Barotse defence force appeals for unconditional release of all ‘Barotse’ citizens and appology from KK

His Excellency, Mr. Michael Chilufya Sata,
President of the Republic of Zambia.

We are appealing for a peacefully solution to the Kingdom of Barotseland conflict where it stated “that a negotiated settlement is not only cost-effective, but also stands the best chance of bringing about restorative justice and hence, a durable resolution of the Barotseland dispute.” Another fact that in October 1964, then Zambian Prime Minister Kenneth Kaunda and His Royal Highness Litunga (i.e. King) of Barotseland, Sir Mwanawina Lewanika, signed an agreement incorporating the autonomous Barotseland Kingdom into Zambia which later on was abrogated in 1969 by Kenneth Kaunda without the consent of His Royal Highness Litunga (i.e. King) Sir Mwanawina Lewanika and Citizens of Barotseland.

The human rights violations committed by the Zambian Government on Barotseland soil which included “mass arbitrary arrests and detentions, summary executions, torture, enforced disappearances and prolonged detention without trial”. The Barotseland Nationals are kidnapped, intimidated, tortured, denied food and water for several days and are taken round to almost every part of Zambia while in handcuffs, the use of force by the Zambian Security Wings as a means of achieving their objectives, violence and intimidation in Barotseland will not produce non resolving problems and cause total mess. The Zambian Government have developed a vicious circle of Killing, intimidation etc in and out Barotseland, we therefore ask all beloved Barotseland Nationals to be aware and open your eyes us war now is looming in Barotseland for Barotseland self determination.

Observing with keen interest of the way the current Zambian political leadership is handling the Barotseland issue through kidnapping, languishing, torturing, killing, hatred, violence and intimidation this is not the way to peace, the only way to resolve the dispute is only the road map for total independence of Barotseland shall be discussed, since the 1964 Barotseland Agreement cannot be discussed at this moment as it does not exist being abrogated by the Zambian Government in 1969.

We are convinced that Barotse dispute can be peacefully settled through a UN organized and supervised dialogue and referendum if the Zambian political leadership really wants to settle the dispute permanently

We demand for the stop and release of all the Barotse Nationals Activists arrested and an apology from the former first Zambian President Dr. Kenneth Kunda for abrogated 1964 Barotseland Agreement in 1969 and the currently Zambian President, Mr. M His Excellency, Mr. Michael Chilufya Sata, for kidnapping, languishing, torturing, Killing, hatred and intimidation of Barotse Nationals.

We humbly and firmly demand for full response, failure of which will compel us to no peacefully mean but war between Zambia and the Barotse Defence Force (BDF) of the Kingdom of Barotseland.

      It will apply all means possible for continued peace and sustainable development not only in western province but for the whole country.

The best is to sit them and discuss the issue once and for all. And we can not afford to divide this nation. We are living as one already all what is needed is to ask big people to sort this through dialogue.

  7. Sata must arrange for a meeting with the BRE to bring this self-created problem by himself and PF to the end. You promised them what you could not deliver and now they are demanding for their pound of flesh. Own up and apologise to them and chart a new course of action. We need the whole Zambia to be united. Its a pity the PF and Sata have brought these divisions in Zambia by reminding everyone about their ethnic backgrounds. Sata’s cabinet and other government appointments tell a very big story about where Zambia is headed. In two years of Sata and the PF the country has been so divided. God help us kick out these id.iots from government. Sata and his goons do not deserve to rule this country.

    • Questionner, this problem was their even when RB was in power, remember the shooting of people in Mongu? You need a pragmatic approach to complicated ethnic issues like the Barotseland session. LAZ and other legal bodies reviewed the BA of 1964 and guided both the GRZ and the BRE that this agreement is over-taken by time as it was abrogated in 1964. The BRE is not part of the separatist movement in western province. Further, the complication becomes interesting when you bring in the interests of other tribes like the Nkoyas and Mbundas. The Lozi tribe comprises of 24 sub-groupings who consider the Nkoyas and Mbundas to be subordinate to themselves.
      How then, can the Lozis demand for independence as historically they came from Makololo and defeated the other 2 tribe who were already in…

