President Lungu swears in Nkandu Luo and Deputy Ministers

President Edgar Lungu yesterday sworn in he Minister of Gender Nkandu Luo and 29 Deputy Ministers at a swearing ceremony which was attended by First Republican President Kenneth Kaunda, vice President Inonge Wina, some cabinet Ministers, Secretary to Cabinet Roland Msiska and senior government and party officials.

President Lungu urged newly appointed Deputy Ministers to work hard and prove their relevance in government during their two-year term of office.

The head of state also implored Deputy Ministers to work closely with Cabinet Ministers to ensure that they clearly understand their roles so that they could step up to the position of Minister in the absence of a substantive minister.

The President stated that deputy Ministers should be aware that their role is to deputise cabinet Minister hence the need for them to understand the positions of their senior Minister in their respective Ministries.

He noted that due to lack of coordination between Ministers and their deputies, some deputy Ministers are unable to respond to questions in parliament because they work in isolation.

He said his government will take advantage of the parliamentary reforms to look at modalities of having parliamentary the standing orders amended to enable deputy Minister represent Cabinet Minister in the house in their absence.

President Lungu stressed that he will also consider integrating deputy Ministers in his cabinet so that they can share responsibilities with cabinet Ministers by attending cabinet.

The President urged his Ministers to be proactive and give conclusive answers in parliament so that the opposition members of parliament and the public can know what government is doing.

He said he would like to see more ministerial statements presented to parliament including his trips such as the recent trip he undertook to Angola for people to understand why he travelled.

He further encouraged them to believe in themselves and wait for the right time for them to succeed stating that he himself never knew he would be president of Zambia but he had faith and waiting for the right time.

    • 29 deputy ministers in a poor and impoverished country. How do we even afford to pay these guys when the country generates so little wealth?

    • This bunch is the one that’s emptying govt coffers without any work to show for it. Their salaries and allowances should be cut in half and the rest should be used to increase salaries for teachers and medical personnel.

      Atleast Hon Lungu the visionless is somehow continuing with Mr. Sata ideals of a bloated govt. Why have 3 Deputy ministers in more than 5 ministries when Hospitals in the country have ran out of medicine, is indeed visionless!
      The money could be channeled to improving public toilets, roads, paying students & the disabled so that many can benefit. Its illogical & pathetic flabbergasting to waste money on ministers who Mr. Sata called as “useless MPs”! The skeletons are getting hefty salaries & incentives whilst majority of Zambians ‘re poor as they continue to wallow in suffering poverty.
      The economy is plummeting, $1=K7,000 because of visionless leadership.

    • Surely by July this year, $1 will be =K10 or best K10,000.

PF is going to plunge the economy into recession b’coz the Auditor Generals report found irregularities & billions of dollars have stolen under PF. I foresee a dark cloud on Zambia because of marionette type of leadership. 50 years of in-dependency, even a razor blade is imported, worse off, matches!
      Edgar Lungu has to reduce the size of his cabinet, alas & off course he can’t because he is visionless.

    • How can he say NO, as you say money is finished from showing off, throwing it to UNZA students from the balcony as students scramble for it. How can anyone demean people like that? As for me, I am still waiting for him to spill the beans he had wanted to during campaigns for Presido, or was there any beans at all to spill about the man he is now bowing to? Oh how times turn….

I don’t blame the president but the Zambian people at large,how can we allow such things to be happening in our country. one whole month of just swearing in people and we are not yet done,we have not started firing and swearing in new Permanent secretaries and ambassadors,even DCs. All these will have to get settling in-allowances,loading and offloading,new salaries,GRZ vehicles,offices,allowances etc,for doing literally nothing but at a huge cost to the country. Resources that are supposed to fight poverty are used to service these monsters. what a country?

  12. God truly sheds tears as he watches what happens amongst black people. This is the race that has contributed almost NOTHING to the betterment of mankind, but they sit on millon kwacha chairs, drive V8 latest Japaneses cruisers, Dress in Italian suits, walk on Persian carpets as they drink European wine. What a race !!! Everyday bena ni XChristmas as they welcome their leaders even twenty days pr month. Africa trully twalisebana and God is really annoyed. Instead of improving, we get worse !!!

  14. There is nothing wrong with this number of deputy ministers. The problem is pretense and to expect a revolt in PF so that chances grow for HH and Rainbow. Today Kanawaki is saying EL is weak. Far from it. We unity of purpose now up to 2016 elections. After that you will know EL better.
    All you want is for him to have many problems just like pipo demanding for a referendum. All this is part of schemes to make EL fail to deliver but kept numb and then condemn him for not having delivered as all the money will go to the referendum and useless bye-elections arising from resignations of disappointed PF MPs.   17. I can see EL’s governance the worst. Already the economy is doing really bad. The cost of living is so high. Started with wrong
    friends altogether (Mugabe). The kind of friends you mix with has an impact in ones life.

    1. Maintaining a bloated Cabinet. Too many chiefs and no indians scenario.

    2. Orchestrating persecution of the DPP. Who really is behind this messy affair?

    3. Retaining Kambwili and Luo in Cabinet

    4. Getting Frequent Flier Miles with less than a month in Office

    5. Retreating to Mfuwe and not coming out with the rabbit from the hat. Holiday was waste of time and money.
