ACC institutes investigations on two Deputy Ministers suspected of graft

The anti-corruption commission have instituted investigations into Agriculture Deputy Minister Rodgers Mwewa and his Labour counterpart Ronald Chitotela’s alleged involvement in fraudulent deals.

ACC corporate Affairs Manager Timothy Moono says the commission is investigating the two deputy ministers over the purchase second hand vehicles using constituency Development Funds-CDF.

Meanwhile, the Forum for Democracy and Development (FDD) says Auditor General Anna Chifungula deserves support for the job that she is doing in highlighting abuse and theft of public funds by senior government officials.
FDD Spokesperson Antonio Mwanza said deputy ministers accused of fraudulent purchase of second hand ambulances in their respective constituencies should not threaten or insult the Auditor General but allow her do her job.

Mr. Mwanza said Labour Deputy Minister Ronald Chitotela and his Agriculture counterpart Rodgers Mwewa should know that the Auditor General has the constitutional duty to safeguard tax payers’ money.

He has since implored the Anti Corruption Commission to swiftly and decisively act on the Auditor Generals report with regards the alleged fraudulent activities of the named parliamentarians.

Mr. Mwanza has further urged President Michael Sata to immediately suspend the two ministers from their ministerial positions to pave way for investigations.

    • Has Sata authorised the ACC to probe these ministers this time around? If he has then they will be cleared depending on which team they are in. If they are in the A team then the corruption charges will not stick at all. Other wise they will have to pave way for more gullible opposition MPs to take over.

      Sata the VSTC’s fight against corruption will only be endorsed by some of us when people like Kabimba and GBM are not spared by this good for nothing ACC.

      I also strongly recommend that the whole ACC and DEC be disbanded if Sata wants
      is to gain the confidence of the public.

    • Wait a second, I didn’t pay attention, that Toyota Ace in video can can cost $50,000 American dollars? Because when I last changed $50,000 I was given K250million old kwacha, and I complained, I know how heavy such money is.

      No the auditor general don’t know how to calculate, that “Ambulance” can cost less than K50 million old money, I don’t know how you calculate your “reimbursed”. Whoever cheated on such amount must be working for a stupid boss.

    • Anybody who knows Rogers Mwewa will find it funny and laughable that Sata would appoint such a one as deputy Minister. This is the biggest joke in modern History. This man is a Kabova with no education whatsoever. What is wrong with this Sata guy just appointing Bemba’s …. what is going on???

    • The Bricklayers i dont know Rogers Mwewa but when i read that he called the Auditor General stupid i realised that this is worse than Masumba.

  1. I doubt if this case is going any where as acc is not working independently. Sata will over rule them as he alone controls acc.

  2. You Lawyers or are you now layers, what does the law say about a public servant facing such charges? Are they supposed to continue discharging their duties while facing charges? Is it the president or parliament to suspend them until their cases are disposed of?

    This is where you can see how caring RB was. When Mama Dora was implicated, she had to be brought down to facilitate investigations and when she was cleared, she was reinstated!

    Where are our morals as a nation?

Mr Chitotela the 48 hours you gave the Auditor General to apologise has since expired we are now waiting for you to sue her- foolish minister.Mr Mwewa the woman you called stupid is definetly taking you to jail.What do you have to say now?I am waiting to see you and your wife going to live in a government hotel called Chimbokaila where there are no parties.

  7. The price+DUTY+SEA FREIGHT of any used minibus, with ambulance fittings like radio, bed, wheel chair etc of that age from Japan is about right or even more.

    The ONLY crime my ministers MIGHT HAVE committed was to buy USED VEHICLES instead of new ones against government standing procedures otherwise their INTENTION to assist our poor sick rural folks with SOME DECENT transportation to and from hospitals was noble.

    Unless the toilet cleaner SATA goes flat out to borrow even more money to build more universities, the English construct, LOGIC, REASONING etc of fellows like @WANZELU and nearly all bloggers at LT except @MUSHOTA will always leave a lot to be desired. Outright below par and tasteless!

All the same, you are still Honourable Members of Parliament and we the genuine Luapulans (in the ‘diaspora’ within Zambia but have permanently settled away from home) wish you well. Please clear your good names fast. I pray you did not personally benefit from these awful transactions.

The ACC should also investigate PS Namachila who stole K50,000 money for UNWTO to lure small girls with sex despite knowing that he is HIV positive.When he was with us here at Local govt,he got away with his dubious deals.ACC should scrutinize his documents and justice should be done.You cant get a k50,000 from gvt and claim that you will refund it later.

The two were trying to help there respective communities albeit not willingly nor morally, but out of desire to also benefit through inflating the price of the used vehicles which were more than ten years old. And this is against GRZ policy. If they had gone for new cars they would not have benefited, but the communities were going to benefit from a sustained longterm ambulance service.
    this is a clear case of abuse of office if not even corruption.
