What Edgar Lungu and HH said on Youth Unemployment

This weekend, the leading presidential contenders, PF candidate Edgar Lungu and UPND candidate Hakainde Hichilema, in the coming by-election slated for 20th January addressed the vexing problem of youth unemployment. Edgar Lungu tackled the issue during his address in Kitwe, while Mr Hichilema addressed the problem through a media statement.

Unemployment- This is the biggest crisis we have as a country as many of our young people remain unemployed. We have to build on programs that we started that create jobs especially our initiatives to create new industries in rural areas that harness our potential and add value to our products.

Priotise the setting up of new manufacturing industries in each of the 10 provinces from textiles, food processing, straw processing, toy manufacturing, mineral processing and many others.

Private sector- we have to promote a thriving and successful private sector. But my concerns regard our local contractors and suppliers. We have not empowered them enough. We have to ensure that our local contractors grow significantly by giving them big jobs.

We recently gave over 200 Zambian contractors to build infrastructure in the new 30 districts. This is as it should be.

The mines here, should begin to give local contractors and suppliers bigger opportunities than rely upon foreign suppliers. Foreign contractors should be made to partner with Zambians.

Local Zambian companies and individuals must get involved in the ownership of mines. We should not be workers, but also mine owners. Where are the Patrick Motsepes? The Cyril Ramaphosas of Zambia? We should have our own mining magnates. This only possible if Government supports our small scale miners.

We must ensure that mine houses should negotiate with government before any retrenchment of workers is done. This to foster job security in the industry.

I am aware that despite the presence of local skills, we have expatriate workers. We must give priority to our local people with requisite skills.

Both old and new mines should provide quality jobs and avoid short and poor contractual jobs. The mines should recommit to developing real and visible social and sporting facilities. They should consider other areas such as street lighting and light-road maintainance.

Empowerment initiatives- this one of the important means to reduce unemployment. We have to empower our young people with skills and opportunities so that they can help themselves and also employ others.

We heard last week how Zambia has 28% youth unemployment from the international NGO Junior Achievement. Sadly this does not come as much of a surprise and unless Government does something about it then the prospects of reducing this are low.

Job creation is one of my top priorities if elected President. Now I want to provide some explanation about how I hope to achieve that.

There are two main reasons why people don’t have jobs, one is that there aren’t enough jobs and the other is that we are not providing our children and youths with the right education and skills training so that they can get a job. We must address both these reasons.

My approach will be centred on 1. Good economic management, 2.Youth Empowerment, and 3. Education and training reform.

Firstly, good economic management is fundamental to job creation. This means no more reckless borrowing and no more waste. It also means introducing policies that incentivise the growth of local businesses and encourage investment. This will lead to more jobs being created, and increased government revenues that we can then invest in education and training.

Secondly, I want to focus on youth empowerment. We need to empower those with business ideas to go out there and make them happen. This means providing support through increasing access to relevant training and affordable credit.

Thirdly, we need to revisit the school curriculum and review training opportunities on offer to youths so that they have the right skills to find work or start in business by the time they leave school or university. This process will take a long time to finish but we can get started in January 2015.

Finally, I want to stress that we must work towards a situation where all Zambians, regardless of their gender or tribe have the same opportunities available to them in terms of education and training. Job vacancies must be filled according to merit and using open procedures.

The challenge ahead of us should not be underestimated, but if we come together and rally behind this approach I believe we can make a difference.

    • From the two statements one can tell with certainty who has a clear and focused program on tackling unemployment in general and youth unemployment in particular.

      while HH is busy waffling and flimflamming Edgar has a clear well laid out plan.

    • I see why some bloggers call him under five, can any UPND suppoter tell what he ha understood from these promises??

      We kno one person cant be good in all secters but HH wants to show like he will tackle everything, its impossible, show people where your strengh.
      Why should one vote for EL?,
      while, its simple, he has already shown what he wants to archiev or what he thinks he is capable,
      Industries, which am sure alot of zambian engineers living abroad with a bit of capital and support from the gvt will be able to come back.Invest and move on, People, its PF with someone we have been missing.

Anyone who can recognize that education plays an important role in tackling youth unemployment has a good head on his shoulders.You can build manufacturing companies but you need educated peeople to be able to run them as well as innovate. Malaysia and Zambia were at the same level in 1964 ,however Malaysia today is doing very well because it recognized the importance of education as far back as the 60s and 70s.

