Government has increased salaries for civil servants with some getting as high as 200 percent effective September 1, 2013.
The windfall follows the successful conclusion of negotiations between Government and the Civil Servants and Allied Workers Union of Zambia (CSAWUZ).
Other benefits in the 2013 collective bargaining include the introduction of the health personnel shift allowance at 15 percent of basic salaries for nurses and other paramedics.The commuted night-duty allowance has been pegged at7%.
Transport and housing allowances have been maintained at the existing rates of 10 and 20% of basic salaries respectively.
The signing ceremony took place in Lusaka yesterday at the Public Service Management Division offices.
CSAWUZ president Davy Chiboye says the raise will not only motivate civil servants to work harder but improve their living standards.
“The increments are graded and as a union, we will take time to explain this in detail to our members,” Mr Chiboye said.
He thanked his members for the patience during the negotiations, which lasted a month.
And permanent secretary at Public Service Management Division Velepi Mtonga said the successful conclusion of the negotiations is a clear demonstration of Government’s desire to improve the welfare of its employees.
Dr Mtonga said the negotiations were premised on the seven principles to cover remuneration based on the integrated competitive total remuneration strategy.
She outlined the principles as follows: equal pay for equal work, graded increase over a 10-year period as opposed to across-the-board increases, introduction of public service insurance, life cycle for conditions of service and retention of duty facilitating allowances, among others.
And chairperson of the negotiations Alec Chirwa thanked both parties for reaching an amicable end to the talks.
He appealed to Government to implement the new collective agreement as soon as possible.

It doesn’t matter, this is very good news! More money in the pockets all the way to 2016. I work in the private sector, but this isvery good news as GRZ is the biggest employer. With increased disposal income, comsumption will go up & some may even save. This will lead to increased economic activities. Way to go PF!
i thought the last agreement expired on 28-02-2013.does this mean that people will work without an agreement upto September. i need proper guidance on this gap.

What they forget is that this abnormal pay rise will have a very negative effect on the countries inflation. Soon the cost of everything will go up, from rent to food.

Economics baba! Wait and see how prices of goods and services will rise. By the end of 2013 that KR2900 will be worth nothing. Landlords, bus operators, sex workers, colleges, etc will all try to have a share of this pay rise.

Landlords: Build more houses, people will have enough money to build their own houses as a result reduction in rentals
Bus operators: This is already a struggling business, I don’t know when last you were in Zambia but most people now own cars hence making the bus business

Sex workers: People will have enough money to sponsor their spouses for romantic dinners and family outings hence reducing the demand on miscellaneous activities at night
Colleges: The government is introducing the loan system which will increase access to colleges by the less prevailed. And by the way more Government Universities are in the making. etc

The problem is that every ***** thinks that they understand economics. You can’t have a pay rise without creating money. Zambia has turned into a consuption country where our debt have swelled after the euro bond. Now we have a lot of cabinet ministers and we are collecting enough tax from the mines. The kwacha is already on the decline in terms of strength. The only way government will sustain the so called salary increments is to print more money which is an indirect tax and this is what will push the inflation high. You don’t just dream of a salary increment before you put everything else in place. wait for rentals in Lusaka Kabwata to go to KR 12,000 per month and then you will understand this. When HH talked of salary increment, he had the windfal tax in mind which PF negelected.

In Zambia Business men collect VAT from people but do not declare i almost reported an Asian Business man who did not issue me with an officail VAT receipt. This man never closes his till.He got scared when i indicated to him that he was a thief.When i demanded an official VAT receipt i was surprised to see VAT @ K70,000 that’s what he would have stolen from the Govt.There is corruption can the POLICE be checking these characters.

