President Sata canes Guy Scott, cancels QFM, Phoenix nationwide licences and revokes S.I that lifted 10% export duty

President Michael Chilufya has castigated Vice President Dr. Guy Scott for issuing a statement through his Deputy Minister in South Africa glorifying the purchase of second hand vehicles.

Dr. Scott recently in abstentia officiated at the opening of Be Forward Zambia Offices, a Japanese used car exporter.

President Sata wondered whether it is right for the vice president to praise the importation of secondhand vehicles 49 years after the country’s independence.

And President Sata directed Permanent Secretary Emmanuel Mwamba to revoke nationwide licenses issued to privately owned commercial radio stations

President Sata singled out Radio Phoenix which he said is keenly used by the opposition and especially that it has sold some of its shareholding to a foreign entity.Privately owned commercial radio stations were recently given the leeway to broadcast countrywide.

He said government can only issue licenses to broadcast nationwide to missionary stations.

President Michael Sata expressed concern over the impact that such issuance of national coverage licenses to private owned commercial radio stations will have on the country’s integrity.

Speaking shortly before chairing a cabinet meeting at State House this morning, President Sata said the issuance of nationwide licenses to Radio Qfm and Radio Phoenix by the Independent Broadcasting Authority (IBA) may have been done without proper consultation.

The Head of State explained that the reason the national broadcasting license has been left only to ZNBC alone has been to protect the integrity of the state from possible careless statements that may come from political leaders with ill intentions.

And speaking to the press after the pre cabinet meeting, Mr. Mwamba said that the IBA will convene an urgent Licensing Committee Meeting to urgently resolve the concerns raised by the President.

He said the issuance of nationwide licence that might be affected will be Radio Phoenix and QFM.

Mr. Mwamba recently announced that government had issued nationwide licences to Q FM, Radio Phoenix and Christian Voice and Catholic TV.

President Sata this morning also blamed ZRA officials for misleading Minister of Finance Alexander Chikwanda over the issuance of a statutory instrument that lifted 10% export duty and allowed export of copper concentrates.

The President made a directive at State House this morning to Zambia Revenue Authority (ZRA) Commissioner General Berlin Msiska to immediately start the preparations of the revocation of the SI.

President Sata urged young people not to erode the gains and sacrifices made by miners and freedom fighters.

    • Does he understand why copper concentrate is being exported? The fact is now that will be stockpiled and no jobs created… and no revenue for government. The reason why more smelter capacity can not be built is Zambia has not got enough power..

    • If Sata revokes the broadcasting licences, he is actually giving the opposition sharp teeth to bite with, because the opposition will capitalise on such careless moves and promise the people to bring back country wide broadcasting licences. Such actions will only paralyse PF’s support base. The man has lost it completely. What he forgets is there were not many private stations when Kaunda was booted out of power.

      If he thinks the projects he is rolling out country wide will help him win votes 2016 then he is hugely mistaken. People ‘s voting is determined by their standard of living , cost of living and unrestricted rights and freedoms. It is these tree social parameters that are vital in determining the electoral victory of any party. Unfortunately PF is losing on these parameters.

    • @TheEngineer , You shud check yo facts. People in the Smelter industry are saying they have enuf capacity to smelt the concentrates. The issue is about exporting the concentrates at a cheaper price and smelt it outside the country by the company within the syndicate and get away with other Minerals in the Concentrates.
      So I think the big F.OOL here is you coz on this one Sata is Right to revoke SI 89

    • Sata is right. We need to create jobs in Zambia from our copper . Not in South Africa. 49 years of independence we cannot still be exporting soil. It is time mines invested in processing plants. Them tool shall also invest in power generating plants as well. Long live SATA …..we need jobs!!

    • The battle ground for the 2016 general elections will be fought on these three social parameters excluding infrastructur;e
      1. Standard of living.
      2. Cost of living (Price of Ubunga, and price of transport , shortage of
      decent accomodation for government workers).
      3. Rights and freedoms(POA implemention,rule of law, Fair justice, freedom of
      expression)
      It is these three social parameters I believe make political leaders unpopular any where on earth. They were responsible for Banda and KK ‘s fall , not infrastructure. Banda with MMD and KK with UNIP developed infrastructure but that alone did not help them to win the minds and hearts of the poor. If you talk to the poor they care much about living costs…

    • Changing a run down country in Africa is not sissy stuff. It takes a radical person to make far reaching radical descision. Sata is one such perso taking radical descisions that will change this country. It not shouts of hear! hear! hear ! in parliament that will change this country but a president who takes the bull by the horns and makes radical decisions. Sata is the man. GO SATA! GO!

