ACC arrests five Chipata police officers

The Anti-Corruption Commission (ACC) has arrested five police officers based at Chipata Central Police Station in Eastern Province for corrupt practices today.

The arrested officers have been identified as Felix Chalamba, aged 39, Cletus Lungu, aged 34, Malumo Sitwala, aged 40, Abigail Samatunga, aged 25 and Exildah Kabanda, aged 34, all of Chipata district.

In a press release to ZANIS in Lusaka today, ACC Public Relations Manager, Timothy Moono, said Chalamba, Lungu and Sitwala, have been charged with two counts.

In the first count, Chalamba, Lungu and Sitwala on September 13, 2013, being police officers in the Zambia Police Service Traffic Section, jointly and whilst acting together corruptly solicited for K180 cash gratification from Samuel Phiri.

Mr Moono explained that Chalamba, Lungu and Sitwala actually received K60 as an inducement for themselves in order to release a motor vehicle driven by Phiri which they had impounded for overloading contrary to Section 19(1) as read with Section 41 of the Anti-Corruption Act No. 3 of 2012.

He said in the second count, all the five officers have been charged with being in possession of property suspected of being proceeds of crime contrary to Section 71 (1) of the Forfeiture of Proceeds of Crime Act No: 19 of 2010.

The details are that Chalamba, Lungu, Sitwala, Samatunga and Kabanda on September 13, 2013 being police officers in the Zambia Police Service Traffic Section, jointly and whilst acting together were found in possession of K3,000.00 cash reasonably suspected to be proceeds of crime.

Mr Moono said the five police officers have been released on bond and will appear in court soon.

Meanwhile, Eastern Province Minister, Malozo Sichone, last Friday, found five Police Officers who were manning a roadblock with more than K3000.00 cash which was un-receipted.

And the ACC wrote to the Zambian Police Service to indicate that investigations have been instituted against the officers and that administrative action should be taken.

However the ACC is surprised that so far no action has been taken on the officers involved.

  1. Can we report more police officers. Actually, the even fixed cases, cheat in court to support convictions. Go to those issuing driving license. WORSE LIKE those we known.
    if someone stole salt received 5 years, these police officers should receive 25 years each, since corruption in police in a cancer

  2. It is such a pity that police service does not police itself. There are no “under-cover” cops to ensure that men and women on duty are doing the proper thing. Self monitoring is the police service would clean up itself. But alas, cops are partners in crime! They will not act the case involves another cop! Cops are no longer Law-enforcers, nor are they role models any more. To correct it, the service will need a dictator for IG; highly skilled in organization and well set for discipline and morals!

  3. @ Enka, lets give merit were it is due, its the minister who reported the issue to acc and police comand. its our responsibility to report such acts by the police to acc and not only pf. most of the trafic officers ar currupt bt i hv never givn thm money without a receipt. lets do jst tht.

  4. That is not suprising. Go to Solwezi its worse . I once travelled with a collora from ktw to mumfumbwe and i was arrested that the car pirates and yet i was alone and it was the first time for me to use that car to Solwezi. I had to part away with K100 to the uncomroming lady. In Solwezi any collola is considered a taxi and they impound even when de driver is alone

  5. Advice to ACC, corruption will not be fought from lusaka we need there presence in every district. How we can fight corruption
    1. Form ACC reps in all work areas.
    2. Institute first track court who will met out purnishment say communite service for petty crimes. Let offenders clean piblic toliet, collect and sweep streets
    3. Introduce ACC web site were people can interact put comments and post articles.

    Traffic police officers are given targets by their bosses that is why they develop cold feet when their juniors are busted.

Especially those attached to Rastsa,here in luanshya its hell,look at those two unqualified police officers,one does not even know how to drive a vehicle,no practicing authority but hes given responsibilities to test drivers,what a risk,drivers have to go to his house in police camp to induce bribes prior to date of tests,its not that we hate him,this is the reality!Main culprits are division traffic officers for luapula,Northern and CB provinces and their T.officers,they give junior financial targets meant for their pockets,l don’t blame those found wanting.Police Officers at luanshya Ratsa are paymasters for a DTO now in luapula province,hes highly corrupt to the core!
