CHIEF Chisunka of the Ushi people of Mansa has been arrested for running over and killing a person in a road traffic accident.

Meanwhile, scores of Senama Township residents yesterday rioted over the death of Isaac Musonda, 28, who was killed in the accident involving Chief Chinsuka.

The rioting crowd believed that Mr Musonda had some missing body parts and his death was linked to ritual activities.

The accident happened on Saturday around 01:40 hours on the Mansa-Mwense Road at Mutima Village near Kaole Guest House in Mansa.

Luapula Province Police Commissioner Malcolm Mulenga said that Justine Hakamwaya, 54, who is Chief Chisunka, was driving a Toyota Prado registration number ASB 47 towards Kaole Guest House when he hit Mr Musonda of Senama Township.

“Due to the impact, the pedestrian sustained fatal injuries and died on the spot. The vehicle had its right headlamp damaged,” Mr Mulenga said.

He said Chief Chisunka was arrested on Sunday at 10:13 hours and was charged with causing death by dangerous driving.

Mr Mulenga said the traditional leader was released on police bond and would appear in a Mansa magistrates’ court tomorrow.

He also confirmed that scores of Mansa’s Senama Township residents rioted yesterday demanding justice for Mr Musonda’s death.

Mr Mulenga said Mr Musonda’s body was taken to Mansa General Hospital mortuary where a postmortem was conducted after which it was released to the family for burial yesterday at a site near Senama Township.

It was at that point that some people, believed to be drunk, alleged that the body had no eyes, tongue and other body parts.

The disgruntled people then took over the burial procession and ran with the coffin to within a short distance from Mansa Police Station and left the body for the police.

The rioters blocked a road that connects the Mwense-Mporokoso Road, with burning timber.

They threw stones at other residents and police officers.

By Press time, Mr Mulenga said police were in the area to get the rioters under control.

Police had engaged Mr Musonda’s family to try and get them to inspect the body at the mortuary and assure the rioters that the body was intact.

  1. The deceased was DRUNK as can be witnessed from his Drunken friends behavior, however the Chief should be released ASAP it was just a accident, no one does rituals by killing a person with a CAR. How come a village chief can have a TOYOTA PRADO when me a University professor can’t afford?

      At which University are you a Proffessor? Do you know how much UNZA/CBU proffessors earn?they can easly afford a Prado, besides Prados are cheap on .com.
      One wonders why the chief was driving around at that hour, all the same sad development

    • Hakamwaya?? Is not a Ushi or Luapulan name. I always suspected that Chief Chisuka doesn’t look Bembas.
      Guys that Chief is educated, and businessman he can afford to buy any type of vehicle. Chisunka, Mwata-Kazembe and Sosala are modern chiefs, they are not like Mpezeni.

    • @anyoko, gov’t bought those vehicles for all chiefs. In fact I am surprised this one was registered. The first one they bought for this guy had no plates for over 3 years

  2. This talkative Chief Chisunka is a known PF cadre,that’s why people there rioted as soon as they found out that it was his vehicle which was involved in the accident.
    Chiefs are not allowed to be active in politics but Chisunka does.

    • You dont understand. He loves politics yes, but he’s not PF. He’s infact anti PF. Thats why some people say he supports UPND because of his origin. He’s originally from southern province. He hates PF passionately I assure you.

    Fact: Causing Death by Dangerous Driving is bailable
    Fact: Causing Death by dangerous Driving carries a fine
    Fact: Chief Chisunka will appear before the High Court for plea, will admit the charge, will be fined, and will walk away

    • @ illogical logic; Murder and causing death by dangerous driving are two diffrent offenses comprising diffrent elements and carry different penalties.
      Remember murder is premeditated while causing death by dangerous driving is accidental.
      Never confuse the two.

  5. The chief is from southern province in Kalomo. He even speaks fluent Tonga. The Ushi people are matrilineal meaning that his Tonga father married a princes from the Ushi. As for the prado, the government ordered for them vehicles of their choice on a loan arrangement just like Doctors and MPs.

      You are right. The matrilineal system of succession allowed a Ngoni chap to rule over Bembaland. Chitimukulu Musenga’s father was Ngoni, probably Zwangendaba or some such creature.

    • Because of matrilineal system GBM can never become a Bemba chief – he is from the royal family on his father’s side but his mother was South African.

  7. The question we are not asking as bloggers is where was the pedestrian coming from at 01:40 hours? In what state was he? I know many people are quick to blame the driver and not consider the case of the pedestrian. We are behaving like the police whose first action is to grab the keys and arrest the driver even when the pedestrian was crossing the road when the traffic rights was giving way to the motorist! Perhaps we will help pedestrian by charging them also for “loitering” or “dangerous/awkward walking”. Trust me i am not insensitive of the loss of life but we need to be fair in the manner we interpret our laws.
