The Electoral Commission of Zambia has postponed tomorrow’s Livingstone parliamentary bye election to March 14 2013.
ECZ Chairperson Irene Mambilima told a media briefing in Lusaka this afternoon that the Livingstone election has been postponed due to the violence that has rocked the tourist city.
Justice Mambilima however clarified that the Mpongwe parliamentary bye election and several other ward elections will proceed tomorrow as planned.
She said the ECZ believes that the violent atmosphere in Livingstone would not have guaranteed a free and fair election.
Justice Mambilima said the decision by the ECZ is in line with the Electoral Act and that the next election date falls within the legally stipulated time frame.
She also called on the political parties to ensure that Zambia continues safeguarding its strong international image of holding violent free elections.

Postponing the elections is just another way of postponing the violence.You think changing the date will change the mentality of the cadres ? We might aswell have them tomorrow and get done with it.

I think the electoral commission must be commended. Half of key the opposition members including their leader are in detention, the Police have thrown neutrality and professional ethics to the wind. To calm the volatile situation in the country I propose the following: His Excellency the President of the Republic of Zambia Mr Michael Chilufya Sata should convene a meeting with all political party Presidents with representatives in parliament. I further propose that His Excellency the first President Dr Kennethy David Kaunda should be in attendance with Justice Irene Mambilima, ECZ Chairperson. I hope this will be given serious and urgent consideration. No other attendees please.
Good suggestion, but this may not work just now. Sata has just sworn in another mp for UPND. What reconciliation language is he going to use in the meeting? MCS has an agenda and from the look of things, he intends to see it through to the end. So this idea, good as it sounds, is unworkable at the moment.

Tis irony in play when our past Presidents can sit and negotiate peaceful settlements in foreign lands when they could meet behind closed doors and deal with the problems in their own backyard. People should realise that Law is Law, and worse still its murder. Even if I came to your house and provoked you and you kill me at least the minimum you can go away with is manslaughter to earn a life in prison. So the issue of a PF cadre going to a UPND camp does arise here. The Law is looking at the issue of a killed person. The UPND has to prove that they acted in self defence. Look at things objectively.

I am supporting th decision to postpone the Livingstone parliamentary by-election. Loss of human life is regrettable and unfortunate. Party representatives need to cooperate with police and ECZ in order to build a strong democratic government in the country.
