UPND responds to Guy Scott ZNBC Interview

VP Scott’s interview on ZNBC

The Vice President was interviewed by Kenneth Maduma on a number of issues affecting the country. They ranged from the constitution crisis, President Sata’s health, the kwacha depreciation, up to the demolition of homes in Kitwe.

On the constitution-making process:

The interview was characterized by the VP showing total personal confidence and arrogance in response to the issues raised. The VP showed total ignorance as to how the last constitutional review process had been undertaken. He mocked the idea that it was a people’s driven constitution as, in his opinion; it was created by a “certain committee.”

The fact is that the constitution process was people driven as the committee had travelled around the 10 provinces of Zambia and received contribution from members of the public. Secondly, there was a constitution review conference organized at Mulungushi Conference Centre with the intention of receiving comments from various stakeholders.

The VP concluded by saying that the current proposed constitution is not satisfactory but he did not specify what was wrong. He however did not rule out a new constitution by 2016. On the other hand Minister of Justice Wynter Kabimba informed people in Petauke that the constitution process is stalled but PF will continue endeavoring to have a people’s driven constitution.

The VP has shown the arrogance of the party by declaring that the process was not people-driven. One wonders why they had paid all those allowances to the committee members, the participants of the constitution making process and the various miscellaneous costs involved with the ?

The remark by the VP is contrary to what the Justice Minister – who happens to be the ruling party’s CEO as Secretary General. This is a sign a big division in the ruling party as regards to what to do with the constitutional process and let alone, putting in place a new constitution. Anyway, one does not need to take the VP’s remarks seriously as he is on record saying “Kabimba is boss”. But we are looking at what he is saying because he is officially the second most important person in the country after the president.

On depreciation of the kwacha.

On this one too, the VP showed totally lack of knowledge of how the foreign exchange market operates and factors that affect the exchange rate of the kwacha. The VP would have done better by recommending that the interviewer talks to BoZ and/or Ministry Finance officials.

Equipped with this ignorance, the VP went on to blame the free-float exchange rate as the cause of the depreciation of the kwacha. What Guy Scott was essentially saying was that he is pro exchange controls. He went on to say that the depreciation of the kwacha by 25% was no big deal! This was a sign of total misunderstanding of the consequences of such an increase (especially on those small SMEs who are importers and their profit margin is less than 25%).

However, he correctly observed Zambia’s failure to produce various products for export and the failure to accumulate foreign exchange; all these have led to increased poverty and underdevelopment in Zambia. But the VP did not mention how his government’s failure to properly tax the mines and control money flows as a result of copper exports, is one of the major reasons for the depreciation of the kwacha.

He equally failed to mention that the massive foreign debt his government is accumulating is also responsible for the depreciation of the kwacha. There is also unpredictability relating to the Presidency, which is a potential instability factor that currency speculators are utilizing to benefit from the further depreciation of the kwacha.

In his usual stance, he down-played the role played by BoZ and Ministy of Finance officials in their failure to stabilize the kwacha. He thought that BoZ intervention was right and at an appropriate time. Yet, everybody knows that BoZ’s reaction was belated and undertaken with so much pomposity that the currency speculators were ready to “swallow up” any reserves BoZ put on the market.

Therefore, BoZ’s interference was a total failure that just enriched a few currency speculators and made imports much more expensive. Yet the VP is on public TV saying BoZ’s actions were correct.

From our standpoint, Guy Scott missed an opportunity to explain policy to the nation. But on the one hand we understand, if “DONCHI KUBEBA” was all there was to the PF campaign while in opposition, we should not expect anything from Guy Scott and his cohort because their prime preoccupation in 2011 and before was to get into Government for the sake of themselves and no one else.

We did not cover the President’s health and Guy’s comments because we do not believe that Guy Scott, was competent to handle that question even if he made a mess of it when he attempted to answer it.

    • Thank you Hon Batuke Imenda. We need to set the record straight each time these PF guys misrepresent facts. They do not allow divergent views on ZNBC so please continue to react to each and every falsehood that the clueless PF government come up with.

    • The problem Guy Scott creates is misinformation and then he goes on to ridicule Zambians. I mean to come out and say the constitution making process was incompetently done is an insult. To tell us that an expensive dollar is good is a bigger insult. Look guys as much as you are asking UPND to come up with solutions what is the government doing??? Coz they don’t seem to have a plan surely is it the job of the opposition to solve the country’s problems. Then what is the job of the govt? On the constitution, guy has an opinion, winter his and kambwili his own also. I don’t see anything wrong in them reminding us the type of confusion these guys are creating. Its a mess.