Now the question is, where will the money come from to pay for the increases? Is the government not away that what almost caused the 2003 budget over run was mainly the increases in salaries and allowances for civil servants? What the Mwanawasa government eventually did was to suspend payment of the housing allowances in a bid to reverse the effects on the budget after threats from donors to withdraw support. As a result, the collective agreement was not owned. In addition increasing salaries will result in huge government expenditure which may lead to inflation. Dont get me wrong, i am not a hater but a civil servant who is interested in progressive policies, not unnecessary expenditure whose revenue source is not known. what i can foresee is that government may start printing more money

When the PF Government came into power they increased mineral royalty tax from 3% to 6%. Now, thats a substantial amount to sustain the salary increments.

Even if royalty taxes were increased Bob, there are a lot of national priorities that the government should have considered. Look at the roads in Zambia, the airport, lack of medical equipment in hospitals to mention but a few, could they have not considered such? In Zambia people are still using old infrastructure left by UNIP.

BUT, has the government suddenly discovered other sources of revenue to cater for these salary increments? or the current Government revenues are expected to cover these increments? If so it means almost double the civil service salary expenditure while Revenue remains the same, and so?

The government wont be able to get more taxes from the increased salaries as the tax threshold for salaries was increased since January this year which saw a slight increase in the civil servants take home pay. I benefited from this and yet to benefit from the new increments. The question is what about programs to fight poverty? We are having meals everyday while other Zambians have nothing. More money in people’s pockets should benefit all Zambians not a few working class

So previous govts have been surpassed?.K.K used to tell them to tighten there belts.chiluba it was new culture of doing things.LMP freezed there pay rises due to Hipic whilst R.B gave them a slight increase.With this trend it happened that workers in the private sector were earning more than those in Govt.Now it will be the opposite.So whats the Ministry of labour doing about employees in the private sector who are still earning below the minimum wage?and whats the country’s poverty datum line at present? will Govt still maintain inflation?.

You forget that the minute the pay increase is effected all goods and services will increase by 500%! Why the delay in paying the same increments yet the financial year has already been entered? What was the budget allocation again? Now match it with the salary increase multiply by the number of civil servants affected tell me it matches and there is a surplus.

A pessimist is one who sees a ship he is in sinking and tells himself “We are sinking” without doing anything! There must surely be some motivation in the economy when these salaries increase. Lets balance out consumption with production – and let’s yearn for good living through honesty – that way we will strive to PRODUCE and earn our keep in a positive way – both civil servants (Superior service delivery) and the tangible goods’ producers themselves (sustain the local prices by selling more outside of your borders)… that is how I know progressive economies work.

@ 14 Concerned Woman, money in Zambia has, is and will never be a problem. The problem from independence has been stealing, mismanagement, corruption and indiscipline. With any level minded Govt which can combat at least one of these, can perform wonders, competitive salaries and conditions inclusive. And this is what PF has been trying to do though culture and attitudes of most Zambians is pathetic such that they even support stealing as normal life. Sata has made a lot of savings, no local and outside trips, no disturbances of work (less strikes, no rallies, foreign presidential visits), corruption fight, his kids not stripping GRZ resources. Introduction of more sources of revenue and more to come. Zambaia has got the finest labour such taht even failures like Herve Renard make it.
These dull economisst abashing the increase on the ground of inflation may go hung. Where did they do economics, is it not that when an economy is growing, inflation also increase there by putting the country income(GDP) at a higher level and stability. In the long run what you observe is higher income (GDP) hence a country’s development. I just say thank you to PF and Sata…..this is really great.

Yes indeed, though ideally they are supposed to be catered for in the defence budget, but as soon as you see civil servants getting a pay rise, automatically the men in uniform also get affected.

Hey pipo! wat is this confusion about salary increments. some say its 15% & others say 200%. Who is telling the truth. Remember , the last increment for civil servants benefited the ministry of health workers more than others .Am appealing to govt & unions to work towards a uniform increment % as opposed to the selective increments by pf govt. I think I should change & study nursing .I will not beliv the 200% til I see.

This is a good news for all the civil servants, but this government should try to stabilize the prices of transport, Meals and also land. If this is not done, then the salary rise will be for nothing..Well done government.