    • Good move Mr President. Some of that ‘soil’ is exported as copper concentrate when infact it contains Gold, cobalt and diamond which is more expensive. Investors are thieves.

    • Sorry that I answer back to this; @Wanzelu, I think the projects are good for us. Imagin the Kitwe-Chingola road when finished! May be on the rights issue you have a point. On broadcasting, what is the practice of the majority countries world over? I am sure even sorrounding countries practice this. Why are they called community stations? @ The fist should also help do research on broadcasting. Others are calling our leader a “Fool.” I for one think that is going to far. On the cost of living, we have a problem in our country. We increase prices of goods even when production cost hasn’t been increased. Just as long as some people have had their salaries increased. We are not considerate. We just look at our pockets. On transport, we charge more than most of our friends in the region

      If you were clever enough you could have done what is called common sense thinking…Zambia had three smelter during ZCCM Luanshya, Mufulira and Nkana. Producing 350,000 tons of copper. Zambia is now producing 800,000 tons of finished copper were is the capacity with only one new smelter i.e Chingola. Nkana and Luanshya are closed so were is your so called “people in the industry are saying” capacity? The problem in Zambia is the are too many people who do not think and just listen to the so called ” people in the industry”

      I give you credit for acknowledging that it is the three social parameters that I mentioned which the majority poor voters consider vital in their lives. And as such they will use these to compare political leaders and regimes. Right now the poor are saying they were better in MMD because the cost of living was cheaper than under PF.
      Talk about infrastructure; is there a time when road construction ever stopped in Zambia? Each successive regime has had a good share of projects under their control. Under levy and Banda, construction projects were executed without rampant borrowing we are currently witnessing under PF.
      Whether he withdraws the broadcasting licences or not majority poor voters will judge Sata on th cost of living,standard of living and rights and freedoms.

      I understand your point ,but I still stand on the points I made about Cost of living, standard of living, rights and freedoms. These social parameters are universal in their ability to change governments. Even here in the west,UK ,Europe and USA they do not vote for leaders on the basis of who can construct more infrastructure,no. They vote for their leaders on basis of who can improve their standard of living, lower their cost of living, and uphold their rights and freedoms.

      I support rampant infrastructure development under PF as long as it will improve the three social parameters and does not leave Zambia with huge debts.Otherwise it is meaningless if people’s three social and economic parameters worsen day by day.

      Again what i call lack of common sense… why would you export concentrate which has less value and have huge transport cost when you can smelt the concentrate if you had capacity and export blister copper which is of higher value?

    • To educate you bit… concentrate is 35% copper content while blister copper is between 80 and 96% copper

    • In case economics is not really your strength, it means its more economical to transport a ton of blister copper than a ton of concentrate from Copperbelt to Durban or Dar

    • Secondly its more expensive to smelt a ton of concentrate in Europe that in Zambia because electricity is much cheaper in Zambia than in Europe so why would one be exporting concentrate if the was capacity in Zambia?

      Like Ukwa lack of school is a serious problem in Zambia… thats why cadres have taken over the country

    • In as much as I don’t like Mwamba and his loud mouth, the main victim from from Sata’s seemingly uncoordinated action is the Freedom of Expression. The revocation of nationwide coverage for QFM and Radio Phoenix is the darkest day for media freedom.

      I would have cherished to listen to HH or Father Bwalya from Mongu or Solwezi on “Let the People talk” or those phone interviews. The sad thing is that Sata boldly tells us the reason for such revocation and we don’t even seem concerned. Instead the main headline is about Mwamba’s firing and not the violation and raping of media freedom

      I repeat: I don’t care for Mwamba and have no use for him, but SATA should have left our Media Freedom!!!!!!

    • In countries with rule of law the cancellation of broadcast is done by a communications commission.In a country like Zed with rule of one man its done by the dictator himself.

    • Why didnt he cancel his 77% plus pay rise Statutory Instrument. Shamenda lied, Chikwanda issued it and Ministry of Finance and ZRA personel who advised were not called for a public dress down. Why? The President was the author of that pay increase; the officials consulted him. He had and has the power to revoke the pay increase SI just like he has done for the 10% mineral export tax ( and I agree with him) and the National broadcasting licences (I do not agree limiting freedom of information). Bottom line is that everything that happens in ZED ultimately has the blessing of the President. He can make and undo. Mr Sata, revoke your henious pay rise.