  1. UPND and HH, do you really have to respond to everything? sometimes being quiet makes alot of sense and infact people judge on that basis. But for your guys it’s like the order of the day. I’ll be very surplised if UPND won’t write to Brazilian President wishing them a great World Cup 2014 at the rate you are going. Please we know that our economy is now in serious trouble, instead of you offering solutions, you just adding salt the wounds, how can an old man like HH pose for one second due to his own currency saying it’s dead? do yu what it means to the outside world? Please HH and UPND we know you are now the biggest opporsition and you have good chances of scooping the 2016 Presidential elections if ONLY YOU BEHAVE and MAN UP YOURSELVES.

    • Opposition does not offer solutions anywhere in the World. They oppose and the Government finds solutions. If this is too much then you are are not a democrat. Check politics from any democracy and you will not find solutions from any opposition. It is just not their job! In any case the Zambian opposition has a chumbu munshololwa as a president, so which space do they have for advice. Get used to opposition if you are a true democrat. It comes every minute 24/7.

    • My man mamen, you are wrong again and very wrong this time. The opposition offers checks and balances in form of controls and these controls leads to solutions. If the opposition has no solutions to the Country the so dear love, then how important are they to democracy? Remember, I didn’t mean they implement the solution but rather inculcate since the PF govt can see. But the problem with your UPND is that they have hate and they preach it so loudly and so does the PF. What I’m saying is that instead of preaching hate to every little utterance that comes the govt, they just ignore it and keep quiet, we definately will see their maturity. They do like this five minutes after Kambwili or Kabimba speaks they to counter with hate…check the articles.

  2. Guy Scott is actually the one running Zambia’s government. He is a one man army and everyone in PF reports to him because he is a Muzungu. PF leaders have an inferiority complex and think that because Guy is white, he can do wonders for Zambia. PF has no plan whatsoever. They entered government without a plan and found the going tough. I believe they have now resorted to looting the little monetary resources the country had. By the time the Donch Kubeba government is finished with their agenda, Zambia will be a shell of itself. PF is the worst government Zambia has ever had and Sata is even worse than Chiluba. Chiluba was a thief and was pure evil, but Sata is even worse. Sata is a Tribalist and a Dictator.   5. Guy Scot has simply outlived his usefulness. No objective person can still listen to Guy, anyway. Bo Imenda has done a good thing to analyse what Guy said during the Interview because this has exposed the kind of leadership at the helm of governance. The PF team must go through that response and make the best out of it, arrogance will never solve anything. It is a fact that our Economy is melting and a few who a benefiting are just pumping out garbage on to us. Everyone will ultimately be messed up whether you are a PF cadre or not.

  9. I would urge UPND guys to have their brains checked. They have a serious disease called “know it all syndrome”. Others have a disease called Hakaindeprosiasis Hichifever. That disease can only be cured by keeping quiet. You respond to that disease, you get infected by “know it all syndrome”. So the best to cure yourselves from UPND know it all syndrome a diseased caused by Hakaindeprosiasis is to get immunized by implementing all fantastic projects set up by the PF so that by 2016 all our bodies will be immuned to UPND syndrome. Actually the symptoms of this disease is prideness, overrating fever, lumpenising, hate symptoms.

    • YOU, its better to have a ‘know it all syndrome’ than a ‘know nothing syndrome’ where there is no order. Wynter says this, Kambwili says that and Guy says something else. You are the type of person who is advocating for passiveness and docility among zambians to an extent that we are now more known for our collective cowardice than anything else. No wonder leaders can say anything, knowing that people like you will continue applauding them! Be informed that we are not prepared to be enslaved in our own country.

  10. What do you expect from this PF govt? SATA, 78 years old if not 90 years. Guy SCROTUM, 70 chakuti years if not 80 chakuti. Chikwanda 90 chakuti years, Solomoni Mbuzi 90 chakuti years. Mr I mean Ms Chibesakunda 70 chakuti years. On average most cabinet members are over 60 chakuti years will little knowledge in governance. Shame! You have lamentably failed to govern. You are better off in opposition.

BUT RATHER HAS THE GOVERNMENT PUT IN ENOUGH MEASURES FOR PEOPLE TO STILL AFFORD THESE COMMODITIES? THE PEOPLE WHO SELL MEALIE MEAL HAVE NEVER COMPLAINED THAT NO ONE IS BUYING THESE COMMODITIES. THE FILLING STATIONS HAVE NOT COMPLAINED THAT NO ONE IS BUYING FUEL. THE BUREAU DE CHANGEs HAVE NOT COMPLAINED THAT NO ONE IS BUYING THE DOLLAR. AND IT SEEMS IN ALL THESE CASES THE OPPOSIT IS TRUE. PEOPLE ARE BUYING CARS FROM JAPAN LIKE HOT CAKES. I MEAN ORDINARY ZAMBIANS LIKE TEACHERS AND NURSES. YES OUR KWACHA HAS BEEN SLIDDING FROM THE DAYS OF UNIP TO DATE.
