Opposition MPs like Dr Chikusu have helped us-Dr Scott

Vice President Guy Scott says the PF goverment would have failed to govern the country if it did not incorporate opposition Members of Parliament in government.

Dr. Scott said the 2011 general elections resulted in a hung parliament which meant that the PF did not have an absolute majority in parliament and had to appoint opposition MPs to government to enable it govern effectively.

Speaking during the requiem mass of late Health Deputy Minister Patrick Chikusu at the Anglican Cathedral of the Holy Cross in Lusaka, Dr. Scott said Dr. Chikusu accepted to serve as Deputy Minister in the PF Government because he took it upon himself to ensure that the country becomes governable.

He added that the move to appoint opposition MPs to Government initially caused tension but noted that political parties eventually accepted the situation.

Dr. Chikusu who was also MMD Katuba MP died in South Africa on Tuesday after suffering a heart attack.
He is survived by a wife and three children.

The funeral church service was attended by Speaker of the National Assembly, Patrick Matibini, Acting Chief Justice Lombe Chibesakunda, Cabinet Ministers Defence and Service Chiefs, leaders of opposition political parties and former first lady Maureen Mwanawasa.

Meanwhile,MMD Vice President Micheal Kaingu described Dr. Chikusu as a humble and mature politician.

Dr Kaingu who represented MMD leader Nevers Mumba said Dr Chikusu stood out as a mature politician.

Dr. Chikusu was put to rest at Leopards Hill Cemetery.

  2. The VP doesn’t want to use the right words…like pre-empt,usurpation,annexation,co-opting,buying off or bribe the opposition into PF’s interests.

    • Unfortunately the constitution as it stands (and that was manipulated by MMD under Mwanawasa’s administration) legitimizes all that you have listed. Talk of real loopholes that border on ethical misconduct!

    • @Kalok, Mwanawasa had nothing to do with the constitution as ‘it stands’. The current constitution was passed by Chiluba’s administration in early 1996. Buhata bu maswe!

    • @Tuto, read history, it is not too long ago Did Mwanawasa appoint members of the opposition to serve in his government, or did he not. Simple question for you. You can say what you want but facts are facts. In fact PF was at the receiving end of exactly that action. I have not talked about who the custodian of the constitution was, I talked about how provisions have been used before this. Read completely before you blog.

    Even if this pf grz didnt get above 50% no one stopped your ever slipping under the bridge upnd to get that minority vote and form grz. You say this grz has no mandate, are sure you live in zambia or zim? Law in zeddy, even 1 vote above others you are a winner. It happens to associations and clubs so what are you talking about bitter envious lost sheep. You expected someone who got 18% and less than 30 MPs to be president. Be serious chap.

    I notice most of the upnd familier names no longer blog,hope they havent died from bitterness,envy. all i see are fun names of immigrants from ZWD.

  4. what is being in Gvt? i thought that when someone is an MP then he/she is in in government through the third arm of govt which is the legislature, or does it mean that being in Gvt u need to be a minister or deputy……………….am getting confused here

  5. Mwanawasa is to be blamed, he is the one who started horse-trading and PF is avenging it what was done to it. Mwanawasa poached PF MPs and PF is poacing MMD MPs.
