Lands Minister, Harry Kalaba, says the decision by government to ban the sale of customary land by traditional leaders is final.
Senior Chief Puta of the Bwile people of Chiengi District in Luapula Province has appealed to Mr. Kalaba to rescind the decision to ban the sale of customary land by traditional leaders and call for a meaningful dialogue involving all chiefs in addressing the problems surrounding the issuance of customary land.
But Mr. Kalaba says government is aware that not all chiefs are involved in the illegal sale of customary land.
He says government wants introduce policies that will ensure there is transparency in the issuance and management of customary land.
Mr. Kalaba says government has no intention to rescind the decision banning the sale of customary land.
He adds that very soon he will be informing the nation on what legislative measures will be put in place to consolidate the administrative measures that government has made.
Mr. Kalaba on 10th December, 2013 announced the ban on the sale of customary land by traditional leaders.

Well done PF government.The land belongs to the people and not individual Chiefs who are auctioning huge tracts of our Land to foreigners .
There is nothing to dialogue about with any chief. Infact it is about time we did away with chiefs as it was done in Tanzania.Once this is done we have equal opportunities for all and not because one is born from family whatever then they have the previledge of exploiting the resources in their chiefdoms with impunity.
There has been a lot of intermarriages over years , more the reason we should start doing away with this tribe issues and thus have just zambian on our identity documents.
For the first time, i entirely agree with this move by PF. There has been a lot of abuse in customary land administration. Foreigners, rich boys in the hood etc are the main beneficiaries while the middle class have to painfully negotiate their way around headmen first, then chief, local council approval, provincial council, finally ministry of lands with their never ending confusion. Meanwhile, as you go through this process, someone else has just paid for the same land you are formalizing paper work on. The circus never ends and the result is anger among the ordinary citizens which often ends in bloodshed e.g ZNS killings, MPs hacked to death. Make a clear land policy that works for ALL Zambian people.
The Law of Zambia forbids sale of customary land. This is what has always been the case. Whoever has been selling customary land has been breaking the Law. So Mr. Kalaba’s ban is invalid as it has always been illegal to sell the land. What we require is the prosecution of those accused of selling the land.
A government with a president who declares ownership of seven guns can never value land ownership. And this ***** went to Kuku compound in a suit? Moron
Another foolish decision!! Just another way of stripping power from traditional authorities!! All the Govt had to do, was enhance the current mechanism, by getting all chiefs making regular returns to Min of land as well as giving some guidelines, up to a certain limit – certain approval would have to be jointly given by the chief & Min of Land!! Hopefully, we will reverse this in 2016 if not sooner!!
Kalaba, you must be very dull. You can not just wake up and ban the sale of customary land. You just an individual. This should have came as a consensus in parliament. Not all chiefs are involved in such malpractice. These are dictatorial tendencies and will back fire with time soon or after 2016. Kalaba is abusing his office and we will hold him accountable soon like richard sakala.
