The opposition UPND has questioned the over K23 million worth of assets reported to have been declared by President Edgar Lungu in his presidential nomination papers.
According to papers submitted to the Electoral Commission of Zambia, President Lungu declared K23.7 million as his net worth, becoming the third richest politician contesting in the August polls.
Records show that in 2015, President Lungu declared a meager K2.5 million and then PF Chairperson for Elections Sylvia Masebo revealed that Mr Lungu could not raise the nomination fee and it took Finance Minister Alexander Chikwanda to bail him out.
In the latest list of declared assets, UPND leader Hakainde Hichilema is again topping the list with K73.16 million in assets while his running mate Geoffrey Bwalya Mwamba is second with K31.8 million in net assets.
President Lungu is third with K23.7million while his running mate Inonge Wina declared K3 million in assets.
But UPND Spokesman Charles Kakoma said President Lungu is clearly been doing well for himself over the past 18 months.
“While the quality of life for the majority of the Zambian people has been worsening, he has increased his personal wealth by a staggering amount since January last year,” Mr Kakoma said.
“In the recent declaration of his assets during nomination filing he has revealed an astonishing increase in his wealth to a reported K23.7 million (K23.7 billion old currency). This is a considerable sum to accumulate in such a short space of time, especially coming at a time of complete economic meltdown for both big and small businesses in Zambia, many of which have had to shut down operations and lay off their workers.”
He said with an official annual salary of K447,559, or K37,296.58 per month, it would appear that Mr. Lungu seems to be the only Zambian who has learnt the art of business within such a short period of time in his life, especially given the difficult operating environment in Zambia.
“Let us assume for a minute that Mr Lungu has not touched his salary, after 18 months he would probably have saved K671,338.50 in his account. If only he was able to achieve the same results for our country, i.e grow GDP of at least 20%; we would have been at ease as he would have saved thousands of jobs that have been lost within a short space of time.”
He said the presidential salary has more than doubled under PF and allowances have increased by huge margins and yet still his net worth from these hefty salaries and allowances are nothing compared to what he has declared within a short period of time in office.
“As he is amassing wealth, the students have no meal allowances, the teachers are still owed millions in retirement benefits and thousands of miners have lost their jobs. We also have civil servants salaries being delayed.”
He said, “The question thus is, stopping short of saying Lungu played abracadabra with his money, how did Lungu manage to amass so much wealth in 18 months? Did he stop by the traffic lights to collect one of those little flyers with messages like “If you want to find your lost wallet…. contact so and so?” Your guess is as good as ours.”
We questioned the from rugs to riches of HH after participating in privatisation and no one has given us a tangible answer.
And how more has HH gained from last year declarations. Wealth is not monetary ba kakoma. Assets and liabilities equally amounts to wealth more especially the later. Check your biology.
I will once more give you the answer. I am HH’s peer. We both graduated from UNZA in 1985. He went to seek his fortune with then Coppers & Lybrand and I bean counted with auditing firms.
HH’s lucky brake was a result of the misfortune of being almost declared redundant when C&L collapsed. He then organized the entry of Grant Thornton into the Zambia market who got the business of C&L and was made CEO. As head he had opportunities to serve on boards including BBZ. In addition whilst we as young people were busy buying cars and doing foolish youthful things he was investing in cattle and real estate. The rest is history. His wealth has a track record.

There may not be a doubt HH made some good investment decisions with ‘his money’. The story of one late Simon Chombe who passed on mid 90s and worked at C&L as well as GT at the same time as HH was rather chilling! He did not have kind words for the senior partner in HH at the firm in terms of how he awarded himself benefits.
Lungu’s declarations are suspect and I also do not believe he would be worth that much. While it is okay to interrogate ECL’s assets, it should not be done in isolation of all others including HH and GBM. Just because one has kept the ‘loot’ for a long time in past declarations for public office does not make it acceptable. Remember GBM once said he went into Sata’s govt. merely to boost his businesses!

Why can’t PF bring charges against HH if they have evidence of wrong doing? Sata spent his presidency doing that and only came up with bank statements. We need a complete breakdown of Chakolwa’s assets and audit them for tax compliance and source of the growth or investments. We know that Chakolwa is taking 50% kickbacks from payments to contractors.
This is the problem with Zambian politics, people enter not to serve but to enrich themselves through bribery and corruption. How do you explain such a huge jump in wealth when he was not even running a business? He needs to be taken to task so he can explain his source of money. In other countries, he wouldn’t win an election without proper explanation of his seemingly crime money – is it donations, proceeds of crime or business? Which business. But as usual this would come to pass like it’s nothing serious. In fact others would be just envious and wished they were the president.

Hakainde Hichilema was for a long time, the Managing Director of Grant Thornton. We all know that he is one of the most prosperous cattle ranchers (kachema).
As PF are in government and have privatization records, can they publish the fees that were paid to Grant Thornton, Deloitte, KPMG, PriceWaterhouseCoopers and other accounting firms?

President Edgar Lungu declared K10,980,000. worth of assets in 2014- as the Daily Mail of December 21st 2014 reported.
Desperation by the UPND has led them to lie that Edgar Lungu declared K2.5million in 2014 when the actual figure was K10.980 million.
According to the information being circulated by UPND, they claim the following was the Assets declaration of aspiring candidates and their run mates:
HH..73.16 million
GBM …31.8 million
Edgar… 23..7million
Inonge….3 million
They further lie that Edgar Lungu before the elections in 2015 declared K2.5 million.
UPND may wish to know that the assets for the President was K10.9m in 2015. Inflationary and exchange rate fluctuations alone can make the assets…

There is a very high chance that this money is from CORRUPTION: The difference between paying for roads @US$2 000 000 per km instead of US$470 000 per km, all the infrastructure that PF has been boasting about where the cost has been more than doubled to finance corruption.