  2. I strongly agree with Mr Sata and there is need for sanity in many government operations and partly because of poor leadership And incompetent appointments based on political party lines.

    • The SI has been revoked and 10% is now payable. Will they now be allowed to ‘export soil’? Ba Sata what you meant is that there must be penalty for export soil and for this you are right. You did not outrightly ban exporting of soil. Lol!!!

  3. I can imagine the drama at this meeting. So then, does Sata expect his Ministers to work when all he does is castigate them and revoke whatever decisions they have made? He is the monopoly of wisdom in the PF and everyone fears making any pronouncements or decisions lest they are dismissed. That’s why PF is a failed project.

    • Presidential directives and revokes are just in order. When you are up there you give guidelines, determining the route or course of the journey that one as embarked on. Nothing sinister there!!!

    • When is he going to revoke the SI on his outrageous pay rise? I explained that given his tax free status and inflation shield, the raise is above 70% effectively. Mr Sata should not plead that he is an innocent ‘victim’ of this sinful pay rise when from what has transpired in the comments on his pay by Bwinjimfumu’s Mumembe and negative ones on the mineral export tax (and rightly so in this one instance), he has Sole and Absolute power to revoke the pay rise SI. Ba Sata revoke the egregious Pay Rise Statutory Instrument!!

    • He was not misled. The decision was made to allow the mines export the piled up copper concentrates and the Finance Minister should have given a go ahead. Let him just face THE Finance Minister instead of slapping ZRA.

Mr. President, it is not only SI 89 that was issued. There are a number of statutory instruments that were issued or altered while you were resting. Your Excellency you may need to review all of them.

    • During one of the interviews which Radio Phoenix had with Michael Sata in 2011 just before the General Elections,he firmly promised the Radio Station that the only limiting factor to obtain a Nation Wide Radio Licence will be the Financial capacity of the owners of the Radio Stations and that PF once in Government will allow any Radio Station with the due capability to broadcast nation wide.What has now changed Mr President?

The revocation of SI simply means the president and his minister didnt know what they were doing. They gave us a budget which they didnt carefuly analyse themselves.   12. Mr president on the 10% issue and second hand cars I am with you. You observations are correct, but what is missing in this article are the decisions with regards to these two issues. Have you reversed the suspension of 10% tax on the concentrate or what?
    With regards to national wide broad casing Your Excellence it is about time you allowed, this to happen with the private sector. Laws are in place for any one who issues irresponsible statement on any media for that matter.

Is he not the same man who was going round in 2011 promising radio stations (especially Q FM that was following him like a fly on feaces)that he would give them national coverage once voted into govt? That is why I have a problem with Zambian journalists, they don’t get back to the past to challenge politicians about their promises

      In fact I remember the jubilation and triumphant cries the went out of QFM that midnight in September 2011. One would have thought Zambia had just survived a horrendous earthquake.

      I felt a sense of pity go through me listening to the Radio station as it broadcast live following the convoy from Chongwe up Civic Center.

Kaili him one cabinet meeting where he even calls ama camera and reporters to witness his performance, is equivalent to one year’s work. If this man was genuine, there would be no need to have these meetings on camera. This just shows that even he does not believe in what he is doing. This is what we call ‘damage control’.       The Kabimba-GBM ‘intulubundi’ is far from being over. On the surface there seem to be harmony. Yesterday the media wants us to believe that the GBM Camp are happy with Kabimba, What about the petitions? The Tribal remarks? the arrogance? It explains why the countries that have made strides in Africa e.g Libya during Gadafi, Rwanda, Egypt before the distaster. had a kind of benovelent leadership..   23. last time i checked, new zealand is not a third world country and i suspect has been independent longer than zambia. the time i lived there, just 6 years ago, there were no car manufacturers……. nearly all the garages have japanese cars; new, used, reconditioned you name it….. and very cheap!

