Luapula Province Permanent Secretary Chanda Kasolo has issued an instruction on a dress code for civil servants in the province.

Mr Kasolo in a circular addressed to all District Commissioners and heads of government departments in the province stated that he had observed with displeasure that some of government employees in the province had a tendency of wearing inappropriate attires for the kind of work they do.

He said to some extent some government employees come to offices dressed in tights and sports attire which were inappropriate.He declared that with immediate effect all government employees should dress appropriately in accordance with the work they do.

Mr Chanda explained that from Monday to Thursday, he expected officers to be dressed accordingly with men clad in suits with ties, and ladies in suits or smart Chitenge outfits.

The Permanent Secretary added that on Fridays, officers should wear smart casual or any other attire that will help them perform in their important government duties.

He instructed the District Commissioners and heads of government departments to ensure that they brought the contents of his instruction to the attention of all the staff under their charge.

    • Mr Update, iwe mwaiche listen and learn from old skool who have been through Kaunda, FTJ, Mwanawasa, RB, now MCS. LPM had brought back accountability, sanity and almost managed to eradicate corruption mu Boma. The corrupt individuals mu boma, eg Ministry of Lands (Sopani), corrupt cops Lusaka (mwewa) and Lstone (Mweene) were sacked. Some fake govt suppliers, whose names I shall not disclose had disappeared and only reappeared after LPM passed on. Enjoy the (titanic) PF as you sail through with your blind loyalty. Do worry, we shall ensure everybody is rescued from the titanic (PF) as the wrath of the law awaits on dry land. Enjoy the titanic while it lasts……2 down and 3 to go. UNIP ruled with an iron hand for 27 years,where is it now? What ever goes up, comes up. God hears our cries.

  2. This is a very f.oolish order,Kasolo if you want them to look smart buy them those suits and ties.Those people are too poor to afford decent cloths.Stop abusing poor people you Satana’s clan please,enough is enough.

    • Very dull, do you all servant servant participant in those events, those that participate represent less than 1 % of civil service…

      i agree with the principal that civil servants should be in formal dress, a tie all the time except certain category of civil servant such as factory inspectors etc but asking workers to be in suits is too much given the prices of suits, unless he is saying the govt will buy them suits at least 5 suits biannually. Mind you suits require laundry, not hand wash

  3. Is he going to provide the suits? Come to Europe ewe fontini,clothing does not really matter unless for bankers but its not a requirement.What matters is output! Unless you mean to say the come in beach clothing.Thats a village & suits are a waste of resources.

  4. Spot on! Although not necessarily suits. Some of them dress as if they are going to a cassava field. Once i saw a teacher going to work dressed in a t-shirt on it a big image of Rambo, a pair of faded jeans and sandals.

  5. Don’t just issue orders ati wear suits from Monday to Thursday! How much do you pay these guys to afford your suits? Or are you going to provide the suits? And those talking about suits given during marching, does the entire civil service go for marching? Munzikalako na nzelu bamambala imwe. You PSs and ministers dont pay for anything so dont take people for granted

  6. A hard working person has little time to look smart in a suit. What is required is decent dress as per the prevailing dress code. You don’t change policies arbitrary through dictation. Zambia is a democratic country and learn to follow procedures as leaders.

  11. I THINK THE PS SHOULD ENCOURAGE SMART AND DECENT DRESSING. NOT NECESSARILY SUITS. SOME OLD SUITS ALSO LOOK VERY UNTIDY, FADED AND WRINKLED AS IF THE WEARER IS CARRYING CASSAVA AND VITUMBUWA IS THE POCKETS.

  13. Good move, but give them some suit allowances. Remember that the suits GRZ gives to workers on labour day or any other holiday are just shared by the same people every year. So, those who do not receive, they should given suit allowance.

  14. September is approaching we need to pay school fees, we need to feed, we have acquire several loans. I don’t thing it good to force people to wear suits but let them dress properly and not sports attire

  15. Suits for sale. Napankongole tulapela. On a serious note,it is important to improve the standard of dressing in public service. It is not just the question of money but self respect. At times one wonders if a man or lady dressed in certain inappropriate attire not pleasing to the eyes of the public has come from a decent family home. What are we teaching our children? To come to work in leggings,tights,saging trousers exposing our wornout boxers,chest exposing T-shirts, wornout jeans? Where are the morals?

