Prisons Care and Counseling Association (PRISCCA) Executive Director, Godfrey Malembeka, says DEC should not only concentrate on arresting people engaging in drug trafficking abuse and throwing them into prison but also focus educating the public on the dangers of engaging is such vices.
Mr. Malembeka notes that most of the funds given to the DEC by government and other donors are pumped into buying vehicles and other ventures used to arrest people instead of sensitization campaigns.
He says there is need for the Commission to urgently re-visit their education campaign policy and embark on a number of projects aimed at educating people on the dangers of drug trafficking.
Mr. Malembeka says arresting and filling prisons with people convicted on drug related offences is not the solution to stop them from engaging in such vices but that the answer lies in educating them and making them understand the effects of drug trafficking and abuse.
Tell ’em, Godfrey! Drug abuse is a health problem, not a criminal one.
Does DEC have a drug rehab program?
@NP, I am not sure about now but sometime back they did. The problem is that they concentrate so much on arresting and framing people leaving no time to promote the rehab program. Ideally, they should include alcohol abuse in their programs as I think this is the bigger problem in Zambia than abuse of recreational drugs.

WELL NOTED, ONLY IF THESE DULL & CORRUPT D.E.C THUGS WOULD THINK THAT WAY. THEY DON’T EVEN UNDERSTAND THAT PREVENTION IS MUCH BETTER THAN CURE.
Not necessarily dull but very corrupt and unprofessional. They are very good at helping politicians settle scores with any perceived enemies.

Well said yaya ba Malembeka. The problem we have is that we look for problems and not sealing the source of that problem. If they invest in educating people on the consequences then people will avoid in engaging themselves in drug trafficking. My question is; how much do they recover from would be offenders and how much is brought to court as part of evidence? Much of it end up at personal use if not sell it and abuse it.

A nephew (16yrs) got addicted and together with the High School he was attending at the time requested DEC to assist. No concrete programme was prepared.