    1.) In America there is a law that prevents a single broadcaster from broadcasting to more than two thirds of the country. The export of copper concentrate is done to evade taxes i.e. the value of the concentrate is very small compared to the final processed copper cathodes so the cencentrates are exported to and processed in DRC where the tax authority is almost not existant and sold as a product of ZRA thus Zed gets almost nothing from the copper sale

  30. This country is under serious trouble in the hands of PF and Micheal Sata. With way this are going we need a President that will respect the rights of the people and has the country at heart. Two people are likely going to take over from PF. NAREP and Chipimo Elias or UPND and HH. HH though seems to be too bitter for some reason, he can only make it if he decides to slow down and behaves mature. Elias Chipimo and NAREP, very intelligent Man but lucks community presence. He too can only make it if he decides to reach the grassroots now and explain the NAREP vision to the people in the language the people will understand and not the oxford English of his. We in fact had 4 Smelters, and it’s the work of these *****s called MMD who allowed the destruction of the Smelters, especially our former Luanshya Smelter. These guys running the Mines have the capacity to rebuild these Smelters, they can re capitalize these plants. What the President has done is a wonderful and logical thing to do. I know MR Engineer you can not understand unless you once worked in the Mines. What we mine is not only copper, there other minerals, so allowing the concentrate to go out is shooting our selves. Do you know how many young men would be employed in just one Smelter running 24hrs?.

The brief facts I know are that there are three smelters in Zambia run by KCM, MOPANI and CHAMBESHI. These three smelters are inadequate to process all the ore based on composition of the ore. The ores produced by some mines is not suitable for the smelters. Further, the limited capacity is based on the increased volumes being produced in Zambia. The SI was issued in the wake of huge stock piles of ore that can’t be processed which is robbing GRZ of mineral royalty and mining tax.   43. Thanks HE MC Sata on 10% on concentrate exports. If they want to export concentrates let them pay the 10%. In these concentrates they will hide a lot of valuable slurry from smelters. Slurry is full of precious metals like Gold, silver etc. That was a mistake by ZRA! Those who know anythin ecport g about copper processing will outright reject that move. Indeed letting soil just go like that is a great misnormal. That is what you may call the small print which hides tricks. You can’t allow exporting concentrates that cheapily! This was a great way of milking a country in broad day light. I wish that one day anyone who wants zambian copper comes to buy it from within Zambia. What is waking up?

We have a lot of smelters which can process these concentrates within Zambia. We have a very big smelter in Kitwe called Chambishi Copper Smelter which is still under expansion. We also have a smelter at Mopani-Mufulira and KCM-Chingola. All these smelters can smelt these concentrates. Why should we keep on exporting to other countries and create employments in other countries? Why can’t we wool those investers to come and build smelters here in Zambia? FQM is bulding a smelter, why can’t they wait and smelt it later? If not why can’t they pack and go somewhere else and leave our soil to us? Remember, these are the same crooks whole were chased away from DR Congo.

  48. The president is right there is no need to export the copper concentrate. The ZRA officer can not advise correctly the Finance Minister on issues which have to do with Mining and Processing. We have Schools of Mines in Zambia and these are better placed to do that. The concentrate contains beside copper some precious metals which are not accounted for if you export copper in raw form. These companies just declare that its copper concentrates they are exporting hiding the precious metals they contain. Smelting capacity is huge in Zambia as am speaking. We have smelters at chambish, Kitwe and Mufulira. Besides you can also process the sulphide concentrate via hydrometallurgical route by roasting them and recovering the copper through electrowinning process. the fact is these companies want t

  56. Point is not wether or not HE is right or wrong but the circus of things happening as though HE was in outer space just to come back and find his chaps have messed up. Important SI signed, HE does not know. Broadcasting licences issued, HE has not been given prior briefing. What does cabinet discuss when they meet? All that humiliation of Scott and others should have been behind doors. Its just not displaying team work. And you know, no matter how good or qualified team members can be, if there is no team work, no winning.

  57. Mr ZRA Chief Iam in agreement with your great insight. THis blasting of the veep is off the rails. The veep is very astute in suggesting to set up a spare parts factory for second hand imported cars. He is simply being resourceful within the circle of influence. The glorification of imported used cars has been perpetuated by all the regimes that have reigned power over this country. KK’s regime introduced prohibitive tax regimes on imported vehicles to protect the Fiat Assembly Plant in L’stone. That plant went with the winds way before the demise of KK’s regime. Successive regimes, in esoteric circumstances, have sustained the prohibitive tax regime on imported used cars that has depleted more from our pockets. Do not blame Dr Scott. He is just a smart guy.