      If HH is really serious of what he is saying on job creation, he should first tell Zambians what they did during the privatisation of companies where a lot of people lost jobs.

      He should not be playing the good boy now just because he is lobbying for votes. There is nothing new he is going to bring. If he wins he will get stuck without even knowing what to do and where to start from. He is one of those people who squandered funds from the privatisation process and this is the same money he has continued to enjoy while Zambians he is cheating are still suffering up to now.

      Zambians be careful and stop experimenting. Allow PF to finish the term by voting Hon. Edgar Lungu as he will simply continue with the programmes they have started. He knows all of them.

    • Honestly, if Zambians see Edgar Lungu as Presidential material, a guy whose past is dented with theft and alcoholic, then thank God my children are American.

      I can now conclude that Zambia has no ability to vote for quality leaders. How do you raise your children in a country where people have no ability to identify individuals with leadership credentials.

We are not content to detail. if you read the two responses, of-course, HH has a better approach than what Edgar said, which more of Adhoc and do as it comes. there is no clear strategy but talking about manufactures. That alone will not create Jobs.

      Please Zambians get serious?? you mean you don’t understand that we now have automated / robotic manufacturing with less Human dependance??

      Ask yourselves questions if what PF are writing / promising is true in these modern times.

    • The clip showing people complaining about PF ‘s poor record above sums all what PF is all about.

      Lungu talks about all the rubbish what PF will do but nothing on how he will achieve his aims. Its been three years the youth in the clip are complaining that even their PF MP is ashamed to face them over the PF’s lies.

      Verdict:
      Lungu and PF know WHAT needs to be done but have no clue HOW to achieve it.

      HH is talking about both what do and how to achieve the means to reduce unemployment. He talks about skills, through free education , affordable credit to support entrepreneurs to expand their operations and employ more people.

      Verdict.

      HH knows both WHAT needs to be done and HOW to get it done. This is what separates him from the rest of the presidential hopefuls.

      I have actually come realise that most of those critical of HH are either children of PF officials sent abroad to study on free education bursaries funded by GRZ, and those employed in missions abroad on the basis of being members of the family forest.

      PF cadres are hypocrites. They are benefiting from free education and health care funded by GRZ abroad and yet condemn HH who wants every poor Zambian to enjoy the same.

      Those poor youths in the clip would not have been complaining if they all had been studying some skills at some college for free. Sadly PF has ignored…

      It seems your a very dangerous scientist or you have clue about experiments at all. If an experiment does not work well first time and produce good results, as a good scientist you abandon it and go back to the drawing board and design another one using other method.

      So PF is indeed a very bad and dangerous experiment that needs abandoning and replaced by a new experimenting with promising prospects of giving good and reliable results.

      UPND and HH form part of that new experiment with high prospects of producing good and reliable results. This is the experiment Zambians want.

      Zambias are risk takers. They took a gamble in 1991, and 2011. If they can take a gamble again and vote HH, this time they will win a jackpot because there is hope in HH and UPND.

    • @ Katondo Boys. Am feeling very sorry for Lungu. He attracted a huge crowd in Mansa but failed to deliver. By the way PF has not paid farmers in some rural areas including Mansa and would you yourself vote for them? Answer this with honesty!
      For you information PF may “pull” large crowds but the more people get to assess EL as he delivers his “written statements” the higher chances for opposition leaders to score high. On this point don’t forget that both Edgar and Rupiah are from Eastern Prov and Rupiah is also contesting. You know what my last statement implies.

    • I am an intellectual. Both HH and EL have identified the seriousness of the problem but HH has a more systematic and logical approach proposing both short-term and long-term strategies. HH is proposiwng a “teach how to catch fish on your own” while EL is promising to feed. HH’s understanding of modern economic issues makes him a better team leader not subject to manipulation by corrupt and lazy technocrats in the civil service. Time is gone for populist short-term projects. Speaking layman’s language does not make one a better leader. PF policies and strategies belong to the 1960s. EL may be as good a person as HH but the PF party is something else, thug-driven, tribaly inclined and dictatorial using thugs and police to intimidate others. I have no space for PF, RB.

    • While vending may appear to be a nuisance , the reality is actually the opposite. In Zambia today a lot of growers and dealers in Fruit and vegetable sector have come to accept that vending has impacted positively on their businesses.

      Please avoid making comments before reflecting or at least consulting the people close to or into the trade itself.

      Most these farms you see along the road depend on vending . whether you accept it or not vendors are very important to the economy.

