President Michael Sata has directed Minister of Community Development, Mother and Child Health Emerine Kabanshi to revamp social welfare societies in the country.
President Sata noted with regret that social welfare societies were currently non-existence and wondered what the Ministry of Community Development was doing about it.
He said this when he swore in newly appointed Community Development Deputy Minister Ingrid Mphande at State House today.
Mrs. Mphande replaces Jean Kapata who has since been elevated to a full cabinet portfolio as Minister of Tourism and Arts.
The President recalled that when he was a young man, Europeans had set up welfare associations even in the villages.
He further stated that when he was Governor of Lusaka, he and his team provided welfare in practically every township which he said were still there but ‘dead’.
“When I was Governor of Lusaka, we provided welfare in practically every township. They are there but they are dead. What are you doing? But am giving you this woman (Ingrid Mphande), she represents a rural constituency. Can we revamp those welfare halls,” the President said.
And speaking to journalists in an interview, Mrs. Mphande said she was humbled and thankful to President Sata for appointing her to serve in his government.
She pledged to execute her duties diligently and in the most effective manner saying she will do everything possible to ensure women were empowered in order to take them to a level that was socially acceptable.
Mrs. Mphande also pledged to uplift the welfare of all vulnerable people in communities to bring them to the standard that were good and conducive.
Even the trousers Sata is wearing says it all, that things are not going good at State House. He’s has no idea what the inside-leg-size of his trousers are !!

With all due respect, Our Mother in the picture is quite a sight, I wonder why our Mothers and women, always want to come up dressed in old Victorian (English) gub. SMH. On the other hand the President is full of rhetoric, he’s talking about social welfare, and directing his minister to initiate it, as though such broad and far reaching initiatives like social welfare, were things you just establish in passing and on a whim! There’s just totally no direction under the PF government, and generally its a poor style of ruling a Nation… hit and miss is the order of the day!

Learn to have respect for our head of state. If what he is doing is not to your liking, just stay away from the social welfare facilities but let the rest of the people benefit. It does not even take a lot of money to sustain social welfare ventures.

A President who never speaks about economic or bread and butter issues. He only speaks about appointments of his extensive family members to government positions. 25% of taxpayers monies now goes to paying the salaries of Sata and Kaseba clans. Nepotism at its worst.

Its a pity that most bloggers don’t understand the importance of socials services. Socials services are the anchor of society. In the developed world the social sector is one of the most funded because it deals with grass root issues in areas of community services such as health, accommodation, education, refuge disposal, town planning,infrastructure and care of vulnerable children and adults. Its the failure to prioritise social services by government that we continue to see squalor in our cities.
At the moment FAWEZA and CHAZ give more bursaries to Vocational education students than GRZ because the Ministry of Education does not have money to finance bursaries. And this is in a country where up to 30% of students may be orphaned. Make your own conclusions.

Its not on to instruct a deputy minister at a swearing in ceremony to revamp social welfare. Is social welfare on the Ministry’s or cabinet action plans? Has this been budgeted for? When was this idea hatched because it appears that as Mphande takes over from Jean Kapata, social welfare will not be in the handover notes. Real trial and error bakamba.

Your elucidation hold water on Sata’s wild dreams of social welfare in Zambia. Social welfare economics here in UK attracts hot national debate. Social welfare has never existed in Zambia and even when Sata was governor of Lusaka, I can only remember him as a talkative non schooled governor with elements of thuggery in him. Typical of Sata and to pin point his low level of literacy, he thinks mere demand to revamp social welfare in Zambia is a magic bullet statement that brings things to being. These are populist statements without any backing – wishful thinking, what a pity of a president without an iota of competency.

Welfare just sounds like building a society with a culture of dependence.That will never produce a country of hardworking folks.We’re a poor nation that needs to encourage more hard work,not less.

Welfare services are good but not sustainable.Currently government is struggling to fund social welfare programes like Public Welfare Assistance Scheme (PWAS).Districts have gone without funding for three months.Why introduce more programmes when you are failing to sustain the existing ones??????????????
