Chief Government Spokesperson Mwansa Kapeya says the attacks from Council of Churches in Zambia(CCZ) on government over the ongoing constitution making process are unfair and unjustified as government has not yet received the draft constitution.
Mr. Kapeya who is also Information and Broadcasting Services Minister said it was not fair for CCZ to doubt government’s commitment to the ongoing constitution making process as reported in some sections of the media.
He said government is currently waiting to receive the draft constitution from the technical committee in line with the December 31, 2013 deadline in order to determine the way forward.
Mr. Kapeya has since called on CCZ and other stakeholders to be patient as government awaits the committee to handover the draft constitution.
He stated that government has demonstrated its unwavering commitment to delivering a people driven constitution contrary to the concerns by CCZ.
Mr. Kapeya further said government’s commitment can be seen in some interventions undertaken by President Michael Sata’s establishment of a technical Committee on drafting the Zambian Constitution which collected views from people throughout the country at both district, provincial and national levels.
He added that if President Sata was not committed to the constitution making process as alleged by CCZ, he would have not constituted the technical committee to the draft the constitution in the first place.
Mr. Kapeya further said that government granted the request to the technical committee when they asked for more time to complete the work saying this is also an indication of its commitment to ensuring that the country comes up with a durable and truly people driven constitution.
He said the comments attributed to President Sata in Mansa recently should not be misconstrued to mean that the head of state has back-peddled on this commitment to a having the people driven constitution.
Mr. Kapeya said government re-iterates its resolve to working with all stakeholders in writing a republican constitution that will stand a test of time.

To the Technical committee and all progressive Zambians, please ignore this Kapeya. He is merely justifying his existence as minister and see, every time he talks, he looks to his master for approval. What we should do now is to come together and save our country regardless of political affiliations, religious beliefs etc. Let’s resolve to defeat these guys daylight with their eyes wide open. TC please give the PF their 10 copies they so much crave for and send the PDF file to all online media, including uploading on google etc for the rest of us to read. In case a fool asks your questions, tell them you are still working within your terms of reference to release the doc to PF/Citizens at the same time. We the citizens will then explain what it means to our relatives in the villages.