  17. Its a smart move, infact these days we have cost affordable suits from further east. Dress conveys a lot about someone. It sends signals on first impression and plays a part on someone’s attitude.

  18. Lets face facts here. The major culprits of indecent exposure are some women, boys and girls whose influential relatives organised jobs for them in those offices. If they went through proper training they should know the proper dress code for their respective positions. What is important is appropriate dress not necessarily suits. Suits are for formal functions like weddings, church service(preaching), conferences, high level consultative meetings etc and also for the cold season. A suit in a busy office or classroom is misplaced and could promote laziness.

    • Most of you disgruntled lot need serious introspection. The article is very clear people need to dress properly in offices. I work for an OMC and remember our MD at one time declaring that we will all dress smart from Monday to Thursday and then smart casual on Friday.
      This is a very reasonable directive and all better comply.
      Opposing everything just for the hake of it! FYOLA!

  22. I wouldn’t have contributed over this directive. It’s not just a question of directive but moral issue. The problem is ladies over do it copying from the western culture where showing off the lower body is ok and showing breasts is a crime. In today’s advance in technology one may associate with the global change in every culture but this does not mean those working in offices with men dressing to expose underwears or nipples are aware of the destruction they cause. Recently we had a medical student who was dressing as if she on a night out in Baker Street London. I colleague of mine stated the jobs that we do define how we might present ourselves in the eyes of the public and refused to take this student during ward rounds and contacted the link tutor and she made to dress properly

    • Sounds like you would like women to dress in burkhas like in Afghanistan – jeez some guys seem not to be able to think just because they see a bit of leg or a nipple! How sad and pathetic!

  23. PS shud have considered weathr patterns in his province.hot,sunny,floody,windy and dusty for most of the year.until they all start driving,gumboots,overolls or dusty coats would probably be the ideal as long as one performs.

  24. i fully second it. infact it should be yellow suits for luapula, green for southern, white for lsk, meroon for CB, blaweni for eastern, orange for western and black for NWP. on a serious note senior C/Servants just have to look presentable . i found one whom i mistook for a malnourished destitute.

It is a pity Chanda wants to judge people according to their dressing. Dressing in suits does not affect the work of the person and it should be of the least worries. Indeed the PS has lost it and he should be condemned for his arrogance utterances. Such attitudes discourage many young people in the diaspora to go back and work for the govt at home because they will dictate how your hair should be and what you should wear. Soon these thugs will introduce uniforms for every ministry for easy identification!

    Honestly what is wrong with this calling? I know one clinical officer in Kalabo who wears gumboots (everytime I travel there!)..and I mean like always! Does a clinical officer need to wear gumboots or are you saying that’s appropriate? C’mon now a clinic is not an abbatoir!

    • @ xfactor you must be dull, it makes sense wearing Wellington boots in sandy place. Most these civil servants can not afford decent meals let alone lunch because the money they get is not enough. If they can not afford decent meals put it simply a thing like suit will be a luxury.

Electricity tarifs yalenina, tuition fees atishani, akamwana ku nussery, ubunga umutengo pamulu, transport nayo bwafya, nati ndabeko umunani, elo nga sugar na salt then bambi ma rented house elo na umwana apela imfumo alifye mu grade nine, nakwisa naba ku holiday iye list tayapwe. Anyway kuipompafye nabalanda kale ati ama suit. Som1 has mentioned tuma cheap 100pin chinese suits.

  32. I will never wear a tie and jacket cos for me they symbolise the colonialist. We got political independence from him but his ideas hang on to colonise our minds. By enforcing such stoopid dress codes the gvt just wants to continue with imperialist brainwashing. I always wear the Mandela shirt, the Kaunda suits, the bu bus and anything that will demonstrate my mental emancipation.

  33. A SUIT NEEDS TO BE DRY CLEANED AFTER BEING WORN…… ARE THERE ANY DRY CLEANING FACILITIES IN LUAPULA PROVINCE THAT CAN HANDLE THE JOB????