    • Iwe Mundia shut up! I am Mbunda from Mwene Kandala in Mongu. My people arrived from Angola in 1795. They were given refugee status and allowed to settle in the Luyana Kingdom by Litunga Santulu. The earliest people to settle in Barotseland were the Makwengo and Mambukushu i.e. Bushmen. Unlike other Bushmen in Southern Africa these people are now settled and Lozilised. After the Bushmen the next to come were the Subiya and the Totela……they are also fully detribalised or Lozilised. The next to come were the Luyana. Later comers like the Luvale, Luchazi etc occupy the northern fringes of Barotseland. Then you had the Kololo invasion. Later on you had new arrivals from Matebeleland like the Kalanga groups of MaHumbe and Manazwa.

PF condemned MMD over the same issue and promised to settle the issue once for all when voted for. now PF is in power and have not sort any solution to it. worse more non of the PF campaign promises have been fulfilled.   18. Can someone please explain to me how it is that that the Barotse’s claim such a large extent of land? To the best of my knowledge, for example Chief Nkana isn’t even aware that he is subservient to the Litunga. What is the basis for the claim? We all know that the Barotse “kingdom” did not conquer any of their so called subjects and these didn’t even pay tribute to the Litunga as was customary amongst the conquered in those days. Correct me but I believe the whole document was drafted by a crafty Cecil Rhodes and his ilk to prevent the Belgians and Portuguese from laying claim to the rich mineral areas. In any case how is it that the King lives on a semi desert where hardly anything grows whilst his “subjugated” people live in lush rich lands?

    • Ubufi! Barotseland Agreement only covers Barotseland as it was at the signing of the Barotse Agreement in 1964. This is the same territory Kaunda renamed as Western Province in 1969 when he abrogated the Agreement. You can be against the Agreement but please don’t tell lies.

And the claims by the Litunga that Lambas were his subjects were all fraudulent and most likely necessitated by Litunga’s poor communication that worked to the advantage of the colonist.     • Iwe stop the lies Barotseland was and is only confined to Western Province. Western Province used to be called Barotseland until the name was changed to Western Province in 1969 when Kaunda abrogated the Agreement. The Barotse National Council of January 2012 also made this fact very clear. The UN, AU, SADC including the PF government are all aware of this fact. The resolutions were also publicised to the Zambian public. So lets desist from cooking up falsehoods!

There’s no way this issue will be solved, Zambian Government is not stupid that they will surrender 3/4 of the Land to Baroste land kingdom, if you look at the map of Barotse land you will find that it acquirers the most productive Land of the Country, its starts with Western, Northwestern and a bit of Copper belt, if they surrendered this land to them, that will be the end of Zambia. So people should think twice before u even start to entertain such an idea.

  45. The biggest nosense to all this saga is that Barotseland is purely on tribal boundaries rather than strategy and governance boundaries. How do you decide who among Zambians belongs to Barotseland? Does a Tonga born in that region qualify? Does a Lozi born in Mansa qualify. Do all of the children through the intermarriages to Lozis qualify? If the answer is Yes then Barotseland belongs to all Zambians and anyone advocating for violence is doing it against all of us. We are one and we should remain one.

I have a copy of the Barotse Agreement signed by KK and others and nothing seem to indicate any expiry dates of Lozi people reclaiming their kingdom.   48. Need not worry this thing is always cyclic and has a tendancy to rear its head each its movers feel aggrieved. The group behind this are most likely a group of Lozis who in many cases held influential positions in previous govts and now out of jobs and frustrated. Early on inthe reign of the MMD Aka and others split from Chiluba’s MMD and consequently lost ministerial positions and attendant benefits. It wasn’t long before Aka joined other Lozis, most who happily had good jobs in Kaundas UNIP, and started stirring the Barotse issue, shadowy groups like Barotse Patriotic Front came into being. FTJ did his 2 terms and left. Enter Mwanawasa, a tribal cousin to the Lozis. He appoints those sidelined in the previous regime to jobs an his govt and shortly after the barotse thing went quiet.