    • I thought bloggers here possess some minimum level of education with which to reason and make a fair judgement. From the two statements, one is more practical and the other is more theoretical. HH’s statement is very simple and straight forward. It is very practical while Mr. Lungu’s statement is a theoretical exercise. I thought he should have based his arguments on the Sata’s vision since he categorically stated he has none. The comments I see supporting EL are from cadres who are blinded with power. They cant imagine losing it now even if it means supporting a non-entity. The two, HH and EL are incomparable. HH has proved how to make money and succeed at a young age while EL has proved how to steal money from clients and abuse alcohol.

Actually God showed us a sign yesterday that Chakolwa Lungu is not his chosen one by sending rains the moment Chakolwa opened his mouth. HH is the man come 20/01/2015!   6. Edgar speech was written and passed on to the media according to Zambianeye whilst Hichilema (as we all know) used his mouth to utter those words.

    Not laughing at Edgar but it is obvious that speaking to large groups of people is not his thing and this may JUST may disadvantage him. Reading speeches is not so exciting to listeners at a rally. Lubinda could cud have done a better job at it.

  8. well articulated by both. what will secern the two is the political will and policy direction to achieve desirable outcomes. political will and policy direction entails understanding adequately the nature of the problem of youth unemployment then providing feasible and cost effective solutions and channelling effort and resources to that end. One fundamental difference in the approaches is the capacity building which is not well elaborated in PF compared to UPND. PF say they gave 200 local contractors work on infrastructure projects; a commendable step indeed. But works from most locals are shoddy; they lack capacity; they are not empowered. Capacity comes from education, training and empowerment and access to affordable capital to invest in technology and be competitive.

  9. Reading the two analysis , it is clear that HH has a better understanding of what is the cause of the problem and he has systematically articulated his approach to solve the problem. Lungu on the other hand seems to be making vague statements. It is clear that he has very little understand of the issues at hand.
    It is a pity that this is the best PF candidate they can come up with. This guy Lungu is not a presidential material period. Even Sampa could have done better.

  10. Gentlemen free education from primary to university is a dream for HH. Let him tell us how he will achieve this and where funding to school/colleges/universities will come from. white lie

    • He doesnt have to tell you. I can tell you. If we stop unnecessarily by-elections which gobbled around 700 000 000 dollars we can divert that money to educating our kids. The money that would be used for a presidential by-election could have have been diverted to build 20 000 bed spaces UNZA and CBU if a new constitution was enacted. So money will be found. By the way educating kids from grade 1 to 7 is very cheap. Education gets expensive at tertiary level. But we can still make it if funds are prudently managed and that is where HH is basing the argument – financial prudenceeeeeee.

    • it is mere day dreaming and sensationalism. this country has 4 public universities with a student population of over 30,000. for many years governments have failed to satisfactorily support students. HH ideas are mere rhetoric and not feasible. what he should be talking about is how to sustain the bursary system. they should be thinking of how to turn it into a loan scheme so that those who benefit from it should pay so that other poor people from Choma, Mazabuka, Chiengi, Vubwiand can benefit.

HH himself is benefactor of free education and appreciates how many doors of opportunity this opened for him. Thats why he believes in it. I know I can be delivered by HH with a strong political will.

      HH is not talking from without like PF minions talking out of selfishness because they believe that only their relatives should benefit from free education abroad while children of the poor tax payer should wallow in perpetual poverty. PF and you lot are shameless f00ls.

  11. Why should Edgar be talking of intentions, when he has been a key player in running the current government that has failed to actualize what he is talking about?. HH is providing an economic strategy to dealing with youth unemployment. Edgar is highlighting economic operations he intends to undertake. Any operation without a strategy is likely to run into difficulties. For the common man however, they are more likely to understand Edgar’s message.

    • you can not claim that they do not have a strategy. government programmes are implemented based on development plans and party manifestos. the PF has a plan and strategies developed to implement those plans. EL is speaking from that position. Please understand that there is no correlation between being a successful business man and managing the economy of a country because the conditions for each are different. if it were like that we would safely say that the likes of bill gates would make great presidents. HH has no leadership qualities and definitely no experience in political governance. to run a government is not equivalent to running a business and therefore being successful in one does not guarantees success in the other.

