a national investigative body, the ACC is responsible for investigating a misdemeanor committed by a university student on the premises of the institution in question. The university has a proctor, a person appointed to maintain order and, unless he/she does not exist then may be a third party can be called upon to interven, which is highly unlikely.
The school of law at a university can or must give the accused enough opportunity to submit evidence to the university proctor.
The proctor will decide whether the act in question will be prosecuted and allow the accused to access legal representation. The SRC is also called upon to assist the accused student. The university risky management will then work the police services so as to prepare…
The university has also been caught with its pants below its knees in particular instance. The university should have been seen as a center of professionals where its school of law like at any other well organised highly ranked university is in the fore front of initiating credible investigations and possible prosecutions within its jurisidictions. However, a national investigative body(ACC) has relegated its legal position to that of a Kangaroo Court where general gossip is tried and decisions reached based on general majority opinion. This is unforgivable for UNZA and its embarrassing partner, the ACC
We all know that laws are different in given countries even though laws might be similar to some extent, but norms despite the fact that they are not written, they are somehow similar. The protocal in the above case has not been followed properly by parties involved in building the dosier/docket for successful prosecution. The accused student has rights which in this particular case seem to have been trampled upon by desperate investigators and incompent university support staff or academics.
A case of corruption involving small amount of money does not deserve the sort of attention exihibited by these attention seekers in this instance. Shame on the investigators and other desperate parties
UNZA administration is missing out on making loads of money. They have the land ( alot) and they can borrow money and put up accomodation blocks for students. The issue is not affordability on the part of most students, but the lack of accomodation in the vicinity of UNZA. The end up paying a lot of money in the so called boarding houses.
Lumbwe Chiwele is a unza employee and a perpetual student. Shushushu he is. Bad hearted man. He just framed Siame.
Way back at kabulonga Boys we used to have what we called Kabulonga Old Boys Association(KOBA) which brought together former students to strategise on ways and means of helping out the school in any areas of need. From the comments here it looks like there are so many monks and momas that at one time or another sat in LT 1 or NELT for instance and even chilled out at the Centre or Mingling bar not to mention organising or participating in vivas at Monk Square. Why not come up with something like UNZA Former Association and help out. At least the late President Levy Mwanawasa tried by adopting his former room- President ……….. Am just saying.

so many students were involved in similar activities but were never arrested.its so unfortunate for this guy to get caught n used as an example to would be offenders.i remember an instance where a 4th yr female student who had a habit of importing xmen especially on weekends. she would ask the freshers squatting in her bed space to go in exile for almost the entire weekend. chaps would complain when they visit the monks in the ruins.monks would use the opportunity to throw their cheap manifesto