    • In 2008 Mwanawasa dies and Rupiah Banda comes in. Among those that seperate from the government are Clement W. Sinyinda, who would later be chosen prime minister of barotseland. Sinyinda and other again sidelined by the RB govt ,as RB packed ba kumawa in his govt, started the rumbles of the Barotse question. This led to the formation of new shadowy groups like Linyungadambo. Conditions in WP were such youth unemployment was high and these excluded elites preyed on this and started using young people to advance their cause. If somehow they were to be given govt positions they will abandon the cause. Look at what happened when Mutangelwa was given that Ambassordorship to Angola, he quickly abandonned anything to do with the Barotse issue and happily took up the appointment.

    • It’s over, l see sense in what you have written. Lozis enjoy the same equal opportunities as any other Zambian, in this Unitary state of Zambia. And one just has to look at the under development in all of Zambia, except the Copperbelt and Lusaka to see what the whole of Zambia is going through. It is not just about the Lozis. The writer clearly has some unfinished business with the examinations council. I love Lozis and once had a nice tall Lozi girlfriend, pity it didn’t work out. Barotseland existed as an autonomous nation within the boundaries of then Northern Rhodesia. The idea of the BA 64 was not only to grant Zambia the statehood, but also an attempt at creating a single nation, hence the infamous slogan “One Zambia One Nation.” However, this was illusive, because mere rhetoric does not create a nation. This is not to negate the difficulties associated with creating a nation. Rather, I allude to the fact that only mere lip service was paid to the idea. Zambia is yet to be a nation. The sad thing in all this, for or against, is that no body reflects on past history and recent history, just look at the break up of Yugoslavia, Eriteria, South Sudan an endless least, the sad thing is people die. Me or the General! The General and his supporters. I ve always argued that the BA will not help Western Province in anyway.its a dead issue. Besides Barotse going by the old bounderies is the most developed region in Zambia. The issue is how do we develop Western Province! We all know some of the factors that have made Western Province not to be developed! What’s your interest in reviving the BA?

The reason the General has copied his letter to the UN, AU etc.. is because he is appealing for dialogue which the Zambian government is intimidated to accept. Arresting people, caging them as you suggest and calling them animals has never been known to provide a solution to a conflict of this nature. The only thing he wants is secession of Western Province; either thru peaceful means or thru war! How do u sit down with a character who has already made up his mind? I ve gone thru literature and I ve not come across the Mandela formula that was used to break up a state. From your reaction, am beginning to think u might be the General.     • Dear Lozis Against The Barotseland Agreement , you seem not to understand the problem at issue. The state you are referring to was constituted by two nations through the BA 64. This would be somewhat akin to two oxen that are yoked together or a man and a woman who are joined together in matrimony. In the case of the oxen, should the yoke break, then there will be nothing left to hold them together. The same holds for a marriage when it is annulled. In 1969 Kaunda disassembled the yoke (BA 64) that held the two nations together. Ironically, it is the Zambian government that has adamantly refused to sit down with the BRE to discuss the way forward. Meanwhile, if you are familiar with the underdevelopment there, Barotseland has continued to be treated as though it doesn’t exist.

    • Dear Lozis Against The Barotseland Agreement, You do recognize, I suppose, that a state is a legal entity. That’s why it can sue and can be sued. A nation is not a legal entity. When Kaunda annulled the BA 64 in 1964, Barotseland became a stateless nation. Tell me: What options has Barotseland got if not to seek statehood? Under the BA 64, the duty to create a single nation out of the two that were joined lay in the hands of the nationalists. And there is no question that they understood this prerogative, because they even came up with a slogan: “One Zambia One Nation.” The idea behind that slogan was to brainwash people into believing that Zambia was a single nation. However mere words don’t create a nation. King Lewanika created a nation. Zambia’s nationalist have failed.

  80. What violent and brutal words! I am surprised, because I see Barotse claim as real and deserving attention. Barotseland is a separate kingdom and had its historical ground for continuing the march of the nation into a better future under His Majesty the Litunga!