  14. it is illogical for Hakainde to think that the curriculum in universities is at the core of unemployment. he went through the same institutions that gave him the skills he used to get a job and become what he is. It just goes to show that he is not in touch with reality. education and the right skills are not the problem, the real problem is that there few job opportunities in Zambia. currently the biggest employer is government in the civil service so for the country to address unemployment there is need to create industries and new companies to create pensionable jobs.   18. HH is correct, We Zambians are mostly unemployed because of lack of skills. Zambians need simple ways to make them educated in order to have many young Youths employed. I worked in Congo & I have seen there is a big different between congoles & Zambians, For someone to work as a shift boss in Congo underground mines someone must be a mining Engineer from university,& So many young engineers fight for this opportunities. But in Zambia a shift boss should just have a blasting license & RBS from the mine owners. If they advertise a job opportunity for Mining Engineers maybe not even 1 application is received.Truly Zambia needs to revise it’s education system in order to have youths employed.

You should know that you need a short, medium and long term policy mix at the same time – and UPND policy lacks this. Just look at the IMF paper on the Zambian economy. Even PF Kaponyas have got it in their policy mix.

      In any political context and Zambia in particular, it would be foolish and self defeating to be telling young people that your policy is growing the economy first and to reduce unemployment in 25 years time when they will be retiring!

      The fact is that the unemployed Graduates need jobs now, so you should have something for them in the short term and also address the problem in the long term. Mwanawasa and Mbeki did it. HH has to do it otherwise he will lose this election…

  30. I am a youth and going by the two proposed solutions, let’s face it Edgar Lungu is far ahead and talks reality. He is not waffling but demonstrating that his approach to this global problem can be tackled with determination.
    On the other hand HH is being theoretical. His proposals are what MMD put in place for twenty years and hence these high levels of unemployment today. A president’s job is not to manager resources but provide able leadership. Management of resources is a job of technocrats and experts.

    My position: in the three years PF has been in power, we have witnessed massive infrastructure development and those create investor inflow confidence and hence big opportunities for anyone especially us the youth.
    So it’s 80 percent to Edgar and 20 percent to HH.

    • Based on GDP figures from the Ministry of Finance, the Zambian economy will grow at 6.5% in 2014, it grew by 6.7% in 2013 and 2012, 7.3% in 2011 and 7.6% in 2010. What this means is that though the economy is growing, it is increasingly growing ata much slower pace. Fiscal deficit which was under 2% in 2011 is now above 5%. Debt has increased and the payments we are making to service our debt per year are higher than spending to social sectors such as health. So I really dont get it whenone says that we have seen massive economic development under PF. The only sectors doing well are construction and transport, everything else are actually going down hill. Check the numbers.

It is a shame that Lungu and all his cabinet colleagues did not realize for more than 3 years absolute lack of any government policy aimed to stimulate growth of local SME and instead concentrated in uncontrolled borrowing which starved local entrepreneurship of necessary financial inputs necessary for start-ups and expansion of existing SME.
    Evidence is there in plain view. Out of USD 1,750 Million raised through Bond borrowing, only 20 Million was offered to local SME (representing LESS than 1.14%) and even that derisory and laughable amount was divided between political associates.
    It is amazing that now, after almost destroying local SME, Lungu and his colleagues are waking up and offering “solution” to the problem which they promised to solve 3 years ago in “90 days”!!!

  71. There’s no contest. One intends to try and reverse the bad trends while the other intends to increase the rot. Can’t wait for a debate on justice, criminality and human rights. One will have more personal experience than the other of being abused and the other will have plenty of experience as an abuser. PF supporters cannot tell me ED has no plans of continuing the vision of his ‘mentor/uncle/boss’ and stomping on the opposition first chance he gets. He’s proven it in how he grabbed his campaign. SorryI am normally non aligned as far as politics go but watching these campaigns roll, I am positioning myself firmly on the side of sanity.   74. Since the PF record on employment creation is being discussed here, can EL tell us how the Youth Development Fund has performed? And why are cheques issued by the Minister of Youth and Sport? Isnt it just to perpetuate the neopatrimonial political system we have been subjected to the last 3 years? Why have public officers who are under oath been lying to us about the job creation numbers? The truth is the Zambian economy doesnt have capacity to create more than 60,000 decent jobs per year. That is because the government has not sufficiently created enough economic growth opportunities to be able to create 200K decent jobs per year.

But folks, we have better than what EL is comparing Zambian entrepreneurs, who have made without political backing that EL compares. One example is his opponent, HH, from nothing to something with and by his head, I mean brains.., is now where he is. Why? Answer.., he is, like me, a beneficially of free education, but I should add, he is better than me for sure, and I bet most of the bloggers whether you like him or not.
