Secretary to the Cabinet withdraws Public Holiday declaration for 24 and 31 December

Secretary to the Cabinet Roland Msiska has withdrawn yesterday’s statement in which it was announced that President Michael Sata had declared Tuesday, 24 December and December 31, 2013 as public holidays.

Dr. Msiska has since apologized for the inconvenience caused in the withdrawal of the declaration.

He said this in a press statement released to ZANIS in Lusaka today.

The Secretary to the Cabinet yesterday announced that President Sata had declared Tuesday, 24 December and December 31 as public holidays because the two dates precede Christmas and New Year’s days respectively

The statement further said that the declaration of the two days as public holidays was only applicable this year.

  1. Can you please put this report in English? Who said it? What did he say?
    Also be clear by saying that ‘This year the declaration still remain’ but will not apply next year.

  5. Makes more sense for Christmas but not for new year.The Christmas one is on point coz even in Europe(in my current country for example) the two days before and a day after Christmas is a public holiday.

  6. This Secretary to the Cabinet is simply incompetent. How does someone make a decision and within 2 days, you backtrack? To the extent that there is no official circular withdrawing the public holidays, i will take it that its a holiday. Can you imagine that PS were given powers to authorize international travel with good results but this has also been reversed. I can imagine requests for authority to travel will flood cabinet office and red tape will clip in. Dr. sir, the decision you needed to reverse is that payment of allowance to public workers sitting on boards. That decision is illegal and is not supported by any law. Consult with Ministry of Justice and you will be guided accordingly.

  8. since time immemorial. as far as I can remember, christmas eve/new years eve has never been a holiday. only 26th Dec has been as boxing day, these clowns. besides why create more holidays when people are already on holiday for luck of employment?

Are these the journalists who keep criticising the President everyday, pretending to know national issues? No wonder bazungu think ba-chifita are monkeys who can’t be trusted with serious responsibility.       Only a better question is how low can governance standards get in Zambia. No, oopps we didn’t mean that about the holidays…. or about the 100% pay increase for health professionals….. or about the timely delivery of fertilizer….. or about the more money and jobs…. those were just “light hearted moments”, or really, even about the constitution….. or…..

      Well, you get the idea.

Bembas are exceedingly embarrassing, today you claim to fight corruption when you are toxically corrupt to the core where everyone inwardly among yourselves as PF can smell, plan and unashamedly participate in corruption.

  11. Why not Zambia declares the days one has to work and rest are all holidays?
    104 days – saturdays/sundays
    16 gazetteld holidays every year
    5 days-Funerals ( on average one is away from work for 5 days)
    30 leave days
    20 days spent on seminars and workshops

  12. I feel pity for Dr. Msisika, mwana wa kwithu. Poor man, he is so scared of the cobra that all the years he has spent in academia are now just a heap of rubbish. Busy contradicting himself and not making sense all the way.

    • Maybe, but I’m not sure pity is the right word. He chose to accept the assignment and is surely enjoying all the free fuel, free housing and other perks that go with being being a Cabinet Minister. Scared of the Cobra? How about greedy, weak, and self-serving?

  13. Procedure is as follows:

    1. Well ahead of the public holiday declaration an intent is made and presented to Cabinet
    2. Cabinet considers the intent analysing justification and goodness of fit.
    3. If justifiable consent is given and a gazette notice is issued
    4. Thereafter Secretary to Cabinet makes a public announcement

    In this instance somebody did not follow procedure.

    Where in the world is Christmas eve falling on Tuesday ever a holiday?
    This only happens if it falls on Thursday in countries where 26 December is not a boxing day holiday!

Mwanawasa even resigned as Vice President purely because of the man’s corruption. RB also gave advice, having been in government for a long time before and knowing the mans character.Then you, in your wisdom that morning, you wake up to go and vote for the man. Mavuto yeka yeka

  16. Ba Kay, communicate your thoughts properly. We do not need to decipher the intent of your message. Communication is two way. Please do not let your audience do the work for you.

  17. We shall stick to the cabinet circular minute of 2013 that was circulated on Friday. Period!!!!!!!And we shall use that to defend ourselves. We have already made our plans following the issuance of that circular. Don’t confuse us.
