IBA asked to provide details of the unprofessional conduct by MUVI TV and others to the nation

Muvi_TV_400x400The Young African Leaders Initiative (YALI) says it is utterly disappointed on the decision by the Independent Broadcasting Authority (IBA) to suspend the broadcasting licenses for Muvi Television and Komboni Radio among others and called on the IBA to provide detailed information to the nation on the so-called unprofessional conduct by the affected stations.

YALI Governance Advisor Isaac Mwanza said his organization believes that there is need for media houses, both public and private, to be as professional as possible especially at this time when there is tension in the country but that revoking licences without any warning was to extreme.

“We call for restraint and ensuring that the media double-checks information before it is given to the public. Media should guard against being engrossed in partisan politics.

“However YALI feels that revoking licences by the IBA is too harsh. IBA should have given stern warnings. They should use revocation of licences as a means of last resort after repeated warnings!” He explained.

He said his organization considers the suspension of MUVI TV and Komboni Radio as an infringement on the media adding that private broadcasters have done nothing but give the public information which the public media houses have continued to black of out.

“The IBA must be more aware that the government controlled-media have even more unbalanced and unprofessional in the manner they have continued to cover views from different political players even after elections and the private media have been offering the other side of news stories which have been blacked out on the public media.

“We consider the suspension of MUVI TV and Komboni Radio an infringement on the media freedoms and the thriving of an independent and free media in Zambia. We therefore urge IBA to rescind it’s decision in public interest and allow these media stations to freely operate.

“It is sad that IBA has suspended these licenses at a time when they know very well that affected media houses cannot appeal to the Minister as all ministerial offices are vacant and may remain vacant for weeks or months to come,” he said.

He also reminded the IBA that it’s actions are an affront to the growth of democracy in the country.

“YALI wishes to remind the IBA that it’s actions are affront to the growth of our democratic practices which allows the media to provide information from diverse sides.

“We therefore call on the IBA to engage the said media media houses with a view of correcting the situation so that as a country we are not seen to be sliding towards intolerance and dictatorial tendencies,” he said.

The IBA on Monday suspended the broadcasting licences of the biggest privately owned TV station in the country and its sister station Komboni radio after accusing the stations of unprofessional conduct.

    • The balance in who controls keyinstitutions is what is causing us trouble, now the difference is in decision making is becoming clear as the difference between day and light. Professionalism is going through the window, all one needs to listen to is the name and the decision will be know, just like the voting pattern.     • I can cite one incident where muvi tv lied last week. At the time when there were disturbances in Choma they ran a clip purporting that Unza students rejected re-election of president Lungu and showed a picture that students were burning tyres on great east road. This was a total fabrication as no such thing happened here. I was so shocked!

If Lungu gets court approval for his rigged elections, then be ready for the real meaning of dununa reverse.   2. Media freedom is at stake in Zambia. Whoever is behind this media clampdown should cease. We can’t all have the same opinions. We are not zombies. However,media houses should also act responsibly. Burundi/Rwanda genocide was partly because media. Indeed the Board acted in the extreme coz sure a warning proceeds a suspension in any functioning society or organization.

You rightly put it – Burundi/Rwanda, the media did everything to brew those hostilities, and we all know the end result. This is what these two media houses have been doing in the past days. These people have been pleaded with and warned repeatedly by anybody you can think of to be responsible with the way they cover news (if you can even call it that nowadays, because “news” has become more like propaganda.)       You can’t be free to do wrong.
      Let the media not fuel wrong doing.
      You don’t go to people who are commiting adulterly, film them, and then bring to the public.
      When asked you simply and naively say, “I am just reporting, doing my job as reporter”, oh!!
      Is that reasonable, are you being responsible?
      Such abuse, careless use of media freedom definitely needs checking to save society from ills.
      I know that some people are limited in understanding;

    • I have serious problems with media biasness of the level of ZNBC where they decide not to cover opposition. But I 100% detest lies – which is meant to incite Zambians against Zambians. Showing pictures that UNZA is protesting and tires are burning on the Great East Road, among other lies is uncalled for. What is the purpose? Is this what people are calling media freedom. We have been told Litunga is died when not. IBA has also used excessive power, warn these media houses and let us move on.

  3. Muvi TV became the political propaganda tool for UPND. They were taking the same direction as the Post newspaper. After elections, their reporting about politcal violence had potential to agitate the situation further. Very unethical and no interest of the nation at heart.

  7. 1. They have a chance to appeal their case ti the IBA. In some cases when there is danger to the public peace there is no time for warning. We dont eant the country to burn and then accuse the IBA of not having taken tough actions as necessary. Prevention is better than cure.
    2. ZNBC operates under different rules and not even under IBA. As far as I know the ZMBC has not broadcast anything to encourage a breakdown of peace or law and order. I also know that they have been taken to court by aggrieved parties and have won their cases so far on the courts of law. Let Muvi and others also win their cases in courts of law instead of hiding behind media freedom when they agreed to their licenses.

  8. IBA should also visit Radio Phoenix they are calling on President Lungu to step down and ran a clip of UPND Cadre Lawyer Kapijimpanga commenting on a case that is currently in court…Radio Phoenix currently does not report objectively from the time HH started funding the radio station…

  9. Muvi TV and Komboni Radio were paid by UPND to propel the agenda of a very bitter and desperate HH. HH cannot claim to a believer in media freedom. We haven’t forgotten how he was the chief campaigner against the POST for RB after 2011 elections using the DBZ loan issue, until the POST called HH names using George Mpombo’s words. HH even sent his cadres to demonstrate against the POST in 2012, and President Sata sent police to beat them up in Addis Ababa road. HH cried foul. This the HH you Tongas and few frustrated chaps are forcing on Zambians. HH is not the right alternative to Lungu, far away.

