Lusaka Mayor Mulenga Sata has forced cash strapped Lusaka City Council to splash out K 12,000 for a new television set for his office.
Mulenga is President Sata’s son who was installed as Mayor last month.
He has not wasted any time to make his demands known to the council management by demanding that a new plasma TV be installed in his ceremonial office.
Mulenga has also demanded that his office be installed with Wi-Fi internet.
Lusaka City Council is one of the local authorities that is struggling financially and fails to pay its workers on time.
Lusaka City Council Public Relations Manager Mulunda Habeenzu confirmed the developments in an interview and defended the demands from the mayor’s office.
“As a council, we have gone ahead to purchase the plasma TV and put up internet in the Mayor’s office as part of our modernisation programme. We want to do a face lift to that important office because there are a number of dignitaries that visit the Mayor and so the office must be in good shape,” Mr Habeenzu said.
He added, “We considered the request from the Mayor and as management we approved because it is good for the image of the council. LCC is a very important institution in the nation and the Office of the Mayor should represent that fact.”
Mr Habeenzu said Mulenga is not being extravagant with his demands.
“I don’t think these are extravagant demands. Yes it is a ceremonial office and he doesn’t work from there all the time but he hosts many important visitors in that office and it needs to be upgraded.”

MEANWHILE the registrar’s office continues to use manual systems and people suffer there. Yes, the Mayor’s office should have modern facilities BUT the busy offices which continue to make people suffer and creates ample opportunities for corruption continue using archaic methods of serving people. Registration of plots takes anything from a week (if you are Mayor, Minister etc) and one to 5 years if you are an ordinary Zambian. I speak from personal experience. PLEASE ba Mayor, do not end at modernising your office. Look at the offices which serves ordinary Zambians.

Just last week he was on TV yapping that the council is running on a deficit.Can Mulenga ask his Father to come out of plot 1 , the kwacha is bad due to speculations on his health .give us a sign he is not dying. Am incurring exchange losses everyday. Pitful
Zambians don’t overreact WI-FI and TV Panels are the norm of Executive office. These are offices used by visitors. Why do we want to always look poor? This attitude is what has made our ministers offices dilapidated, dirty and old fashioned. Look at our Foreign offices, in Lusaka, what a shame, with old furniture and broken vehicles parked right in front.
K12, 000 is because the Zambian Government have failed to regulate the prices. Maybe that TV is just worth K3000. Being sold at a price 4 times more in Zambia. LCC should have Cash, they are just lazy and not innovative. Nothing wrong with a TV to be used for presentations / Meetings. Technology has changed. No more projectors. A Television set is a luxury in a city that cannot dispose off its rubbish. A city that does not have public toilets. A city that does not have public housing and two thirds of its population lives in shanty towns. If your Mulenga Sata wants a Television set in his office let him buy it from his own pocket. I am sure he can afford it, what with the road contracts he and his dad are busy scheming. We are not going to shy away from being petty over public money!

I am not sure what country you are in, I am in London and the civil servants you are talking about have their rubbish collected and disposed off by the councils, their streets and roads are swept and maintained at all times, grass is cut and shrubs well kept by the council, street lighting perfect at all times and I can go on and on.
Mulenga Sata has just been installed as mayor and is already showing signs of exercising too much power and arrogance, he will create more serious problems knowing that he is untouchable for who he is.

So what is the problem? that TV is not his. he will leave it when he leaves the office. for him to demand, the office had a 12” black and white Tv which you can only watch using one eye.
Theres is nothing wrong in having a Tv in an office, infact at LCC almost all directors have have Tvs in their offices. In zambia, some very good Tv sets are costing more than K75, 000. So whats a K12, 000. Why should having a WiFi in an office be an issue please, even my self a simple person in my small house, I have a WiFi for more than eight connections , what about a moyors office.
WiFi Internet in the Mayor’s OFFICE? What does that mean? Why not WiFi Internet for the entire Lusaka City Council network so both systems and users can benefit from online functions and accessibility? Oh please, leave this kid alone. This is just a storm in a tea cup. We all know that people who are in authority and need to keep an ear to the ground have TVs in their offices. I have friends who work in the financial markets and have about 5 TVs sets in their offices to just monitor world events as they have an effect on their stock trades.
And Wifi, surely should this be an issue. If he has Wifi in his office , then probably ALL offices with a radius of 100 to 20 meters have access to that wifi too. What is wrong with that? In fact, If I were Mulenga Sata, I would recommend LCC put WIFI in the entire city of Lusaka and make it free available to all Lusaka citizens.

@MMD Bootlicker, if they have a useless IT staff that installs the WiFi without any security then probably your proposed radius increase will work. Comparing a Mayor whose functions are best served by stepping into the City Security CCTV Office to see what is happening in the city to a guy who works actively with the financial markets is misplaced. We need to get serious with what people do with public resources. There are cheaper, equally useful TV sets that can be installed in the Mayoral office I believe. What are the running costs of this WiFi they will install by the way? That is another factor you must bear in mind.
Black Coffee, There’s nothing wrong MMD Chief Bootlicker has done apart from giving his opinion which I support. Go to government Ministries you will find TVs in every building not that they want to be watching cartons but for real issues, LUSE for example. Even when the Minister of Finance is presenting a budget you don’t have to rush home to go and follow proceedings. With this traffic jam, do you think you could manage to get home on time even if you left work place 3 hrs before presentation?
Mayor Sata has his priorities wrong. He has to concern himself with issues from which the citizens of Lusaka will benefit. Issues like collection of garbage from one of the dirtiest capitals in the world. Not become engrossed with the comforts of his person. Shame!
okay. i think the cost of the TV may have been too much, how many inches is that? a samsung 42 inch smart tv would have cost about half that price. i personally dont have a n issue with him having a TV, infact give him DSTV aslo! lol. and on the Wifi, come on people! Wifi is not a luxury any more, its a nessecity!!! everyone needs wifi! infact going fwd every council should have an internet connection and then a VPN can be configured to enable the counciles communicate directly and even have virtual meetings!

Tvs are not office equipment, Mulenga should have considered buying laptop, tablet, PC and printers that could make the work faster and easier.. I think he want to watch world cup which is due to start next month.
But what is wrong with having such a TV in the mayor’s office? It is normal for such a respectable office to be well furnished. After all, the TV remains property of the LCC. It does not belong to Mulenga Sata, but the Republic of Zambia through LCC. You Zambians are very petty, you like complaining over small issues.

I am not a fun of Mulenga, But we are being petty, LCC can afford the TV, it is the capital cit of Zambia. It should not even run at a deficit. Come ON Guys.
Mulenga is not the same as MCS and I can only urge him to use is connections to make Lusaka and Kabulonga ward tick. He has the brains and humility to do so.
If I was Mulenga and would just ignore and work like Barrack Obama is doing.

This should be assessed from the context of priorities – especially from a council that can’t deliver services consistently. If there was no TV before, why does he need it now? Will it help cut the council deficit?
