VICE President Guy Scott has told Parliament that the Anti Corruption Commission (ACC) is investigating the alleged illegality surround the Digital Terrestrial Migration (DTM) tender procedure.
Dr Scott said this when United Party for National Development (UPND) Mazabuka Central Member of Parliament Garry Nkombo asked why the ACC had not commenced with investigations over the alleged fraud in the awarding of the tender for the DTM.
This was during the Vice President’s question and answer session. Mr Nkombo wondered whether the non-commencement of the investigations was part of the Presidential order that no Government senior officers should be investigated without his permission.
“I understand the matter in question is before the ACC, but I don’t have the information on how far it has gone. I will provide the answer to the MP in due course once I am furnished with the details,” Dr Scott said.
He said the cancellation of the tender would not affect Zambia’s attainment of the deadline to switch to DTM by 2015.
Information and Broadcasting Services Permanent Secretary Emmanuel Mwamba last week announced the cancellation of the DTM tender, following advice from the Zambia Public Procurement Authority (ZPPA).

Confusion!
I recall during the Agricultural and Commercial Show we were shown a ZTE decoder as the sole suitable one for decoding the Digital Terrestrial Signal. Now I bought the over advertised 3G Zamtel ZTE dongle. Oh no, what a waste. It is actually a 2G dongle and very slow. If it was the same company that was contracted for DTM, then we would have been seriously let down.
If Malipenga indeed “chewed” he definitely did so with the blessing of some big fish within the system. Otherwise, he would not have been bold enough to do it alone.
PF CAMPAIGNING IN MANSA
Dr. Scott was speaking in Mansa District when he officially launched construction of Mansa township roads under the Pave Zambia 2000 Road Projects.
The vice president later proceeded to address a rally at Mushinka grounds in Mansa Central constituency in what seemed to be a preparation for a by-election which is imminent in the area following the death of the area Member of Parliament Kennedy Sakeni.
And speaking at radio program at Kfm, Dr. Scott also disclosed that the PF would prefer to field a candidate who is a resident of Mansa and popular among the people and in the party when the by-election comes forth in the area.
Dr. Scott is in Mansa yesterday and he is accompanied by Lands and Natural Resources Minister Harry Kalaba, Home Affairs Deputy Labour Minister Ronald Chitotela, Deputy Home Affairs Minister Nickson Chilangwa, Deputy Minister of Chiefs and Traditional Affairs Susan Kawandami and former Minister of Defense Davies Mwila.
He is also scheduled to address a number of rallies in the area.
Why all those chaps with him? It would be interesting to know if all those chaps were on additional allowances while performing duties they are paid for. I fail to understand why they claim all those allowances, even the meals they claim for can be catered for from their massive salaries which they draw without shame.
