How can some places not have ballot papers by 10 am? It seems this has just happened in areas where PF thought the majority would vote for HH.

You mean to tell me that there was no money to even pain the rooms where the voting is taking place? And Zambians still want to vote for PF? Why has ZAF denied UPND choppers to fly?
ZAF has no overall jurisdiction of Zambian Airspace except where Military aircraft are concerned, Civil Aviation Authority(or whatever its called nowadays) has overall juridiction, & if it has given the clearances & not revoked them, UPND can fly!