  12. Suspension of licenses is infact very light punishment. They should have revoked the licenses and arrest perpetrators of violence. We can’t afford to lose the peace we have enjoyed since independence because of two selfish individuals. We want media institutions that are and the ones propagating falsehood.     • There can never be peace if Lungu and his supporters are riding roughshod on the rest of Zambians and hoping that they will acquiesce. Shooting and intimidating Zambians cannot be said to be peaceful. KK and FTJ backed down from this cliff when it was clear that the real casualty was going to be the concept of Zambia as a nation. WHO IS STILL IN OFFICE DESPITE HIS CONSTITUTION ALLOWING THE SPEAKER TO ACT IN AN EVENT WHERE ELECTIONS ARE PETITIONED. THIS IS TO REDUCE THE POWERS OF THE PRESIDENT AND EXPECT A FARE JUDGEMENT. LET THIS ELECTION BE NULLIFIED AND ARREST LUNGU FOR THE CRIMES HE IS COMMITTING.

  19. Very unfortunate turn of events. The authorities in this country should realize that the private media is the only voice through which the voiceless are heard. The state-controlled media refuse to give proper coverage to the opposition, so they turn to private media. That’s why Nawakwi was ‘mourning’ last week that democracy has died in this country. We are back to the one party state. And if I may kindly ask or request: Could the IBA cite some examples or the kind of reports that the these media houses did that were deemed ‘unprofessional?’

  22. If any media house needed it’s licence revoked it was the ZNBC for not only unprofessional conduct but blatant biased exclusive coverage of PF. This is all skirting around the real problem. The problem is you have a thief, dull and drunkard guy handling affairs of the nation, what do you expect?   27. Suspending thei licences is part of democracy. They will then know that democracy does not mean a blank Cheque. Democracy comes with huge responsibility. Media houses are not exempted from this democratic responsibility.

  28. Muvi TV are liars and alarmists! Two weeks ago they reported that the MD and most senior managers at LWSC had been fired….But the truth of the matter is that, it’s only the MD who was fired. As for Komboni Radio, where on earth is it allowed for a presenter on duty to making running commentaries in support of a particular political party, while disparaging other political parties? This is abysmal unprofessionalism! In a democracy,one’s rights end where another person’s rights or freedoms begin. Freedom of the press/expression doesn’t mean injuring or violating other people’s rights and freedoms, or willfully reporting falsehoods with impunity. Journalism requires impeccable levels of integrity.

    • Don’t mix the target market /partisanship with professionalism. The raison d’etre of businesses is meet the needs of their markets. Clearly PF and Lungu were not the markets for MuviTv, Komboni etc. You seem stuck with hearing your own voice as democracy.

  30. President Lungu has been very patient and extremely linient with the manufacturers of trouble.
    This is why beyond any reasonable conviction ECL is a humble, but gifted and great leader.
    Freedom comes with responsibility.
    You can’t be free to do wrong.
    Let the media not fuel wrong doing.
    You don’t go to people who are commiting adulterly, film them, and then bring to the public.
    When asked you simply and naively say, “I am just reporting, doing my job as reporter”, oh!!
    Is that reasonable, are you being responsible?
    Such abuse, careless use of media freedom definitely needs checking to save society from ills.

  31. Countrymen let us be realistic the media coverage problems were created by PF by not allowing the opposition to provide their side of the story (campaigning). ZNBC is for all of us Zambians that’s why we are forced to pay TV levy. Because people are deprived of correct and realizable information they resort to Social media that may be decimating or peddling wrong information. The point is that somewhere somehow the President has failed to provide leadership he should be decisive in disciplining his cadres and be the first to call HH to a meeting to help keep the peace that we all so desire. IBA should call the media houses and educate them on how to report professionally especially at this time when tempers are high. There’s only one Zambia let’s protect it and its people.

    • That does not mean that the private media should therefore, resort to publishing falsehoods that have the potential to cause civil strife in the country. We are lucky Zambians are generally peace-loving people otherwise these falsehoods would have already created serious problems in the country. It would not be fair to ask IBA to be going round these media houses to ask them to be reporting the truth. Where is professionalism?

  36. YALI PAZA MISA you guys gang up and take this case to the Constitutional court. IBA cant be given such draconian powers. Their rulings should include a transparency clause that should demand they give reasons for whatever action they take. They just cant wake up and close a station because they had a bad dream. Democracy is more important than self-serving organisations that work at cross-purposes to citizens’ needs

It is very wrong for IBA as a Regulator to meet in one meeting and decide to cancel a Member’s licence without proper investigation and a hearing for the members whose licences have been cancelled. The way IBA behaved and at a critical time for Petetion hearing would seem to suggest a political motive. Since some of the evidence for vote rigging by way recordings and video clips came from these institutions there is a cover up for ECZ and Lungu. Why is Lungu breaking the law and refusing to step down and allow the Speaker to be sworn in as Acting President pending the finalization of the Petetion? Lungu is closing the media in the same way he closed the Post. He does not want people to hear how Lungu and ECZ massively rigged the elections and stole votes from HH.

  40. At law IBA’s suspensions are Null and Void. IBA must follow laid out procedures for disciplining their members. IBA cannot suspend a member without Notice and a Hearing. Besides Rules of Natural Justice requires that members are afforded a Hearing b4 Suspension. Muvi TV and Radio stations have a right to seek redress in a Court of law. An illegal directive from an illegal source remains Null and Void. IBA must lift the illegal suspensions forthwith.
